SANGER POLICE DEPARTMENT
Monthly Report
August 15, 2024
J
uly Report
GREG GARNER, CHIEF OF POLICE
CRIME TRENDS
• T
here were 13 fewer crimes reported in July, down 44%, continuing the trend of the first six months of 2024, where we experienced a 30% drop in the reported crime rate than experienced in the first six months of 2023. • V
iolent crime in July fell 54% (15 v 7), lead by a 58% reduction in reported assaults. Including a 40 drop in reported Domestic Violence. Reported Property Crime also showed a significant reduction, down 20% (16 v 20) fueled by an 80% reduction in reported auto theft.
SIGNIFICANT CALLS FOR SERVICE
• On
July 9, at approximately 4:50pm, Officers were dispatched to the area of Church and Brehler Avenues on a report of a 911 call where a female was heard screaming that she is bleeding and needed to go to a hospital before the line was disconnected. On call back the female stated that she had been shot in the head was now stopped at a gas station near the Carl’s Jr. on Bethel and Jensen Avenues. Upon arrival, officers found the 19-year-old victim at the Shell Gas Station bleeding from a head wound. She was accompanied by her 18-year-old friend, was attempting to stop the bleeding with a sweater. The victim was later found to have a superficial wound to the right side of his abdomen area from a possible grazing of a bullet and was treated by Sanger EMS.
W
hile obtaining the victim’s statements, the victim’s friend pointed to a gold- colored vehicle leaving the area through the northeastern driveway of the shopping center and was heading west on Jensen Avenue. Officer pursued the vehicle however, the driver refused to stop, and a brief pursuit ensued. The vehicle yielded, and a felony vehicle stop was conducted. The 18yr old driver, and 16yr old passenger, were contacted and detained without further incident. Nine (9) bullet holes were noticed on the passenger side of the vehicle. The driver was taken into custody for a violation of failure to yield and DUI). Both occupants of the vehicle refused to provide a statement.
G-4
Detectives assisted and found the location of the shooting on the east side of Greenwood Avenue just south of Church Avenue. Seven (7) shell casings were located and recovered at the scene. The victim was contacted at the hospital and was found to be in stable condition. She was able to provide a statement during which a fifth (5) occupant in the vehicle was discovered. Detectives identified the 18-year-old passenger, who was the only subject that resides in the city of Sanger.
All others reside in the city of Madera and were identified as members or associates of the Norteno gang. This investigation revealed that the group had been at Reedley Beach swimming, drinking alcohol, and smoking marijuana throughout the day when they decided to come to Sanger. While enroute to a restaurant an unknown male subject was noticed walking towards the trail near the intersection of Greenwood and Church Avenues. The driver turned the car around and headed north on Greenwood Avenue with the intent on confronting this male. One of the passengers who was seated in the rear rolled his window down and asked the male subject if he was a “Bulldog.” The male smirked before removing a firearm and began shooting at the vehicle. The driver quickly drove away. They then drove to the Shell Gas Station where officers contacted them.
Further follow-up will be conducted.
• On July 1, shortly before 12noon, an officer initiated a vehicle stop on a silver colored 2022 Honda Civic for speeding. Prior to stopping an assisting officer noticed the driver making furtive movements towards the back seat. The vehicle came to a stop on O Street just south of Jensen Avenue where the occupants were contacted. Officers recognized the driver and asked both occupants to exit the vehicle and they complied without incident. The driver gave consent to search his vehicle. Officers located a loaded (9 live rounds in the seated magazine) 9mm un- serialized firearm under clothing laying on the back seat. Both occupants were immediately detained, and the driver provided a statement admitting ownership of the weapon. He was taken into custody, the vehicle was towed for storage, and he was transported to the Department for booking. The suspect is an admitted Varrio Colonia Parlier Norteno gang member.
TRAFFIC ENFORCEMENT

Nine (9) of the total collisions in July were non-injury, four (4) collisions involving injury, and two (2) involving DUI. 139 traffic citations were issued in July, with 68 moving violations and 71 non-moving violations.

RE
: FIRE DEPARTMENT REPORT FOR JULY
F
or the month of July, there were 255 calls for services for ambulance services within our area and within surrounding areas. Crews were also dispatched to 78 requests for services in July for fire calls, including house fires, trash and warming fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 333 calls in July, or just under 11 calls per day.
C
hute times are measured from the time the station is notified of an alarm to the time the unit goes enroute.
For the months of July our average chute time was measured at 69 seconds, well below our benchmark of 90 seconds. Approximately 71% of the time our crews have a chute time of less than 90 seconds.
O
ur travel time is measured from the time the unit is enroute to the time that we arrive on scene. In July, our response time showed an average response time of 6 minutes and 2 seconds. Our total call time for the month of July measured at the 90% percentile was 1 hour and 31 minutes. This equates to roughly over 2/3 of a 24-hour period where units are busy on calls for service.
T
he 4th of July holiday was a busy night despite being in the middle of the week. Crews responded to five fires caused by fireworks during the holiday night and the Fire Department had two teams of investigators out in an attempt to limit the number of illegal fireworks. As this Council is aware, illegal fireworks are prevalent here in the Central Valley and Sanger is no exception. Enforcement officers from Fire wrote a total 21 citations for illegal fireworks. Next year, the Fire Department coupled with the Police Department is looking into drone technology to help with the enforcement of illegal fireworks with some potential municipal code changes that will be proposed to your Council for your consideration.
In
July we welcomed two new Firefighter candidates to the Fire Department and a third was moved over from a Non-Safety spot. The three candidates started their in-house fire academy and are scheduled to be completed the first week of August. They will be introduced to your Council at the second meeting in August.
L
astly, the Fire Station Remodel Project continues to progress. Diede Construction has completed the preparation for the underground work, installing all of the underground utilities and finished the foundations in the new addition areas in the south and the north administrative side. At this point they will move rapidly with framing and roof assemblies, installation of the fire sprinkler system and interior utility installation.
I
am of course always available to answer any questions you have.

To: Mayor and City Council
From: Joshua Rogers, City Engineer
Subject: North and Greenwood Sewer Manhole Reconstruction Final Acceptance
Attachments:
1. Notice of Completion
CONFLICT OF INTEREST:
None known.
RECOMMENDATION:
Staff recommends that the City Council:
1. Accept the work for the North and Greenwood Sewer Manhole Reconstruction Project in the amount of $93,307.41; and
2. Authorize recordation of the Notice of Completion with the Fresno County Recorder.
EXECUTIVE SUMMARY:
The contractor, Emmett’s Excavation, Inc., has completed all improvements for the subject project to the satisfaction of the City Engineer.
BACKGROUND:
This project consisted of the replacement of an old brick and mortar sewer manhole at the intersection of North and Greenwood Avenues that was found to be in unsatisfactory condition when exposed as part of the North and Greenwood Sewer Lift Station Reconstruction Project. Because the work entailed construction on a live sewer line serving a good portion of Western Sanger, the work was very sensitive and was contracted on a Time and Material Basis. The work included the installation of a
temporary bypass of sewer lines around the manhole, the removal of the existing manhole, the installation of a new City standard concrete manhole, the installation of a protective manhole liner, and the removal of the bypass. Some of the work was done at night to work with lower wastewater flows.
The original budgetary estimate for the work was $89,000.00 and the final documented construction cost was $93,307.41.
REASON FOR RECOMMENDATION:
The project construction work has been completed by the Contractor to the satisfaction of the City Engineer.
FISCAL IMPACT:
The final construction contract cost is $93,307.41, which was funded from Sewer Enterprise Reserve Funds.
ACTIONS FOLLOWING APPROVAL:
1. The Notice of Completion will be recorded.
2. The North and Greenwood Sewer Lift Station Project can be completed as soon as all electrical work has been completed and PG&E has relocated their service. The connection to the new manhole has already been made.

RECOMMENDATION:
That the City Council approve Resolution No. 2024- 53 certifying eligibility and claiming Measure C Extension Local Transportation Program Funds for F iscal Year 2024-2025 and authorize the City Manager to sign and submit the Fiscal Year 2024-2025 claims.
EXECUTIVE SUMMARY:
Fresno County Transportation Authority requires the C ouncil to certify eligibility and make claims for Measure C Extension Local Transportation Program Funds made available by a ½ cent Transportation Sales Tax.
BACKGROUND:
Each year the Fresno County Transportation Authority requires the council to certify eligibility and make claims for the Measure C Extension Local Transportation Program Funds made available by a ½ cent
Transportation Sales Tax imposed in Fresno County for twenty years between July 1, 2007 and June 30, 2027. The Sales Tax extension is estimated to provide $2.169 billion in new revenues for transportation improvements over the next twenty years according to financial projections estimated through the year 2027.
Approximately 20% of Measure C Extension funds over 20 years will be provided to the three public transit agencies within the County (Fresno Area Express [FAX], Clovis Transit and Fresno County Rural Transit Agency [FCRTA]).
The County and every City are guaranteed 15% of Measure C Extension funds to address one of the most troubling transportation problems: how to fund improvements that address the aging street and road systems. Ms. Karla Camarena
City of Sanger
[email protected]
Dear Ms. Camarena:
The Fresno County Transportation Authority, at its June 12, 2024, board meeting, adopted the attached Measure C Extension Local Transportation Purposes Pass -Through Projects and Program Funds apportionment for the fiscal year 2024-25 (Resolution 2024-01). As a result, local agency pass-through revenues from the Measure C Extension are available to claim for fiscal year 2024-25 using the numbers attached. These funds will be distributed monthly on a proportional basis as funds are received and based upon ad opted percentages for each participating jurisdiction.
To begin distribution of the collected funds as soon as possible, it is required that each agency furnish the Transportation Authority with an executed FY2024 -25 Certification and Claim form for each subprogram allocation along with an appropriate resolution from that agency. One resolution that specifically addresses each of the subprogram claim forms and the appropriate percentages allocated will be sufficient. These Certification and Claim forms are due to the Transportation Authority by August 30, 2024 . In addition, each agency must also include language in their Claim Resolution of their intent to complete the prior year reporting requirements no later than November 15th when they submit their claim forms.
The Measure C Extension requires participating agencies receiving Measure C Extension funds to report their prior fiscal year expenditures no later than November 15 th, as indicated on page 91 of the Measure C Extension Strategic Implementation Plan, Other Implementation Plan Provisions. If the expenditure reports are not filed with the Authority by November 15, 2024, the current fiscal years allocation will be held until such time as a completed report is filed for each program and subprogram.
A copy of the FY24-25 Resolution of Allocation has been included for reference. Each agency will receive one check that includes each subprogram where a completed claim form is filed and approved by the Authority Board along with a memo that details the su bprogram breakdown.
This should assist each agency with tracking and monitoring the various subprogram requirements on spending these funds. The monitoring of these funds will be done by the annual audit process.
Local Transportation Pass-Through
June 24, 2024
The Certification and Claim Forms for each of the subprograms your agency is entitled to claim are attached. We have partially completed the forms on your behalf according to your previous year forms. Please return your completed and signed Certification and Claim forms for each subprogram along with your resolution by August 30, 2024. Please be sure to include your agency’s intent to meet the prior year expenditure reporting requirements (due no later than November 15, 2024) via email at [email protected]. One resolution that references all of the information listed above will be sufficient.
You will be provided with the FY23/24 Expenditure Reporting Requirement Forms, as soon as the FY23/24 end of year allocations are received with a reminder of your November 15th due date. As always, feel free to contact our office at 600 -FCTA at any time. If you have questions or need assistance with the forms, please contact Denise DiBenedetto at 559.600.3282 or at the email mentioned above.

CITY OF SANGER
REPORT TO THE CITY COUNCIL
To: Mayor and Councilmembers
From: Nathan Olson, City Manager
Subject: Investment Policy
Attachments: Resolution No. 2024-54
Exhibit A to Resolution – Investment Policy
CONFLICT OF INTEREST:
None known.
RECOMMENDATION:
That the City Council adopt Resolution No. 2024 -54 Updating the Investment Policy f or Fiscal Year 2024-2025 and Superseding Resolution 2024-39.
EXECUTIVE SUMMARY:
The City’s Investment Policy is required to be adopted annually per Government Code section 53646. Staff brought forth and C ouncil adopted Resolution No. 2024- 39 at Council meeting of 6/27/24. The C ouncil also approved a contract with Optimized Investment Partners, LLC and their custom investment portfolio services offered for California municipalities to increase returns.
Optimized Investment Partners, LLC. reviewed the Sanger Investment Policy and has provided an update to include additional investments and ensur e policy met the requirements set forth in Government Code Sections 53600 through 53646.
BACKGROUND:
Sanger’s current investments are netting just over $1,000,000 annually . Current cash balances, being held high, have restricted the opportunity for additional investment returns.
REASON FOR RECOMMENDATION:
Optimized Investment Partner’s laddering strategy allows for both short- and long-term investments and maximizes the return by investing available cash while ensuring enough cash is available to operate the city and has efficient liquidity should the need arise. The addition of The Local Agency Investment Pool will allow additional investment opportunities to maximize city returns.
FISCAL IMPACT:
Initial Portfolio Analysis for the City is:
• Total Cash $43.3M
Optimized Investment Partners estimates that the city is losing approximately $3,000 per day by not actively investing based on their recommendations. They presented to Staff an estimate that would get the City an additional $1.1M in revenues to all funds in the first year based upon current interest rates. Their costs are estimated to be about $38,000 per year. The bank fees and broker fees would be in addition.
ALTERNATIVES:
Leave investment as is and not realize additional opportunity.
ACTIONS FOLLOWING APPROVAL:
Staff recommends approval of the updated Sanger Investment Policy
RESOLUTION NO. 2024-54

WHEREAS, the update conforms with Government Code Section 53600 through 53646.
NOW, THEREFORE, the City Council of the City of Sanger resolves as follows:
1. The foregoing recitals are true and correct and incorporated by reference.
2. The Council does hereby adopt the updated City of Sanger’s Investment Policy for Fiscal Year 2024-2025 as detailed in Exhibit A attached hereto and incorporated by reference.

Purpose
This statement is intended to provide guidelines for the prudent investment of the City of Sanger’s temporary idle cash for all funds and outline the policies for maximizing the efficiency of the city’s cash management system. The ultimate goal is to enhance the economic status of the city while protecting its pooled cash.
The normal operating funds of the city shall be governed by the constraints imposed by this policy. However, recognizing the need for special consideration in investing substantial proceeds from the debt issue activities of the city, the full range of investment opportunities authorized by California Government Code Section 53601 will apply to funds from debt issue activities.
Objective
The city’s cash management system is designed to accurately monitor and forecast expenditures and revenues, thus enabling the city to invest funds to the fullest extent possible. The city attempts to obtain the highest yield obtainable as long as investments meet the criteria established for safety and liquidity.
Prudent Investor Standard
Investments shall be made with judgment and care, under circumstances then prevailing, which persons of prudence, discretion, and intelligence exercise in the management of their own affairs, not for speculation but for investment, considering the probable safety of their capital as well as the probable income to be derived.
The standard of prudence to be used by investment officials shall be “Prudent Investor Rule” (Civil Code Section 2261, et seq.)
1. This affords the city a broad spectrum of investment opportunities as long as the investment is deemed prudent and is allowable under current legislation of the State of California (Government Code Section 53601, et seq.).
Objectives
As specified in California Government Code Section 53600.5, when investing, reinvesting, purchasing, acquiring, exchanging, selling and managing public funds, primary objectives, in priority order, of the investment activities shall be:
1. Safety. The safety and risk associated with an investment refers to the potential loss of principal, interest or a combination of these amounts. Safety of principal is the foremost objective of the investment program.
Investments of the City of Sanger shall be undertaken in a manner that seeks to ensure the preservation of capital in the overall portfolio. To attain this objective, diversification is required in order that potential losses on individual securities do not exceed the income generated from the remainder of the portfolio.
2. Liquidity. This refers to the ability to “cash in” at any moment in time with a minimal chance of losing some portion of principal or interest. The investment portfolio will remain sufficiently liquid to enable the city to meet all operating requirement that might be reasonably anticipated.
1 The Prudent Investor Rule states, in essence, that “in investing . . . property for the benefit of another, a trustee shall exercise the judgment and care, under the circumstances then prevailing, which men of prudence, discretion and intelligence exercise in the management of their own affairs. . .” City of Sanger Investment Policy For Fiscal YEAR 2024-2025
3. Yield. Yield is the potential dollar earnings an investment can provide, and sometimes is described as the rate of return. Yield is a consideration only after the basic requirements of safety and liquidity have been met.
Delegation of Authority
Authority to manage the investment program is derived from California Government Code Section 53600, et seq. Management responsibility for the investment program is hereby delegated to the Assistant City Manager/Administrative Services Director who shall establish written procedures for the operation of the investment program consistent with this investment policy and the requirements of applicable laws. The Assistant City Manager/Administrative Services Director shall be responsible for all transactions undertaken and shall establish a system of controls to regulate the activities of internal staff and any external investment advisors.
All participants in the investment process shall act as custodians of the public trust and all investment officials shall recognize that the investment portfolio is subject to public review and evaluation. The overall program shall be designed and managed with a degree of professionalism that is worthy of the public trust. All investment related activity shall be done in conformance with this policy and all applicable State and Federal laws and regulations.

EXECUTIVE SUMMARY:
The City Clerk/Human Resources Department has been operating under its current structure for many years. During this time, the demands on the department have increased significantly and City departments are in need of more robust human resources support. The proposed reorganization is a result of a pending retirement and the proposed changes will enhance operational efficiency and improve service to other departments. The attached organizational charts illustrate the final outcome of the
reorganization plan.
Representatives of the Sanger General Employees Organization and the Sanger Middle Management Organization were provided with an opportunity to discuss the proposed reorganization and the impacts and effects of the proposed changes to their members. Staff met with representatives of both groups to answer questions and provide details of the reorganization plan.
BACKGROUND:
The proposed reorganization plan includes:
1. Creation of new “Human Resources Analyst” and “Human Resources Manager” positions.
The creation of a new Human Resources Analyst and a new Human Resources Manager is essential to address the growing demands within the City. The need for additional staff to manage recruitment, employee relations, and compliance is becoming increasingly critical. The Human Resources Analyst will help to optimize HR processes including recruiting, payroll functions, risk management, and general HR support. The Human Resources Manager will oversee the HR team and the day -to-day activities of the multiple personnel functions.
Proposed Salary Ranges:
Human Resources Analyst
Step 1 Step 2 Step 3 Step 4 Step 5
$5,608 $5,888 $6,183 $6,492 $6,817
Overtime Status: Exempt
Bargaining Group or Unrepresented: Unrepresented
Human Resources Manager
Step 1 Step 2 Step 3 Step 4 Step 5
$6,696 $7,031 $7,382 $7,751 $8,139
Overtime Status: Exempt
Bargaining Group or Unrepresented: Unrepresented
2. Revision of the “Human Resources Technician” job description.
The Human Resources Technician job description is revised to include payroll functions that are currently handled by Administrative Services Department staff. The transfer of payroll duties will centralize payroll processing within the Human Resources division, ensuring more efficient and accurate payroll management. It should be noted that the recruitment and payroll function duties will be shared by the HR Tech and the HR Analyst in an effort to distribute level of duties evenly among HR staff and to ensure proper internal controls. As such, there are no proposed changes to current salary, bargaining group representation, and non-exempt status.
3. Reclassification of the “Executive Assistant to the City Manager” position to “City Clerk/Executive Assistant.”
The Executive Assistant to the City Manager will be reclassified to City Clerk/Executive Assistant and will assume the City Clerk duties currently handled by the City Clerk/Deputy Personnel Officer. This new classification will encompass the critical responsibilities of the City Clerk while still providing support to the City Manager. Additionally, the Executive Assistant to the City Manager currently serves
as the Deputy City Clerk and is knowledgeable of some City Clerk functions. Administrative assistance from the Human Resources department will ensure that the City Clerk/Executive Assistant can efficiently handle the increase in workload. The job descriptions for both the Human Resources Technician and H uman Resources Analyst include providing administrative assistan ce to the City Clerk’s Division. Additionally, t he HR Manager will act as the Deputy City Clerk and will be responsible for city clerk duties in the City Clerk’s absence. This reclassification includes an increase in the salary range of approximately 10%.
Proposed Salary Range:
Step 1 Step 2 Step 3 Step 4 Step 5
$5,608 $5,888 $6,183 $6,492 $6,817
Overtime Status: Exempt
Bargaining Group or Unrepresented: Sanger Middle Management Organization
4. Reclassification of “Management Analyst” position in the Administrative Services Department to “Administrative Analyst.”
The job duties of the Management Analyst position in the Administrative Services Department have undergone a significant shift from primarily managerial and administrative tasks to a focus on financial responsibilities. This transition includes increased involvement in budgeting, financial analysis , and fiscal reporting. Additionally, the role now includes providing information needed for labor negotiations.
As a result, the current classification of the position no longer accurately reflects the nature of the work being performed. Therefore, a reclassification is necessary to align the job title and description with the new financial duties.
Proposed Salary Range:
Step 1 Step 2 Step 3 Step 4 Step 5
$5,749 $6,037 $6,339 $6,655 $6,988
Overtime Status: Exempt
Bargaining Group or Unrepresented: Unrepresented
5. Revision of the “Assistant City Manager/Administrative Services Director” job description.
The Human Resources Division will be assigned to the Assistant City Manager, who will be responsible to plan, organize, staff, direct, develop and control programs and functions of the Division. The HR Manager will report directly to the Assistant City Manager. As such, a minor edit to the Assistant City Manager job description is necessary.
6. Establish Compensation and Benefits for Unrepresented/Confidential Employees.
To ensure the confidentiality and integrity of sensitive organizational information, it is essential to designate the new HR Analyst, HR Manager, and Administrative Analyst, and the existing Finance Manager as unrepresented/confidential employees. These roles inherently involve access to s ensitive data and financial information and will play an integral part in budget development and provide financial analysis utilized in labor negotiations . This change allows for more flexible and direct communication between these positions and senior management, and aligns with best practices in organizational management.
The attached Compensation and Benefit Summary for Unrepresented/Confidential Group outlines the benefits for these positions.
REASON FOR RECOMMENDATION:
The Sanger City Code requires that classifications and compensation of classifications be approved by the City Council.
FISCAL IMPACT:
The increase to the Administrative Services fund (712) is approximately $70,000. Through the cost allocation process, a portion of the increase will be reallocated to other funds for services rendered to other departments. It is anticipated that approximately fifty percent of the increase will be allocated out to other funds.
ALTERNATIVES:
To no approve the proposed reorganization.
ACTIONS FOLLOWING APPROVAL:
Staff will implement the reorganization.
