CITY OF SANGER

REPORT TO THE CITY COUNCIL

To: Mayor and Council Members

EXECUTIVE SUMMARY:

As the Police Department continues to expand its citywide surveillance camera project, it is essential to upgrade the outdated hardware currently installed in our City Parks. Several park cameras, originally installed in 2016 and 2017, are now malfunctioning and lack the technological capabilities of modern systems.

The proposed new cameras will align with the department’s newer deployments and include advanced analytics features, such as the ability to search footage by vehicle type, vehicle color, pedestrian presence, and clothing color, among other enhanced capabil ities. These upgrades will significantly improve monitoring, response times, and overall public safety in our parks.

The listed vendor is the City’s current provider for the Park Camera Program. This proposal represents an equipment upgrade, and installation would reasonably be included as part of that upgrade. Since I was unable to locate the original services contract or purchase order, I felt it necessary to formally document this process. Issuing a new RFP would delay the project significantly, and prevailing wage requirements for installing a new system would make it cost -prohibitive. Proceeding with the upgrade through the existing vendor allows us to take advantage of this opportunity efficiently and economically.

BACKGROUND:

Criminal investigations are complex and require officers and detectives to collect and preserve critical evidence—including witness statements and visual documentation—to support successful prosecutions.

Upgrading the current surveillance system will serve as a force multiplier by enabling officers to efficiently search for suspects and suspect vehicles once a crime has been reported. The enhanced system will allow law enforcement to trace movements to and from the crime scene, providing investigators with vital evidence to identify suspects and strengthen prosecutorial outcomes.

The City has already recognized the value of surveillance systems at the Police Department and in City Parks. This proposed upgrade builds on that investment, reinforcing our commitment to public safety. Our parks have been the sites of various criminal activities, including vandalism, theft, and even homicide — underscoring the need for reliable and advanced surveillance tools.

Funding for this project has been previously approved through Measure “S” by both the City Council and the Citizens Oversight Committee (COC).

REASON FOR RECOMMENDATION:

Sanger Municipal Code Sec. 2-208 lists sole source purchases as an exemption from the formal, centralized purchasing procedures. Those provisions are:

(a) In the event that there is one, and only one, source for a product of $10,000.00 or more, a sole-source purchase may be used. When a department wishes to make a sole -source purchase, it must make the findings set forth below in writing and file such certification with the purchasing agent for the purchasing agent's approval. In order to establish a legal basis for a sole-source exception, the following statements and findings must be made:
(1) A statement describing every unique or specialized feature of the product in question. (2) A statement of the department director's, or designee's, efforts to locate all possible suppliers such product.
(3) A statement that, in spite of its efforts, the department director, or designee, has been able 135

\\nas1\shared\Forms & Templates

to locate only one supplier of the product in question. (4) A statement that indicates the ultimate cost of the product and the process used to determine the cost of the product.
(5) A finding that it is, therefore, proper for the city to dispense with a competitive bidding requirement and to authorize the city to purchase the product in question under the sole - source exception; and/or
(6) A disclosure statement of the department director, or designee, and each individual involved in evaluating and/or in making a recommendation for the purchase. (b) If the purchase exceeds the city manager's, or designee's, monetary authority to contract, a resolution making the findings set forth above must be submitted with the staff's request for award of a sole-source contract by the city council.

The Sanger Police Department is requesting approval to expand our Avigilon surveillance system, to be installed, maintained, and integrated by Surveillance Integration of Fresno. Surveillance Integration, the original integrator of our Avigilon system, has demonstrated proven expertise in both the installation and updates of this system. Additionally, the same system is used by neighboring police departments in Parlier, Orange Cove, and Selma.

Given the specialized nature of the Avigilon system and its integration with neighboring agencies, Surveillance Integration is the sole -source provider capable of delivering the necessary system expansion. This purchase meets the criteria for a sole-source exception as outlined below:

1. Unique or Specialized Features : The Avigilon system offers proprietary technology and integration capabilities that are not available through other vendors. The system’s advanced analytics, real-time monitoring, and interdepartmental data sharing features make it a unique solution tailored to the specific needs of the Sanger Police Department and surrounding jurisdictions.

2. Efforts to Locate Other Suppliers : The Sanger Police Department, through our procurement process, has thoroughly researched all potential suppliers capable of fulfilling the requirements for expanding and integrating the existing Avigilon system.

3. Sole Source Availability : Despite extensive efforts to identify alternative suppliers, we have found that Surveillance Integration is the only company capable of performing the required integration and maintenance due to their expertise with the existing Avigilon system and their established relationship with other local police departments.

4. Cost and Determination Process : The total cost for the expansion and integration of the Avigilon system has been carefully assessed. This includes consideration of previous contracts, historical pricing data, and ongoing service needs. The final cost is consistent with similar projects undertaken by other jurisdictions utilizing the same system.

5. Justification for Sole -Source Exception : Given the unique and proprietary nature of the Avigilon system, as well as the specialized expertise of Surveillance Integration, it is deemed appropriate for the City to waive the competitive bidding process and approve this sole -source purchase.

6. Disclosure Statement: The Chief of Police, along with all individuals involved in the evaluation and recommendation of this purchase, affirms that no conflicts of interest exist and that all findings and determinations regarding the sole -source purchase have been made in accordance 136

\\nas1\shared\Forms & Templates

with applicable procurement policies.

This purchase will also enhance interdepartmental collaboration by enabling seamless data sharing between Sanger and neighboring cities. With offenders often crossing jurisdictional lines, this expanded system will improve the ability of law enforcement ag encies to work together more effectively in criminal investigations.

FISCAL IMPACT

The total cost of the park camera system, to include installation, engineering and sales tax, is approximately $38,358.30. After the purchase and installation, ongoing maintenance of the system will need to be budgeted in future fiscal years. This expenditure is budgeted in the FY 24-25 budget in 208-040-101-7241 Measure “S” Surveillance Cameras. This item has been reviewed by the Finance Department. 137

Subject: Sole Source Purchase request

In accordance with the City of Sanger Municipal Code, Section 2-208, “Sole Source Purchases,” under certain circumstances, the City’s bidding requirements may be dispensed with when the services or goods are only available from one source because of the following findings:

(a) In the event that there is one, and only one, source for a product of $10,000.00 or more, a sole-source purchase may be used. When a department wishes to make a sole -source purchase, it must make the findings set forth below in writing and file such certif ication with the purchasing agent for the purchasing agent's approval. In order to establish a legal basis for a sole-source exception, the following statements and findings must be made:
(1) A statement describing every unique or specialized feature of the product in question. (2) A statement of the department director's, or designee's, efforts to locate all possible suppliers such product.
(3) A statement that, in spite of its efforts, the department director, or designee, has been able to locate only one supplier of the product in question. (4) A statement that indicates the ultimate cost of the product and the process used to determine the cost of the product.
(5) A finding that it is, therefore, proper for the city to dispense with a competitive bidding requirement and to authorize the city to purchase the product in question under the sole- source exception; and/or
(6) A disclosure statement of the department director, or designee, and each individual involved in evaluating and/or in making a recommendation for the purchase. (b) If the purchase exceeds the city manager's, or designee's, monetary authority to contract, a resolution making the findings set forth above must be submitted with the staff's request for award of a sole-source contract by the city council.

Given the specialized nature of the Avigilon system and its integration with neighboring agencies, Surveillance Integration is the sole-source provider capable of delivering the necessary system expansion.

The requested purchase meets the requirements as outlined in Section 2-208 “Sole Source Purchases” therefore I am requesting the camera purchase be declared a sole source purchase.

Respectfully submitted.

CITY OF SANGER

REPORT TO THE CITY COUNCIL

To: Mayor and City Council Members
From: Mike Salvador, Interim Chief of Police
Subject: Parking Ordinance Revision
Attachments: Ordinance No. 2025-05

CONFLICT OF INTEREST:

None known.

RECOMMENDATION:

That the City Council waive the full reading and introduce Ordinance No. 2025-05 amending Sections 70-61 and 70-62 of Chapter 70, Article III of the Sanger City Code Relating to Parking Limitations.

The amendments reflect additions to address the parking and storing of recreational vehicles on city streets and residential property.

EXECUTIVE SUMMARY:

The purpose of this change is to specifically address the issue of recreational vehicles /trailers being parked or stored for extended periods of time on residential streets and property. These issues have garnered complaints from the public and the current ordinance does not directly speak to how, where, and for how long these types of vehicles could be stored or parked. The specific additions define Recreational vehicles for the purposes of the ordinance, state how long they can be parked in the driveway or street, for what purpose, and how they can be legally stored on the property. It also more clearly defines a “trailer” using the California Vehicle Code definition that will include recreational vehicles and their regulation in commercial districts.

158

\\nas1\shared\Forms & Templates

BACKGROUND:

The City routinely receives complaints from the public regarding RVs, Recreational Trailers, boats, etc being parked and stored in residential and commercial districts. Using the current city ordinance, citing the owner was difficult. By researching what other cities use to resolve this issue, it was determined that modifying our current ordinances with language that directly speaks to that issue would be the best course of action. If adopted, City Police and Code Enforcement could warn and they possibly cite offenders that do not comply. Some of the trailers are being used for housing, some have fallen into disrepair and are eyesores, and others hinder vision and obstruct the roadways making it difficult for drivers to see pedestrians or oncoming traffic. This issue has led to multiple complaints in various locations in the city.

The ordinance would still allow persons owing these vehicles to have them at their property or in the street for up to 72 hrs. for the purposes of loading and unloading.

REASON FOR RECOMMENDATION:

Ongoing complaints and lack of specificity in the ordinance to properly address it. Our current city code is vague and does not specifically address the parking and storing of recreational vehicles in our city.

FISCAL IMPACT:

None known.

ALTERNATIVES:

That we do not approve the modification and continue with the code as it reads. We will continue to be unable to legally deal with the issue of recreational vehicles being parked or stored in residential or commercial districts.

ACTIONS FOLLOWING APPROVAL:

The second reading and adoption is scheduled for the June 24, 2025 City Council meeting.
