F. CONTINUED PUBLIC HEARING
1. SUBJECT: City of Sanger Operating and Capital Improvement Budget for Fiscal Year 202s-2026.
The city Council held a public hearing to discuss the City of Sanger Iperating and Capital Improvement Budget for Fiscal Year 2025-2026
Public Comment:
Victor Ruiz- the former Mayor of Sanger, wants to address concems regarding transparency, core values, and the city's budget deficit. He noticed there was no budget binder available and had to search through the agenda packet to find budget information. He also noted that it is difficult to locate on the website.
He expressed concems about discrepancies in the budget from2024, to this budget in2025 and these discrepancies raise significant concerns. He questions where the transparency is in the budget process and how does the city plans to address these issues while being conservative and adhering to budget constraints.
Additionally, he wants to discuss the hiring of a Parks and Recreation director, as the department is also facing a deficit. He finds it questionable to allocate $150,000 for this position when the city is currently in a deficit, and he seeks to understand the rationale behind this decision.
Joseph Rocha- Agrees with last speaker, and hiring more personnel and allowing raises when the city is in a deficit.
He is concemed that he is being told something different at different times and that makes him suspicious.
He also wants to address the crossing at Bethel and Almond, which has been included in the five-year improvement plan. He notes that the total cost has changed over the past few years compared to what was originally allocated. He believes it is crucial to complete this crossing and is wonied about how the city is determining the costs involved.

Tom Nicolson- the former chairman of the downtown revitalization program, would like to request an extension on the faqade program. He understands the importance of incorporating it into the general fund budget. The program is set to restart next month, and it has previously assisted local businesses and their owners. He would also like to express his gratitude to Counselor Hilda Montoy for her outstanding service.
Kevin Carter- spoke last week about topics he feels have not been adequately addressed. His first topic was West Avenue, where he reviewed previous years' capital improvement plans for the renovation from 3rd to 7th Street. He contacted staff, who informed him that the project would commence after the firehouse is completed. However, he does not see this project reflected in the current budget.
Regarding Measure So now Measure R, he noted that there used to be Gang and Drug Prevention programs, but he has heard nothing about these initiatives recently.
Carter also discussed the ongoing concerns about the deficit, specifically mentioning the practice of taking money that has been earmarked for certain purposes and placing it into the general fund. He believes there needs to be a serious discussion about the deficit and our financial plans moving forward.
RESIDENT:A resident has a question for the city manager regarding the transfer of two firefighters to Measure S.
He wants to know if they need to be hired under Measure S. He agrees with all the previous speakers and expresses concern about the lack of communication. He emphasizes the importance of keeping constituents informed about what is happening.
