IRE DEPARTMENT REPORT FOR OCTOBER
Fo
r the month of October there were 263 calls for services for ambulance services within our area and within surrounding areas. Crews were also dispatched to 35 requests for services in September for fire calls, including house fires, trash and warming fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 298 calls in October, or just over 9 calls per day.

Chute
times are measured from the time the station is notified of an alarm to the time the unit goes enroute.

For the month of October our chute time was 78 seconds, below our benchmark of 90 seconds.

Approximately 28% of the time our chute time was measured at less than 45 seconds. Our travel time is measured from the time the unit is enroute to the time that we arrive on scene. For October our median response time was 6 minutes, 6 seconds within the City. This is just above our benchmark of under 6 minutes within the City. Our total call time for the month of October for EMS calls was measured at one hour, 42 minutes per call.

The
Fire Department continued our recruitment efforts with our vacancies at single-role EMT, Firefighter and Fire Prevention Inspector. In October we added three new EMTs to our single-role staffing, bringing our staffing up to 6 out of 8, with two vacancies still remaining. We had one EMT in background in October and will hopefully start this candidate at the beginning of December. In addition, we have two Firefighter candidates in background during October that will also likely not start until the beginning of December. We did hire one Firefighter, and we still have two vacancies at Firefighter. In addition, we received a retirement notification from one of our Firefighters and his retirement at the beginning of December will create an additional vacancy.

In O
ctober we completed the promotional process for Lieutenant and Engineer, and we were very fortunate to promote Craig Pitts to Lieutenant and Mark Pisching to Engineer. Their promotions were effective on the first of November, and we hosted a pinning ceremony the first week of November. Lastly, we continue to recruit for the position of Fire Prevention Inspector. Interviews were conducted and one candidate started the background phase of the process. We anticipate a potential start date in December.

In O
ctober, fire crews went to Sanger Daycare for a public education event and talked to the children about fire and life safety and gave a demonstration of our fire apparatus. On October 11, we hosted a very successful Fire and Police Open House which brought hundreds of residents into our public safety facilities to discuss safety tips and gave tours and demonstrations. We would not have been able to put this event together without the volunteers that came in to assist, including the Sanger Police Explorers and the G-5
64 Metro/Urban Firefighting class from Sanger High School and Valley ROP. We did another demonstration at a daycare facility on Tucker Avenue for about 30 children and on Halloween the on-duty crew purchased candy and drove to several neighborhoods in Sanger to pass out candy to trick-or-treaters. Afterward, the on-duty crew mentioned that they would like to continue this public engagement on Halloween in the future.

I am always available if you have any questions.

Additionally, as repair and maintenance efforts progress, previously unanticipated deficiencies and infrastructure issues have continued to emerge, necessitating immediate attention to prevent further system degradation and ensure uninterrupted plant operations.

FISCAL IMPACT:

The exact fiscal impact is not fully known at this time as the work is being performed on a Time and Material basis due to the time sensitivity, but Staff will provide an updated budget for the project at further upcoming Council meetings.

Any additional costs for more repairs and materials will be brought back to City Council and addressed appropriately. The costs will be funded from Sewer Enterprise funds.

ALTERNATIVES:

No recommended alternatives. Until all repairs and maintenance are done, the Wastewater Treatment Plant remains non-compliant.

ACTIONS FOLLOWING APPROVAL:

Per the Resolution, Staff will provide Council updates and seek ratification of any contracts at those meetings. 69 ATTACHMENT 1

REPORT TO THE CITY COUNCIL

To: Mayor and Councilmembers
From: Virginia Harmon, Finance Director
Subject: City of Sanger Revised Appropriation Limits

Attachments: Resolution No. 2025-90, Resolution No . 2025-91, Resolution No. 2025-92, and Resolution No. 2025-93 Amending the Appropriation Limit s for Fiscal Years 2022-23, 2023-24, 2024-25, and 2025-26, respectively

CONFLICT OF INTEREST:

Unknown

RECOMMENDATION:

That the City Council adopt Resolution No. 2025-90, Resolution No. 2025-91, Resolution No. 2025- 92, and Resolution No. 2025-93 revising and establishing the Appropriation Limit s for Fiscal Year s 2022-23, 2023-24, 2024-25, and 2025-26, respectively.

EXECUTIVE SUMMARY:

The appropriation limit for fiscal year 2022-23 needs to be corrected because of a calculation error and the appropriation limit for fiscal years 2023-24, 2024-25, 2025-26 need to be corrected because it uses the appropriation limit for fiscal year 2022-23 in its calculation. The appropriation limit for the 2022-23 Fiscal Year was incorrectly calculated because the per capita cost of living change factor of 7.75 was incorrect; the correct factor should have been 7.55. The corrected calculation results in a decrease in the appropriation limit for fiscal year 2022-23 from $37,003,460 to $36,934,775. The $10,558,000 amount of revenue subject to the revised 2022-23 appropriation limitation does not change. The revision of the appropriation limit for fiscal year 2022-23 requires that the appropriation limit for fiscal years 2023-24, 2024-25, and 2025-26 be recalculated. The amount of revenue subject to the revised appropriation limitations does not change and remains the same, $11,094,400 for 2023-24, $11,569,680 for 2024-25, and $12,273,980 2025-26.

BACKGROUND:

Under Article XIIIB of the California Constitution (the Gann spending limit initiative), California government agencies are restricted to the amount of appropriations from proceeds of taxes. Beginning on or after July 1, 1990 the appropriations limit is required to be calculated based on the limit for the fiscal year 1986-87 adjusted for inflation and population factors. The inflation factor adopted by the City is the annual percentage change in the 4
th quarter per capital personal income as supplied by the California Department of Finance. The population factor used by the City to adjust it appropriation limit is the higher of the annual percentage change of the City’s population or the County’s population, as supplied by the California Department of Finance.

REASON FOR RECOMMENDATION:

The use of the wrong population percentage change factor in 2022-23 requires that the 2023-24, 2024-25, 2025-26 appropriation limits be revised. Since the 2023- 24, 2024- 25, 2025- 26 appropriation limit calculations use the 2022-23 appropriation limit as their starting point, the 2023-24, 2024-25, 2025-26 appropriation limits must also be revised.

FISCAL IMPACT:

There is no fiscal impact.

ALTERNATIVES:

None

ACTIONS FOLLOWING APPROVAL:

City staff will utilize the amended appropriation limit for 2025-26 as the starting point for calculating the 2026-27 appropriation limit, which will be brought to the City Council for adoption when the 2026 -27 budget is adopted.

76 RESOLUTION NO. 2025-90

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANGER AMENDING THE APPROPRIATION LIMIT FOR FISCAL YEAR 2022-2023

WHEREAS, Section 7900 of the Government Code provides for the implementation of Article XIIIB of the California Constitution; and

WHEREAS, Section 7901 through 7913 of the Government code provide that each year the governing body of each local jurisdiction shall, by resolution, establish its proceeds of taxes appropriation limit at a regularly scheduled meeting; and

WHEREAS, all documentation used in the determination of the proceeds of taxes appropriation limit for the 2022-2023 Fiscal Year is calculated by adjusting the "base year", Fiscal Year 1978 -79, proceeds of taxes appropriation limit for the population change and the change in the per capita personal income or local assessment roll due to non- residential construction; and

WHERAS, the appropriation limit for the 2022- 2023 Fiscal Year was originally adopted on June 23, 2022 with Resolution No. 2022-52 and was established to be $37,003,460; and

WHEREAS, the appropriation limit for the 2022-2023 Fiscal Year needs to reflect the correct per capita cost of living change factor of 7.55 in its calculation.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANGER, does hereby resolve as follows:

The proceeds of taxes appropriation limit for the year 2022-2023 is amended to be established at $36,934,775 and that the appropriation from proceeds of taxes; revenue subject to the limitation is $10,558,000 an amount below the established limit. EXECUTIVE SUMMARY:

The contractor, JT2, Inc. dba Todd Companies, has completed all improvements for the subject project. All work was completed in accordance with the plans, specifications, and contract documents, and performed to the satisfaction of the City Engineer.

BACKGROUND:

This project consisted of the construction of a dedicated groundwater recharge basin to help the City and the South Kings Groundwater Sustainability Agency comply with the requirements of the 89 Sustainable Groundwater Management Act (SGMA). The project is located just south of the California Avenue alignment and west of Academy Avenue and the improvements consisted of:

• Excavation of an approximately 15 acre basin;
• Construction of perimeter levees;
• Construction of reinforced concrete canal turnout with gate valve; • Construction of turnout pipeline with flow meter;
• Construction of basin outfall structure;
• Construction of perimeter chain link fencing with access gates.

The basin is designed to take surface water from the Fowler Switch Canal, owned and operated by Consolidated Irrigation District (CID) for percolation and recharge of the groundwater aquifer.

There were four contract change orders approved for the project. Change Order No. 1 added and installed a Proposition 68 funding sign. Change Order No. 2 added a depth gauge to the basin for monitoring by CID. Change Order 3 provided for start -up and training assistance to City staff on the new magnetic flow meter and Change Order 4 upgraded the vault lid on the meter vault for easier access by City staff. The total costs for all change orders were $24,885.58, which was well within the contingency of $74,300 which had been previously approved by the Council.

REASON FOR RECOMMENDATION:

The project construction work has been completed by the Contractor to the satisfaction of the City Engineer.

FISCAL IMPACT:

The final construction contract cost is $767,985.58. Total construction phase costs, including construction management, inspection and material testing, were approximately $885,500. The project was 100% funded by a grant from the California Department of Water Resources.

ACTIONS FOLLOWING APPROVAL:

1. The Notice of Completion will be recorded.

2. The 5% retention, in the amount of $38,399.28, will be released no later than 35 calendar days following recordation of the Notice of Completion, provided no liens have been filed. 90 ATTACHMENT 1

CITY OF SANGER

REPORT TO THE CITY COUNCIL

To: Mayor and City Council
From: Josh ua Rogers, City Engineer
Subject: A pprove Agreement with County of Fresno for CDBG Project No. 24611 Medrano Park Improvements

Attachment:

1. Agreement

CONFLICT OF INTEREST:

None known.

RECOMMENDATION:

Staff recommends t hat the City Council a pprove the Agreement with the County of Fresno for Community Development Block Grant (CDBG) Project No. 24611 and authorize the City Manager to execute the Agreement on behalf of the City.

EXECUTIVE SUMMARY:

The scope of work on this project includes the expansion of the existing park improvements at Medrano Park to potentially include, but not be limited to, a trail with fitness elements, new garbage cans, park benches and similar amenities, additional landscape and irrigation in unfinished portions of the park, and screening landscape installed around Well 16. The attached agreement with the County of Fresno must be executed to allow the County to commit the funding for the design and construction phases of the project.

The agreement provides for the County to provide $441,724 in funding.

\\nas1\shared\Forms & Templates

BACKGROUND:

The Community Development Block Grant (CDBG) program is a Federal Department of Housing and Urban Development (HUD) Grant Program, which is administered by either the State, or by local agencies (Fresno County locally) to address housing and community development needs of low - and moderate- income persons. The City of Sanger has participated in the County program every year since 1975, other than during a three-year hiatus starting with fiscal year 2018/19.

After a Public Hearing on October 5, 2023, the City Council approved the subject project as its CDBG project for the 24/25 fiscal year. The City also elected to dedicate its 25/26 allocation as well to allow more improvements to be made. Since that time, Fresno County staff has processed the funding administration and prepared the agreement which is included in this staff report, outlining the responsibilities of the City of Sanger and the County of Fresno in the design, construction and contract administration of this project. This agreement must be executed before the City is eligible for any reimbursement from the CDBG funds.

REASON FOR RECOMMENDATION:

Completion of this project will allow for expanded park amenities at Medrano Park.

FISCAL IMPACT:

The total available funding for the project is $441,724. Staff is currently reviewing site plan options to maximize the available funding without drawing on any local match. Once firmer design elements are in place, and if it is determined that any local matching funds may be recommended, Staff will bring a proposed budget amendment to the City Council for approval at that time.

ALTERNATIVES:

Not approving the Agreement with Fresno County will result in this project not being constructed.

ACTIONS FOLLOWING APPROVAL:

If the City Council approves Staff’s recommendation, the City Manager will sign the agreement and Staff will forward the agreement to County of Fresno. The Fresno County Board of Supervisors is scheduled to approve the agreement in January 2026. The project design may commence at any time , and the project is anticipated to be in construction in the fall of 2026. 116

CITY OF SANGER

REPORT TO THE CITY COUNCIL

To: Mayor and City Council
From: Josh ua Rogers, City Engineer
Subject: Easement Acquisition
SPR 2024-08 - Sanger Fence Project

Attachments: 1. Resolution No. 2025-94

CONFLICT OF INTEREST:

None known.

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 2025-94 , which a ccepts the grant of easement for public water purposes through the property known as Assessor Parcel Number (APN) 320-011-59S located at the corner of L and 8
th Streets.

EXECUTIVE SUMMARY:

As a condition of approval of Site Plan Review (SPR) 2024-08, the owner of the property proposed for construction of a new office and warehouse building has offered for dedication a grant of easement for water purposes to protect, and provide access for operation and maintenance of, an existing city water pipeline.

BACKGROUND:

Don Pickett & Associates submitted an application for site plan review for the construction of a new office and warehouse building for Sanger Fence at the intersection of L and 8 th Streets. This application was processed under Site Plan Review (SPR) No. 2024-08. During review of the 137

01484.0006 2064366.1
application, Staff noted that an existing City of Sanger 8-inch water line has historically run through the property. As a condition of approval of the SPR, Staff required the dedication of a new easement with positive location of the pipeline to ensure the line will be protected and to provide access for City use.

The owners of the property, Samuel Z. Renteria & Christina R. Renteria , as Trustees of the Samuel and Christina Renteria Living Trust, have executed a grant of easement to dedicate a 20 -foot wide water easement. Staff recommends that the City Council accept the easement on behalf of the public.

REASON FOR RECOMMENDATION:

The easement is necessary to protect, and provide access for operation and maintenance of, an existing city water pipeline.

FISCAL IMPACT:

There is no fiscal impact associated with the acceptance of the easement deed.

ALTERNATIVES:

None recommended.

ACTIONS FOLLOWING APPROVAL:

The City Clerk will affix a certificate of acceptance to the signed easement deed and record the documents with the Fresno County Recorder.
