RE: FIRE DEPARTMENT REPORT FOR MARCH
Fo
r the month of March there were 326 calls for services for ambulance services within our area and within surrounding areas. Crews were also dispatched to 45 requests for services in March for fire calls, including house fires, trash and warming fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 371 calls in March, or just under 12 calls per day.
Chute
times are measured from the time the station is notified of an alarm to the time the unit goes enroute.
For the month of March our median chute time was 71 seconds, below our benchmark of 90 seconds.
Approximately 24% of the time our chute time was measured at less than 45 seconds. Our travel time is measured from the time the unit is enroute to the time that we arrive on scene. For March our median response time was 5 minutes, 43 seconds within the City. This is just at below benchmark of under 6 minutes within the City. Our median total call time for the month of March for EMS calls was measured at 1 hour, 9 minutes per call.
The
Fire Department continued our recruitment efforts with our vacancies at single-role Paramedic. We were able to receive two applications, and one accepted a conditional offer. The background was completed the second week of April and the candidate will move through the rest of the hiring process. We anticipate this candidate starting likely the beginning of June. In addition, we have opened a new recruitment for Paramedic and EMT and are currently taking applications. The internal fire academy was concluded at the end of March, and we moved four candidates into suppression roles. A pinning ceremony was held at the end of the month, and the candidates have moved to their permanent shifts. Lastly, we were approved for an internal recruitment for Billing Clerk and after the oral interview process, we extended a letter of appointment to our part-time biller to join us full-time at the end of March.
We
have started the yearly weed abatement process by sending letters to property owners with a deadline of May 1st. In addition, we are currently receiving applications for non-profit groups to sell fireworks for the 4th of July season. Several members participated in the Read Across America events at our local schools, attended the public safety days at Sanger High School and hosted kids from Jackson School on a station tour.

CITY OF SANGER
REPORT TO THE CITY COUNCIL
To: Mayor and City Council M embers
From: Nathan Olson, City Manager
Subject: Receipt of Update on Emergency Repairs at Wastewater Treatment Plant Pursuant to Resolution No. 2026-20 and Request to Continue Declaration of Emergency
Attachments:
1. Resolution No. 2026-20
2. Resolution No. 2026-28
CONFLICT OF INTEREST:
None known.
RECOMMENDATION:
Staff recommend that the City Council adopt Resolution 2026-28, Continuing the Declaration of Emergency in connection with Emergency Repairs at the Domestic/Industrial Treatment Facilities under Resolution 2026-20.
EXECUTIVE SUMMARY:
The purpose of this staff report is to provide an updated status on the emergency repairs initiated under the Determination of Emergency to address the Sanger Domestic/Industrial Wastewater Treatment Facility (WWTF). On July 18, 2024, City Manager Nathan Olson (as the Director of Emergency Services) declared an emergency at the Sanger Domestic and Industrial Wastewater Treatment Facilities. This report summarizes the progress made, challenges encountered, and financial implications of the ongoing repair efforts. Based on the status and projected needs, it is recommended to continue with emergency actions under Resolution No. 2026-20 to ensure timely and effective completion of the repairs. Reports on actions taken and status of the emergency will continue to be made at each regular meeting of the City Council.
BACKGROUND:
All prior updates regarding the Wastewater Treatment Facility Emergency Repairs are incorporated by reference. The emergency proclamation remains in effect pursuant to City Council Resolution 2026-20, which continued the emergency and authorized the City to proceed with necessary repairs without formal competitive bidding.
• April 2026: SCADA upgrade is 95% Complete. Thickener Clarifier assembly continues and contractors are working to connect Thickener to the Digester with new meter. Lines are being flushed. DAF Unit repairs to begin after Thickener.
Note: Due to the age and condition of existing infrastructure at the Wastewater Treatment Facility, additional deficiencies may be identified as work progresses. As such, all dates and milestones are subject to revision in response to emerging operational needs, safety considerations, or unforeseen complications.
REASON FOR RECOMMENDATION:
These emergency repairs are critical to ensure the protection of health, safety, and welfare of City residents and to protect the Wastewater Treatment Facilities. The City’s Domestic and Industrial Wastewater Treatment Plant are still undergoing critical maintenance and repair. Remaining tasks include cleaning, inspecting, repairing, and applying new epoxy remaining clarifiers, the thickener, and the DAF unit coating and repairs, inspecting, repairing, and replacing the decayed lines leading from Headworks as well as refurbishing. Additionally, as repair and maintenance efforts progress, previously unanticipated deficiencies and infrastructure issues have continued t o emerge, necessitating immediate attention to prevent further system degradation and ensure uninterrupted plant operations.
FISCAL IMPACT:
The amount expended to date is $3,769,164. The exact fiscal impact is not fully known at this time because the work is being performed on a time-and-materials basis due to its urgent nature. It is currently estimated that total expenditures will reach approximately $4,900,000 by the end of the emergency.
Any additional costs for more repairs and materials will be brought back to City Council and addressed appropriately. The costs are funded from Sewer Enterprise fund balance.
ALTERNATIVES:
No recommended alternatives. Until all repairs and maintenance are done, the Wastewater Treatment Plant remains non-compliant.
ACT
IONS FOLLOWING APPROVAL:
Per the Resolution, Staff will provide Council updates and seek ratification of any contracts at those meetings.

REPORT TO THE CITY COUNCIL
To: Mayor and City Council

Subject: Right of Way Acquisition

chments: 1. Resolution No. 2026-29 with the following attachments:
A. Right of Way Agreement - Dhaliwal
B. Grant of Easement - Dhaliwal
C. Grant of Temporary Construction Easement - Dhaliwal
CONFLI

RECOMM
ENDATION:
Staff
recommends that the City Council:
1. Adopt Resolution No. 2026-29, which:
a) Approves the Right-of- Way Agreement for acquisition of property located at 11460 E Jensen Avenue (APN 315-021-18); and
b) Accepts the Grant of Easement for Public S treet, Utilities, and Related Purposes at the same property; and
c) Accepts the Grant of Temporary Construction Easement at the same property; and d) Authorizes the City Manager to sign all documents on behalf of the City.
EXECUTI
VE SUMMARY:
The cons
truction of the subject traffic signal and intersection improvements necessitates the acquisition of new right-of- way (R/W) on the northwest and southwest corners of the intersection.
The R/W consists of a combination of permanent easements for public street and utility purposes and
temporary construction e asements (TCEs) to provide access for construction purposes. The attached resolution will provide for the dedication of additional street right-of-way as well as the temporary use of a portion of one (1) property along the project limits. All work to this point has been executed per the requirements associated with the federal funding.
BACKGROUND:
The subject project involves the acquisition of both permanent right -of-way dedication as well as a temporary construction e asement for portions of three properties near the intersection of Jensen and Indianola Avenues. Because the project is partially funded by federal Congestion Mitigation and Air Quality Improvement Program ( CMAQ) funding in addition to l ocal funds, the City is required to comply with all requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). The Uniform Act provides important protections and assistance for people affected by federally funded projects. This law was enacted by Congress to ensure that people whose real property is acquired, or who move as a result of projects receiving federal funds, will be treated fairly and equitably and will receive assistance in moving from the property they occupy.
The property acquisition value offers were determined by the City’s R/W consultant, Hamner, Jewell and Associates, and these were presented to the City Council in Closed Session on May 1 , 2025 and July 17, 2025, before the formal offers were made. Two (2) property owners have already executed an agreement. An additional property owner has recently signed the agreement included with this staff report, and is listed below:
Property Owner Address APN

(Sq. Ft) Value
Gurdial S. Dhaliwal 11460 E Jensen
Avenue 315-021-18
770
(R/W) $1,500.00 624
(TCE)
Once this agreement is executed and the documents are recorded, the City has acquired all the right-of- way necessary to move forward with certif ying the right -of-way, securing authorization for construction, and advertising for bids for the project.
REASON FOR RECOMMENDATION:
The permanent and temporary construction easements are required and necessary for the construction of public road improvements associated with this project. The process followed and the value offered are in line with the requirements of federally funded projects.
FISCAL IMPACT:
The costs for right-of-way acquisitions as described above are budgeted in the FY 25/26 budget and are reimbursable from CMAQ funds subject to the approved funding agreemnet.
ALTERNATIVES:
None, if CMAQ reimbursement is desired.
ACTIONS FOLLOWING APPROVAL:
The City Manager will sign the Right of Way Agreement , and escrow will be opened. The City will deposit the amount identified in the Contract into the escrow account and the escrow will close when all conditions are satisfied or waived and the Title Company is able to record the grant deeds conveying title or right of use from seller to the City. Once recorded, the City will receive copies of the deeds for the property. Once all R/W has been acquired for the project, Staff will prepare a R/W certification, as per federal requirements, which will allow the City to proceed into the construction phase.

All portions of the plan will address the needs of the whole community, including people with disabilities, access and functional needs. Plans for specific functions shall include appropriate tasks, checklists, references and other resources necessary for City staff to fulfill their duties under the plan to ensure effective execution of the plan by people who may not have emergency management as their primary daily role. The plan shall contain the following components:
• Demographics of the communities within the area covered by the plan. • Geography and the area covered by the plan.
• Hazard and Risk Assessment consistent with the Local Hazard Mitigation Plan. • EOC organization, consistent with SEMS, NIMS and the National Response Framework developed to take best advantage of City resources.

• Recommendations of additional position-specific training or certifications/taskbooks. • Table-top and simulated exercises to demonstrate effective use of the EOP and City staff abilities.
Four different entities submitted a proposal for the City to review. The Fire Chief, Police Chief and Public Works Director reviewed all of the proposals and utilized a grading matrix that was developed from the requirements listed in the RFP. Out of the four proposals submitted, Chloeta was selected as the entity that would best serve the City in this process.
When the FY 2025 -26 budget was prepared, an initial allocation of $50,000 was appropriated in the Fire Department’s Measure “R” budget for consulting services. In reviewing all of the RFPs, it was determined that this was insufficient. Coincidentally, while Chloeta was graded as the best entity that would serve the City, they also were the lowest cost to the City with a contracted amount of $98,879 for their services.
REASON FOR RECOMMENDATION:
Maintaining an updated Emergency Operations Plan is grounded in both state and local legal frameworks that align with federal standards. The City’s EOP must be consistent with the State of California’s Standardized Emergency Management System (SEMS) and the National Incident Management System
\\nas1\shared\Forms & Templates
(NIMS) as required for all local emergency plans to ensure coordinated response and mutual aid across jurisdictions. California law, through the California Emergency Services Act (ESA) and related guidance from the Governor’s Office of Emergency Services (Cal OES), expects cities to develop comprehensive emergency plans that describe the principles and methods for emerge ncy operations and that integrate stakeholders across public safety, community organizations, and government partners; these plans are designed to protect life and property and facilitate response and recovery activities. As part of this legal framework, the City must work with its Disaster Council, emergency responders, and relevant agencies to update critical information and ensure the EOP complies with federal (e.g., Presidential Policy Directive 8, NIMS, National Response Framework) and state planning guidance, and it should be adopted by the City Council so it remains current with evolving statutory requirements and preparedness best practices.
FISCAL IMPACT:
A current allocation of $50,000 has been approved and adopted for this project. An additional $50,000 is requested to bring the total allocation to $100,000 to retain Chloeta Holdings, LLC to complete this project.
ALTERNATIVES:
Do not approve the contract or the budget amendment and staff will research other options.
ACTIONS FOLLOWING APPROVAL:
The City Manager will sign the agreement on behalf of the City and the appropriate budget transfer will be done by the Finance Director.

Council regarding the Chamber’s activities but has failed to do so for a substantial period of time. Staff reached out more than a month ago to formally flag this issue and to help the Chamber come into compliance with the requirements of the contract. Among others, a presentation by the Chamber was set for this meeting. A reminder was also sent to the Chamber on March 6 th. However, as of the date of this report no written materials have been received by the City as requested. The Chamber has also not responded to any of the multiple communications from the City regarding this matter.
BACKGROUND:
The City contracts with the Chamber to assist in marketing business opportunities including organizing community events and supporting local economic development activities. These services have historically included events such as street fairs, the Veterans Day Parade, and the Fourth of July celebration among other community engagement efforts.
As part of this process the City is currently paying the Chamber approximately $80,000 (divided in twelve monthly installments) to provide services under the contract . To ensure compliance with the contract, the agreement requires the Chamber to make regular reports to the Council at a public meeting. Specifically, the contract mandates that:
2.6. Chamber shall provide the City Council with a Quarterly Written Report relating to (i) its activities identified in this Agreement, (ii) financial reporting on revenues and expenditures including specific event profit and losses, and (ii) membership. Chamber will also provide quarterly verbal presentations to the Council and will make presentations from time to time in coordination with the City Administration and Staff as may be requested.
The Chamber has not been providing the Quarterly Written Reports or verbal presentations to the City Council for nearly a year. In an effort to assist the Chamber to come into compliance with the contract as to this and other issues, Staff sent out a letter to the Chamber in early February. (See Attachment 1.) Among others, the letter flagged the City’s concern regarding an ongoing lack of communication with the Chamber and outlined a path forward for the Chamber to meet its contractual obligations. The letter specifically identified the need to prepare a written quarterly report and to present it to the City Council during its meeting on March 19th.
No response was received from the Chamber despite multiple outreach efforts by Staff. Staff sent another letter to the Chamber on March 6 th reminding it of the scheduled presentation and requesting that all presentation materials and reports be submitted to the City Clerk by the end of the day on March 11th. (See Attachment 2.) Among others, this would allow the public to review the quarterly written report and other public documents before the presentation. However, no documents or any other communication regarding this matter were received as of the publication of the Agenda on March 13th. Simply stated, there has been no return communication from Chamber representatives to the City regarding this matter.
This matter has been kept on the agenda to provide an opportunity for the City Council to receive the scheduled quarterly written report and presentation regarding contract compliance items from the Chamber – if any is provided.
Staff are also prepared to provide an update regarding the current status of contract compliance by the Chamber.
