The Special Meeting of the City Council was called to order at 5:48 PM.

Absent: Mayor Pro Tem Martinez, Council Member Hurtado
Arrival: Mayor Pro Tem Martinez arrived at 6:00 p.m.

The Council, by motion of Council Member Melendez, approved the agenda as posted. The motion was seconded by Council Member Montelongo and approved by the following vote:
