SUBJECT: DR Horton Response
Below are the response follow ups requested by Councilmember Montelongo.
Here is the following information I am requesting regarding several ongoing concerns from residents:
1. Greenwood Avenue and North Avenue
When will Greenwood Avenue at North Avenue become a permanent four-way stop? The four ways stop requirement triggers with the Lennar subdivision improvements. Expect this to be approved in next 4-6 months. Once signed off, all offsite work begins and staff can request this be moved to address quickly. Please also note that the remaining improvements at the southwest corner should be completed prior to changing this intersection control.
This was part of the traffic mitigation for all the current and pending projects and assumes all the current subdivisions are built out. 4-way stop control has otherwise not previously been supported by a warrant study.
When will the remaining sidewalks in this area be completed? The work at this intersection has been held up by the ongoing contractual dispute with the City’s sewer lift station contractor, and their refusal to complete the City-issued punch list. I instructed the engineers to start getting bids to complete the punch list items instead of waiting for the contractor to return to the site. Bid walk is being planned now. I would anticipate about 30 days to get the three quotes.
Attorneys will also need to ensure that warranty items will be covered by DGCI.
What is the anticipated completion date for the overall safety improvements at this intersection?
I would suspect the work to be completed over the next three months, then DR Horton can come in and finish sidewalks and landscape. Undetermined on when the 4- way stop will be completed due to plan submittals and contractor timelines.
2. Vehicle Accidents – Greenwood Avenue/North Avenue
How many vehicle accidents have occurred at the intersection of Greenwood Avenue and North Avenue during the past 12 months?
Going back to 9/1/2025:
Accidents involving injuries, all vehicle vs vehicle:
9/13/25
8/29/2026
Noninjury accidents
9/13/2025- solo vehicle
11/30/2025- DUI, parked car hit
1/24/2026- vehicle vs vehicle
5/10/2026-vehicle vs vehicle
8/4/2026-vehicle into field, solo vehicle
Minor injury accidents and zero vehicle vs pedestrian, common denominator is drivers running the stop sign
If possible, please provide the dates and type of accidents, as well as whether any involved injuries.
3. Trunk Line and Odor Concerns
Residents continue to report a source odor associated with the trunk line. I would like an update on:
What is currently being done to address the odor?
Odor agents are being put in lines upstream of lift station.
What is the fastest remedy available to reduce or eliminate the odor for the surrounding residents?
Part of the punch list to the City’s sewer lift station contractor was to install the required air filter on the lift station vent pipe. Public Works was assigned to proceed with this installation today at staff meeting. Awaiting time for delivery on filter.
What is the status of the filter or filtration system that we previously discussed? See above
What is the anticipated timeline for installation or implementation? See above
Has the source of the odor been identified, and are there any additional corrective measures being considered?
Pipes are going to be cleaned again to ensure old sewage is flushed from pipe
4. DR Horton Development – Ongoing Issues
I would also like an update on the following concerns related to the DR Horton development:
A. Street Sweeping
There appears to be a lack of regular street sweeping in the development.
What is the required street-sweeping schedule?
Typical contract is twice monthly. Mid Valley to assume area.
Are residents entitled to any reimbursement or other remedy when the developer has not maintained the streets as required?
Yes. Finance is working up the number to give credit to residents B. Park Maintenance
There have been ongoing concerns regarding the condition and maintenance of the park, including:
Grass not being properly maintained.
The rubber safety surface at the playground needing attention.
Will go on maintenance warranty list to be completed by developer.
Constant graffiti that is not being cleaned up in a timely manner.
Please provide an update on who is responsible for the park maintenance and when these issues will be corrected.
Phase I is being accepted tomorrow evening at council. City will then take over street sweeping and landscape and be responsible for upkeep and graffiti removal.
C. Cracked Sidewalks
What is the status of repairing the cracked and damaged sidewalks throughout the development?
Added to the Phase II punch list and will be completed when work on North and Greenwood sidewalks are being done.
Who is responsible for making these repairs, and what is the anticipated timeline? DR Horton
D. Outside Landscaping and Sidewalk Completion
When will the remaining outside landscaping and sidewalks be completed? Once the punch list items abandoned by DGCI are complete. Anticipating 3 months
Specifically, what is the timeline for the improvements at North Avenue and Greenwood Avenue?
Anticipating 4 months for bid walk, award and completion. Anticipate another 30 days for DR Horton to finish sidewalks and landscape, but will confirm when we meet with them next Wednesday to discuss.
Are there any outstanding requirements preventing the developer from completing this work? DR Horton is waiting on the city to remedy the North and Greenwood intersection
I would appreciate a detailed response and timeline for each of these items so I can provide residents with accurate information regarding their concerns.
Thank you for your assistance and for looking into these matters.
Respectfully,
Nathan Olson
