Summary:
During September 2026, the Sanger Police Department handled 2,191 calls for service, a 6 percent decrease from August, while self-initiated activity increased 16 percent to 1,243.
Reported assaults decreased from eleven to eight, burglaries declined from four to three, and no homicides or robberies were reported. Officers made 57 criminal arrests, including 15 felony and 42 misdemeanor arrests, along with four DUI arrests and 134 traffic citations. Traffic collisions increased, with ten non-injury and eight injury collisions, double the previous month’s totals in both categories. No fatal or DUI-related collisions were reported.
Notable incidents included the arrest of a parolee carrying an unserialized handgun near Cherry and James and the arrest of a probationer following an incident at Walmart involving erratic driving, a struggle with officers, and collisions with two patrol vehicles. Officers recovered methamphetamine and an illegal handgun during the latter incident. Department staff also participated in National Night Out at Sanger Park, engaging with hundreds of community members of all ages. Recruitment continues for a Records Clerk, a part-time Records Clerk, and a part-time Kennel Technician to strengthen department support services.

Officers attempted to conduct a vehicle stop near Cherry and James for vehicle code violations. As the patrol vehicle neared the violating vehicle, the vehicle stopped long enough to allow a passenger to run from the vehicle. The passenger was holding a handgun and was quickly taken into custody. The suspect, who was on parole was arrested for possession of the unserialized firearm and being a convicted felon in possession of the firearm and was booked in the Fresno County Jail.
September 24, 2026
Officers were dispatched to Walmart regarding a public hazard involving a white BMW driving erratically in the parking lot. Officers located the vehicle and contacted the driver, who was on probation. During the contact, a struggle occurred with the driver and he accelerated away, colliding with two patrol vehicles, and through a gate at the city’s pumphouse on Jensen before fleeing on foot. He was quickly taken into custody along the canal bank on Jensen south of the Walmart with about an ounce of methamphetamine on his person. An illegal handgun was located in the vehicle. The suspect was arrested for weapons, narcotics, and resisting arrest related charges and booked into the Fresno County Jail.

RE: FIRE DEPARTMENT REPORT FOR SEPTEMBER
For the month of September there were 355 calls for services for ambulance services within our area and within surrounding areas. Crews were also dispatched to 59 requests for services in August for fire calls, including house fires, trash and warming fires, building fires, vehicle fires and unintentional or false alarm calls. This total equates to 414 calls in September, or just under 14 calls per day.
Chute times are measured from the time the station is notified of an alarm to the time the unit goes enroute.
For the month of September our median chute time was 48 seconds, well below our benchmark of 60 seconds. Our travel time is measured from the time the unit is enroute to the time that we arrive on scene.
For September, our median response time was 4 minutes,25 seconds within the City. This is well under our benchmark of under 6 minutes within the City. Our total call time for the month of August for EMS calls was measured at one hour, 7 minutes per call.
We still continue to recruit for vacancies at Firefighter and Non-Safety. We still have one vacancy at NonSafety, and with the promotion of another Non-Safety to Firefighter we will look to hire an additional NonSafety to fill that vacancy. We have had an ongoing Paramedic recruitment open for the majority of September, however we have only had two applicants. We will interview those applicants in October. We currently have one Non-Safety EMT and one Firefighter in the background process now. We hope to start them by the beginning of November. In addition, we completed the promotional testing process for the position of Captain and we are pleased to announce that Craig Pitts will be the Fire Department’s next Fire Captain. Captain select Pitts brings 24 years of experience to the position and he will move to his new shift in October. Also, with the promotion of Captain Pitts we are pleased to promote Lieutenant select Michael Pallas and Engineer select Jesus Coronado. We will hold a pinning ceremony on October 9, 2026 here at the Fire Department to officially promote them to their new positions and welcome our newest member EMT Michelle Krenzler to the Department.
Administratively we held our Fireworks Citation Hearing on the 31st of August and we appreciate the assistance from the Honorable Mark Johnson with our hearings. We reviewed and inspected the annual St Mary’s special event and attended a very well attended National Night Out at Sanger Park. Also, we met with the newest batch of Rural/Urban Firefighters at Sanger High School and continued to plan for our Annual Fire/PD Open House scheduled for October 10, 2026.
I am always available if you have any other questions.

City of Sanger
Report to the City Council
To: City Council
From: Nathan Olson, City Manager
Subject: General Fund Reserve Appropriation for Installation of the Clock Donated by the Sanger High School Class of 1976 and Related Downtown Improvements
Conflict of Interest:
None
Recommendation:
Recommendation: That Council adopt Resolution 2026-94 approving a Fiscal Year 2026–2027 budget amendment appropriating $50,666 from available, unassigned General Fund reserves for installation of the clock donated by the Sanger High School Class of 1976 and related improvements at N Street and 7th Street; authorize the City Manager or designee to implement the project within the approved appropriation, subject to applicable City purchasing requirements, final design review, and required approvals; and adopt a finding under CEQA Guidelines section 15301 (Existing Facilities).
Executive Summary:
The clock installation includes a concrete footing and pedestal/seat wall base, precast concrete caps, brick veneer, electrical work, two black bollard covers, removal of the existing flagpole and associated repairs, and transportation, assembly, and mounting of the donated clock. The preliminary layout identifies an approximate clock location that must be verified in the field before construction.
The related flagpole improvements include a new 35-foot flagpole with an internal halyard, United States and California flags, a gold ball ornament, and two concrete-filled bollards with black covers. These improvements are included in the recommended funding request because the proposed clock installation removes the existing flagpole.
Before construction, staff will confirm the final pedestal and anchorage design against the clock manufacturer’s requirements; coordinate electrical service and underground utility locations; verify pedestrian access and intersection visibility; and complete applicable project and procurement reviews. Staff will also document the donation and confirm delivery arrangements
with the Sanger High School Class of 1976.
Background:
The Sanger High School Class of 1976 is donating a new clock to the City of Sanger. The proposed installation would place the clock at the northwest corner of N Street and 7th Street, adjacent to Brehler Square. The clock would provide a permanent downtown landmark recognizing the class’s contribution to the community. Although the clock itself is donated, the City must fund the site preparation, pedestal, electrical connection, transportation, assembly, and installation needed to place it into service.
Truxell & Valentino Landscape Development, Inc. prepared a preliminary clock pedestal layout dated September 29, 2026, and a downtown furnishings proposal dated September 30, 2026. The proposal followed a September 23, 2026 site meeting and coordination with Yamabe & Horn.
The proposed scope also removes the existing flagpole at the clock location and installs a new 35-foot flagpole at the southeast corner of the intersection.
Staff have performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in California Environmental Quality Act (CEQA) Guidelines section 15301 (Existing Facilities) because the project consists of the minor alteration of an existing park to relocate an existing flag pole and install a clock, which involves negligible expansion of the existing use as a public park. Further, none of the exceptions to the Categorical Exemptions set forth in CEQA Guidelines apply to this project.
Reason for Recommendation:
Approve a Fiscal Year 2026–2027 budget amendment appropriating $50,666 from available, unassigned General Fund reserves for installation of the clock donated by the Sanger High School Class of 1976 and related improvements at N Street and 7th Street; and authorize the City Manager or designee to implement the project within the approved appropriation, subject to applicable City purchasing requirements, final design review, and required approvals.
Fiscal Impact:
The September 30, 2026 proposal provides the following costs:
Description Amount
Concrete footing and seat wall base $6,800
Two black bollard covers at clock corner $3,190
Precast concrete caps $2,870
Brick veneer $2,640
Clock electrical work $3,800
Excavation, demolition, existing flagpole removal, disposal, and repairs
$3,500
Transport, assemble, and mount donated clock $5,000
CLOCK INSTALLATION SUBTOTAL $27,800
New 35-foot flagpole, flags, and ornament $12,670
Two concrete-filled bollards with black covers $5,590
FLAGPOLE IMPROVEMENTS SUBTOTAL $18,260
TOTAL QUOTED CONSTRUCTION COST $46,060
Recommended contingency (10%) $4,606
TOTAL RECOMMENDED APPROPRIATION $50,666
The recommended appropriation is a one-time use of available, unassigned General Fund reserves. The clock purchase price is not included because the clock is donated. The proposal includes prevailing wages and is valid for 60 days. Lighting for the new flagpole is expressly excluded; the contractor indicates pricing can be provided after identification of a power source.
Any flagpole lighting or other unquoted work must fit within the authorized project budget or be brought back to Council for additional funding.
The $50,666 request assumes no existing appropriation is available for this scope. Before the agenda is finalized, Finance must confirm any previously appropriated project funds, reduce the additional reserve request by the amount available, identify the appropriate expenditure account, and provide the resulting General Fund reserve balance. The provided materials do not establish the current reserve balance or whether separate design/engineering costs are payable. Ongoing electricity, clock maintenance, flag replacement, and related upkeep will need to be addressed in future operating budgets.
Alternatives:
1. Approve the recommended $50,666 appropriation for the complete quoted scope and contingency.
2. Approve a clock-only appropriation of $30,580 ($27,800 plus a 10% contingency) and direct staff to return with a separate plan for the flagpole. This option includes removal of the existing flagpole but does not fund its replacement.
3. Direct staff to revise the scope or funding request before proceeding.
Actions Following Approval:
Authorize the City Manager or designee to implement the project within the approved appropriation, subject to applicable City purchasing requirements, final design review, and required approvals.

RESOLUTION NO. 2026-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANGER APPROVING A FISCAL YEAR 2026–2027 BUDGET AMENDMENT APPROPRIATING $50,666
FROM GENERAL FUND RESERVES FOR INSTALLATION OF THE CLOCK DONATED BY THE SANGER HIGH SCHOOL CLASS OF 1976 AND RELATED
DOWNTOWN IMPROVEMENTS
WHEREAS, the City of Sanger Annual Budget requires amendments to reflect the City’s financial plan and implement the City Council’s policies, goals, and objectives; and WHEREAS, the Sanger High School Class of 1976 is donating a clock for installation at the northwest corner of N Street and 7th Street, adjacent to Brehler Square, as a permanent downtown landmark recognizing the class’s contribution to the community; and WHEREAS, the City must fund site preparation, a concrete footing and pedestal/seat wall base, precast concrete caps, brick veneer, electrical work, bollard covers, existing flagpole removal and associated repairs, and transportation, assembly, and mounting of the donated clock; and
WHEREAS, related improvements include installation of a new 35-foot flagpole, United States and California flags, a gold ball ornament, and two concrete-filled bollards with black covers at the southeast corner of the intersection; and WHEREAS, the September 30, 2026 proposal from Truxell & Valentino Landscape Development, Inc. identifies $27,800 for clock installation and $18,260 for flagpole improvements, totaling $46,060, and a ten percent contingency of $4,606 results in a total requested appropriation of $50,666; and
WHEREAS, the City Council finds that amending the Fiscal Year 2026–2027 budget to fund these improvements is in the best interest of the City;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANGER DOES HEREBY RESOLVE AS FOLLOWS:
1. The City Council hereby approves a Fiscal Year 2026–2027 budget amendment appropriating Fifty Thousand Six Hundred Sixty-Six Dollars ($50,666) from available, unassigned General Fund reserves for installation of the donated clock and related improvements at N Street and 7th Street, including a $4,606 contingency.
2. Finance shall verify available, unassigned General Fund reserves and any existing appropriation for this scope, apply available project funds first, and reduce the additional reserve appropriation accordingly to avoid duplicate funding. Finance shall identify the appropriate expenditure account, document the resulting reserve balance, and make all necessary budget adjustments.
3. The City Manager or designee is authorized to implement the project and execute necessary project documents within the approved appropriation, subject to applicable City purchasing requirements, final design review, and required approvals. Before construction, staff shall confirm pedestal and anchorage requirements, electrical service
and utility locations, pedestrian access, intersection visibility, and applicable project reviews, and document the donation and delivery arrangements.
4. The authorized project budget shall not exceed $50,666. Flagpole lighting is excluded from the quoted scope. Any lighting, design or engineering costs, or other unquoted work must be accommodated within the approved budget; any additional funding requires further City Council approval.
5. The City has performed a preliminary environmental assessment of this project, and the City Council determines that it falls within the Categorical Exemption set forth in CEQA Guidelines section 15301 (Existing Facilities) because the project consists of the minor alteration of an existing park to relocate an existing flagpole and install a clock, which involves negligible expansion of the existing use as a public park. Further, none of the exceptions to the Categorical Exemptions set forth in CEQA Guidelines apply to this project.
6. This resolution shall take effect immediately upon its adoption. * * * * * * * * * * * * * * * *

The Verdin Company Street Clock Self Installation Guide Street Clock Assembly
Packaging:
1) All clocks will arrive in 2 crates, with the exception of the 4Z & 4N which will arrive in 1 crate. Please note that the clock head assembly is complete with lights, timepiece, hands, bezels, lens, and the dials shipped in one crate. The post and doors are shipped in one crate.
2) A steel angle iron frame is bolted to the bottom of the 4 face clocks. The 2 face clocks are fixed to a wooden shipping stand.
Both of these are for shipping purposes only. They may be recycled upon installation.
Uncrating:
1)There are set screws at the bottom of the clock head that secure the head to the shipping stand. With the provided 3/16th Allen wrench, loosen these screws before the clock head is picked off the skid. Do not remove set screws.
2) Use the spanner driver to remove both doors on the clock post.
The Verdin Company | Cincinnati, OH | 800-543-0488 | www.verdin.com | Page 3 of 10
The Verdin Company Street Clock Self Installation Guide Assembly:
1) Using straps hoist the clock post from the crate.
2) The post should be mounted on the foundation and
leveled perfectly prior to the installation of the head on the post. On each of the anchor bolts, a hex nut
and flat washer should be placed. These will be used
for leveling the clock. Run the nuts down then level
the nuts and washers prior to placing the post.
3) Set the post over the studs. Special care should be
taken in setting the post. Be particular in choosing the direction that the removable access door cover will
face. Flat washers and nuts need to be placed on each
of the anchor bolts inside the post after the post has
been set on the leveling nuts and washers.
The Verdin Company | Cincinnati, OH | 800-543-0488 | www.verdin.com | Page 4 of 10
The Verdin Company Street Clock Self Installation Guide 4) Tighten the post to the foundation. (We
recommend the use of grout material for sealing any
gap between foundation and the bottom of the post
around base.)
5) Raise the clock head using the eye bolt on the top.
With the clock head suspended over the top of the
post, lower the electrical cord down through the hole
in the top of the post. After the cord is through the
post, lower the head onto the post. Position the clock
head to desired angle. Tighten the head using the set
screws at the bottom of the head with the wrench
provided. Caulk under the clock where it meets the
round part at the top of the post.
6) If head is slightly misaligned it can be shimmed
with enclosed fiberboard shims to correct. Shims are
placed in between the clock post and the ID of the
clock head in order to achieve a sturdy, level clock
head.
Note: Any lifting straps that are used should be rated at 500 lb. minimum.

The Verdin Company Street Clock Self Installation Guide 7) After the head is tightened, remove the eye bolt from the top. Add 100% silicone caulking to the threads of the final piece (ball/bolt/finial) and then install the final piece in the place of the eye bolt. The silicone caulking insures protection from the weather.
8) The gap under the post could be grouted with a non-shrink grout. 9) We recommend the use of grout material for sealing any gap between foundation and the bottom of the post around base.

The Verdin Company Street Clock Self Installation Guide Street Clock Paint Touch-Up
We have enclosed touch up paint with catalyst. If touch up is required, the catalyst must be added to the paint, stirred, and then it is ready to use. We suggest that a small portable compressed air sprayer be used to apply the paint. However, the paint can be brushed on if desired.
Do note that once the paint is catalyzed it has a pot life of approximately 3 hours. Should you not wish to use all of the touch up paint, that has been supplied at this time, you can mix the paint in a separate container. The mix must be three parts paint to one part catalyst.

The Verdin Company Street Clock Self Installation Guide Impulse Timepiece Maintenance
It is extremely vital to maintain and lubricate your timepieces at least once a year. Doing so guarantees a long life span. Please keep in mind that the clocks operate 24 hours a day, 365 days a year and in temperatures that range from -30° to 180° F. Therefore, something that operates on such a continuous basis must be properly cared for on a regular basis. The equipment must be properly maintained for the warranty to be in effect.
Before lubricating timepiece please remove or clean any debris, bugs, or grime out of the inside of the clock head.
To Lubricate Timepiece
1) Turn power off at the Master Clock Controller and at the Interface Panel if equipped. 2) Remove the covers from the back or the top of the timepiece. (4 faced clock only) 3) Inspect gears for looseness, burrs, binding and excessive tooth wear. 4) Clean as much grease as possible from the gears. If using a liquid cleaning agent, be careful to not allow the agent to contact any electrical components. Failure to do so can result in electrical shock.
5) Apply new lube. (WD-40, 3 in 1) Do not over do it! Excess lube can and will attract airborne dirt and debris.
6) Clean and lubricate the shafts in gear train that rotate in the aluminum or phenolic plates.
7) If applicable, clean and lubricate the dial gears.
8) Inspect drive rods where applicable for looseness or wear. 9) Reinstall covers.
10) Restore power and reset.

Agenda Item No.: H.1.
City of Sanger
Report to the City Council
To: City Council
From: Joshua Goggins, Community Development Director
Subject: Introduction and First Reading of an Ordinance to Update the Sanger Municipal Code to Implement the 2025 California Building Standards Code.
Conflict of Interest:
None known.
Recommendation:
Recommendation: Introduce, by title only, an ordinance of the City Council of the City of Sanger amending Chapter 14 of the Sanger Municipal Code to replace the 2022 California Building Standards Code and implement the 2025 California Building Standards Code as found in Title 24 of the California Code of Regulations, and find that the ordinance is exempt from CEQA pursuant to CEQA Guidelines Section 15061(b)(3). (Ordinance 2026-07) Executive Summary:
Every three years, the State of California updates its building standards to incorporate new safety technologies, construction materials, and energy efficiency standards known collectively as Title 24 of the California Code of Regulations. State law requires local jurisdictions to adopt these building standards mirroring the state code. The proposed ordinance updates Chapter 14 of the Sanger Municipal Code by replacing the 2022 editions with the 2025 triennial editions of the administrative, building, residential, electrical, mechanical, plumbing, energy, wildland-urban interface, historical, existing building, green building, and referenced standards codes.
Furthermore, the ordinance preserves established local administrative safeguards, permit issuance guidelines, and investigation fees under the Sanger Building Code administrative provisions.
Background:
The State Building Standards Commission has promulgated the 2025 California Building Standards Code, which takes effect statewide pursuant to Health and Safety Code Section 17958.
To maintain local enforcement authority and ensure construction practices match local safety needs, the City of Sanger must formally update its code adoption references by ordinance. The proposed code update incorporates the 2024 International Code Council and IAPMO model codes (alongside the 2023 National Electrical Code and 2025 International Wildland-Urban
Interface Code) as the foundation for the 2025 California codes.
Rather than repealing and rewriting the entire municipal code chapter, this amending ordinance targets specific sections across Article I.V through Article XII of Chapter 14 to update code references to the 2025 editions. Specifically, Article I.V (Section 14-31) adopts Part 1, known as the California Administrative Code. Article II (Section 14-51) adopts Part 2 incorporating the 2024 International Building Code, while explicitly deleting Chapter 7A regarding exterior wildlife exposure. Article II.V (Section 14-81) adopts Part 2.5 incorporating the 2024 International Residential Code, and Article III (Section 14-101) adopts Part 3 incorporating the 2023 National Electrical Code. Furthermore, Article IV (Section 14-145) adopts Part 4 incorporating the 2024 Uniform Mechanical Code, Article V (Section 14-178) adopts Part 5 incorporating the 2024 Uniform Plumbing Code, and Article VI (Section 14-201) adopts Part 6 regulating energy efficiency standards. Article VII (Section 14-241) adopts Part 7 incorporating the 2025 International Wildland-Urban Interface Code, Article VIII (Section 14-271) adopts Part 8 for historical building preservation, Article X (Section 14-331) adopts Part 10 for existing structures, Article XI (Section 14-371) adopts Part 11 for green building standards, and Article XII (Section 14-401) adopts Part 12 for referenced standards.
Reason for Recommendation:
The State of California mandates that all local jurisdictions update their municipal building regulations every three years to mirror the triennial release of the California Building Standards Code (Title 24 of the California Code of Regulations), pursuant to Health and Safety Code Section 17958. Adopting these updated standards ensures that construction, electrical, plumbing, mechanical, and energy systems within the City of Sanger comply with current statewide lifesafety guidelines and technological advancements. Furthermore, updating Chapter 14 via an amending ordinance ensures the City maintains local enforcement authority, provides clear guidelines for property owners and licensed contractors, and keeps the municipal code aligned with current statutory frameworks efficiently.
Fiscal Impact:
The adoption of the 2025 California Building Standards Code does not create a direct General Fund impact. Permitting, plan check, and inspection fees associated with enforcing these codes are structured to recover operational costs and will continue to be administered in accordance with the City’s Master Fee Schedule.
Alternatives:
The City Council may choose not to adopt the proposed 2025 California Building Standards Code update. However, the State default requirements would still be applicable, and failing to synch up the City Code to State standards could lead to confusion. Alternatively, the Council could direct staff to modify specific local administrative provisions or technical amendments within Chapter 14 prior to introducing the ordinance, provided any local modifications are properly justified based on local climatic, geological, or topographical conditions pursuant to state health and safety statutes.
Actions Following Approval:
Upon the introduction and first reading of Ordinance No. 2026-07 by the City Council, staff will bring the ordinance back for a second reading and final adoption at a subsequent regularly scheduled City Council meeting.
