Comments or questions
Dear Mayor Amezcua,
I ask that you please vote yes on the land use petition at the January 16th council meeting. My family and I have been with Vista for seven years now. As a devoted parent involved in many decisions that impact the school, i can assure you that this plan would benefit all the students who attend this school (including my last and youngest children). Full disclosure: I work for Vista Condor Global Ademy as the community coordinator, but I am also a parent of three children here. The oldest is getting ready to transfer to Mater Dei. If you say yes, this will provide the students with an outdoor environment, a community garden, and, most importantly for me, a security fence around the backfield. I appreciate your support to all Santa Ana residents and your dedication to making our city the best in Orange County. I look forward to seeing you this January 16th and hope you Vote yes.

Best Regards,
1 Flores, Dora

Students from Vista Condor Global Academy wrote these letters. They hope you may hear their plea and help them achieve a big goal for their school. Dear Santa Ana City Council Member,
Please approve our plans for building a new playground/field.

These are the reasons why we need a new playground.
• Reason 1: Kids get hurt when they fall on the concrete and with grass they won't get hurt.
• Reason 2: There will be more space to run around and get fresh air. • Reason 3: We had been playing in the same playground for 2 years now so we want a new playground.

These are my reasons why we want a new playground.

Dear Santa Ana City Council member,
I am in 4th grade, and I go to Vista Condor Global Academy. Please let us build a playground that will have swings and a slide with a basketball court. We can have more space to run, and we can put in grass, so if kids fall, it will hurt less.

Dear Santa Ana Council Member,
Imagine a field with children running around
breathing fresh air. Children smiling, tagging each other, playing soccer! Joyfully laughing with their friends.

Students would be overjoyed to play with their friends! My name is Melanie Villa. I am a 4th grader from
Vista Condor Global Academy. My dream is for our school to be safe!
Please approve our plans for a new field/playground!
A new playground would be better for our school. We can play soccer, basketball, and handball.

A new field with grass would be safer. For example
kids get hurt on the black top!
Next, a new field would allow us to play sports and
get more exercise while we play.

Lastly, our students can get more fresh air outside.

Thank you for reading my letter!
Sincerely,
Melanie

Dear Santa Ana City Council Member,
Please approve our plans for a new
field/playground. First, imagine a school that is
filled with happy children running with joy
during recess and getting fresh air and doing
exercise. A new field with grass would be nice
& safer for example, we would not get scraped
and we wouldn't start bleeding. Next, a new
playground would let us play more sports, for
example, football, soccer, and maybe even
kickball. Lastly, our students can get more
exercise and fresh air with a new playground.

Thank you for your time and have a blessed
day.

Dear Santa Ana Council Member,
We need a new playground.

We really want some swing and a bigger set of the
playground.

We also want some grass for the ground because lots of
kids get hurt (either real grass or fake grass so nobody will get hurt.) We would also like to build some
bathrooms outside, so we won't have to go back inside,
all the way upstairs because then it uses up our recess time.

So please can you approve our new playground/outdoor
space?
Thank you!

Subject: Item26. Amendment Application No. 2023-04 and Zoning Ordinance Amendment No. 2023-03 Vista Heritage Charter School
Mayor and Members of the City Council:

We are writing to express our support for the Vista/Condor/Heritage (Vista) project to expand their back parking lot and transform it into a fenced outdoor field, black top area and community garden for the students and community.

Pearl and I have been actively involved in the Santa Ana and particularly the Artesia Pilar neighborhood for over 40 years. This will be a great asset to this neighborhood. Vista has been a community partner with the RAYA Foundation for the last three years. They have graciously allowed us to use their gymnasium facility for RAYA Foundation programs including sports clinics, leagues, family events and parent education gatherings. Our Foundation has participated with Vista in community fairs and this project would allow those opportunities to expand.

This project not only will enhance their school but will be a community asset.

To the Members of the Santa Ana City Council:

Subject: Opposition to the Construction of Fences in Common Areas and Misuse of Assigned Maintenance Area by Vista Charter School
Dear Council Members,
I am writing to you as a concerned member/business owner of the Civic Center Business Park, regarding the recent proposals by Vista Charter School. I wish to express my strong opposition to the plans for erecting fences in our common areas and converting an area assigned for parking since the conception of the association into a playground.

The Civic Center Business Park was designed with specific purposes and allocations in mind, including areas for parking and maintenance that serve all occupants and visitors. The proposed changes by Vista Charter School, which involve repurposing a parking area for a fenced playground, are not only inappropriate but also detrimental to the collective interests of the business community here. I would like to point out Page 4 of the Agreements of Reciprocal Easements filed on July, 2 1986 (Document# 86-284222) that notes that no fences or barriers shall be erected that impedes our pedestrian's access.

NO DERICATION. The Basemonts oatablished in thia Agreement aze not intended, nor will they create any prescriptive rights in the public.

While we acknowledge and respect the presence of the school in our industrial area, it is imperative to maintain the balance and respect the original planning intentions. The school is welcome to construct there playground with fences where they plan to build a garden in Parcel 4, since that is land that belongs to them, but it is not OK for them to decide over an area that they do not own and where there is a common legal agreement in place. This move not only infringes upon the rights of other property owners but also disregards the original intent of the space allocation.

Moreover, the proposed construction of fences around common areas is a direct violation of the shared and open nature of our business park. Such actions create unnecessary divisions and disrupt the cohesive environment that we have all invested in and grown accustomed to.

I also want to continue to draw attention to the existing egress and ingress agreement established by our association. Any modification in the use of shared spaces or alterations to the physical layout of the business park must respect this agreement.

My hope is that the city council will advise Vista Heritage Charter School to construct their playground in Parcel 4 and to refrain from building fences in Parcel 3 and 4 which are part of the Civic Center Business Park and there is a common interest in this area which requires 75% of the First Mortgages of Units in the Project to agree to these alterations, as noted on Page 9 of our CC&R's on April 19, 1985 (Document#85-140398).
85-140398

2.2.4 Undivided Interests. The ownership of
each Condominium shall include a Unit ana an undivided interest in the Common Area. The common interest appurtenant to each Unit is deciared to be permanent in character and cannot be altered without the consent of all of the Owners of Units, and the consent of 75% of the first Mortgagees of Units in the Project, as expressed in an amended declaration. Such common interest cannot be separate from the Ünit Lo which it is appurtenant. Each Unit Owner may usa the Common Area in which he owns an undivided interest an accordance with the purposes for which it is intended without hindering the exercise of or encroaching upon the rights of any other Unit Ownera.

Thank you for your attention to this matter. I trust that you will consider the concerns of all parties involved and make a decision that upholds the communal interests of the Civic Center Business Park.

Sincerely,
Angie Cano / Levi Cano
