IwanttodrawyourattentiontothepositivestepstakenbytheCityofIrvineon2/27/2024, wherearesolutionwas passedtoceasediscussionsontheMiddleEastconflictduringcityhallmeetings. Thisdecision, supportedbythree councilmembers, markedthebeginningofahealingprocessforourcommunity.
Consideringthepotentialimpactoncommunityharmony, diversity, andinclusion, Iurgeyoutoconsiderpresentinga similarmotionduringourcitycouncilmeetings. Bytakingthisproactivestep, wecanpreventthedivisionthathas affectedothercommunitiesandprotecttheunityandinclusivitythatmakeourcitysospecial.

Dear Members of the Santa Ana City Council,
On behalf of the Anti- Defamation League ( ADL) Orange County/ Long Beach Region, we write to you with concern over the proposed resolution by the City of Sana Ana Councilmember Vasquez.
Following Hamas’ horrific terrorist attack on Israel on October 7 and the ensuing war in Gaza with a large humanitarian toll, it is understandable that calls are intensifying for an immediate ceasefire. We all hope for a cessation of hostilities, the return of all the hostages, a respite for the affected civilians in Gaza, and a future of peace and security for Israelis and Palestinians.
While the ceasefire resolution is seemingly a well- intentioned effort for the city of Santa Ana to make a statement about the Israel- Hamas conflict, the ongoing war is nuanced and such statements require careful consideration in its potential impact on affected communities. We are concerned with the precedent that such a resolution could set in commenting on future conflicts – further dividing the City of Santa Ana.
Additionally, this resolution is a second attempt to address this issue after the first resolution didn’ t pass while fomenting hostilities in the city.
Our elected council represents broad and diverse constituencies. City councils are not tasked with creating positions on behalf of the United States as it relates to foreign policy. And such city council resolutions and statements are simply declaratory in nature – further pulling the community apart. We would suggest that it would be more constructive, and aligned with the role of these elected bodies, to introduce measures to bring communities together, rather than sow divisions. Words matter and in the fight against hate, action is just as important.
Furthermore, as we have seen across the country, the introduction of these resolutions has been used in many cases as an opportunity for individuals to use the public comment portion of debate to demonize Israel, Zionists and Jews and engage in other forms of antisemitic speech.
While it is welcome and appropriate for the City of Santa Ana to condemn “ the recent rise of Islamophobia, Antisemitism, racist, homophobic, and xenophobic attacks in our ADL Orange County/ Long Beach

city and across the nation”, the initial and failed resolution that City Council members brought had a sustained antisemitic impact on the Jewish community.
We appreciate that the Mayor has personally reached out to the Jewish community apologizing for the negative impact. Additionally, we hope that the City Council members will also make a similar effort to act in good faith in their sincerity of fighting antisemitism. ADL is the leading anti- hate organization in the country fighting antisemitism and requests a meeting with the Santa Ana City Council members.
We hope that the City Council will use this moment as an opportunity to bring our city together rather than move us farther apart.

Dear Honorable Members of the SantaAna City Council,
On behalf of the Jewish community, we are writing to expressour profound concerns regarding the resolution on the Israel-Hamas conflict scheduled for consideration during your meeting on Tuesday, March 5. This resolution, as currently proposed, is deeply flawed and dangerous, and will exacerbatedivisions within our community at a time when unity is desperately needed.
Requesting Removal of Proposed Israel- Hamas Resolution First, the conflict in Gaza is not a municipal issue. It falls beyond the subject matter jurisdiction of the Santa Ana city council. The conflict falls within the realms of the federal government, international organizations, and diplomatic efforts, and addressing them here is not within the purview of the council' s municipal duties.
Engaging in this matter distracts from the council' s primary responsibilities and risks diverting attention and resourcesfrom local issuesthat directly impact the citizens of SantaAna.
Second, such rhetoric has no place in the discourse of a city council that representsthe diverse and vibrant community of SantaAna. It is essential to recognize the complexity of the Israel-Hamas conflict without resorting to oversimplifications that only serve to inflame tensions and spreadhate. For example, equating of Palestinian prisoners with Israeli hostagesin the language of the resolution is egregious. This false equivalency is not only factually incorrect – as evidenced by Hamas’ unwillingness to even identify remaining hostages – but also servesto propagate vile antisemitic tropes.
Requesting that City Council meetings are not used to promote hate speech It is deeply troubling to us that becausesome councilmembers have decided to use City Council meetings as a platform for engaging their own beliefs on international politics, the council chambers have become a venue for antisemitic hate speech, particularly since October 7. Such rhetoric from councilmembers, whether inadvertent or purposeful, is aligned with the agendaof Hamas, who could bring about an immediate peace by returning the hostagesand bodies of dead Israelis, and surrendering. The fact that some council members appear to support or even encouragethis divisive and harmful behavior is unacceptable.
This hostility, often brought into our city by individuals from as far away as the Bay Area, threatensthe very fabric of our local community. Jewish spaces, including our schools and synagogues, require armed security.
Public schools have seenincreasesin bullying and antisemitic behavior against Jewish students, and teachers have begun to engagein curricular choices that have the potential to systemically drive Jew -hatred and bigotry into SantaAna’s schools.
While we appreciate that many local leaders, including Mayor Amezcua and CongressmanCorrea, have been working diligently to addressrising hate in SantaAna, other members of this body continue to engagein symbolic gesturesthat play into a dangerousnarrative that doesnothing to advance peaceor understanding.
Their actions only risk further alienating and endangering members of our community.
The local Jewish community seeksnothing more than peacefor all peoples, both locally and globally. Our Federation, through initiatives like the Rose Project, has long beencommitted to fostering understanding and cooperation among diverse groups. We are eagerto support the SantaAna City Council in its efforts to strengthen our community during these challenging times. However, the adoption of this resolution would represent a significant step in the wrong direction, undermining the values of inclusivity and respectthat we hold dear.
We urge to reject divisiveness head-on. We ask that you work collaboratively with the Jewish Federation of Orange County to heal the divisions that have emerged. Let us focus on fostering a community environment where all individuals, regardlessof their background or beliefs, can feel safe and valued.

I write on behalf of Chispa to express our support for the Resolution of the City Council of Santa Ana to call for an Immediate Ceasefirein Gaza. The City of SantaAna (City) must commit to voicing their humanitarian support for civilians in Gaza, and for the safety of all Palestinian people against anti-Palestinian rhetoric and hate. The death toll in Gaza hastragically exceeded25,000 innocent Palestinian lives, with more than half of them being children.
As an organization that seeksto engagewith excluded peoplesto uproot systemsof oppression and cultivate community accountability, solidarity, and self-determination for our communities to thrive, we believe in the liberation of all people and acknowledge the decadesof suffering and displacement experienced by Palestinians and their struggle to reclaim their fundamental human rights.
Chispa standsin solidarity with Palestinians'right to self-determination, peaceand freedom from settler colonialism, military occupation, land theft, and ethnic cleansing. Sudan: Over 7.3 million people forcibly displaced and over 10,000 deaths due to war.
Theseare human beings.
Somalia: Over 5.1 million people forcibly displaced and over half a million deaths due to civil war.
Theseare human beings.
Ethiopia: Over 3.4 million people forcibly displaced and over 600,000 deaths due to civil conflict.
Theseare human beings.
Democratic Republic of the Congo: Over 7.1 million people forcibly displaced and over 9 thousand deaths due to conflicts. Theseare human beings.
Syrian: Over half a million deaths due to civil war. Theseare human beings.
Where is the support for ALLthese human beings?
Discussingthe Israel-Gazaissueis one thing, making it a resolution that represents all of SantaAna is entirely another issue. When talking about the tragedies related tht Israel-Gazaconflict, one council member said these are all human beings when referring to the loss of life and injuries to woman and children. The proposed resolution would be more appropriate if it objected to ALLconflicts.
There are so many conflicts around the world where people of all agesare being displaced and losing their lives… several with which the United Statesis involved in one way or another. Is it the SantaAna City Council’s job or moral obligation to weigh in on international conflict where the United Statesis involved? I sayno.
If the City Council doesn’t take a stand on all of these conflicts, how is it to decide which ones are most important? Doesit have the time/ resources/knowledge to thoroughly educate itself on all the related issuesin order to take a specific stand? The residents of this city are certainly not all of one opinion. ale Helvig

2024-03-05 Letter to City Council- Item 18-Ceasefire Resolution I am not sayingthat these crisesare not important becausethey are. I do believe it is not the place of the SantaAna City Council to take a position on an international conflict where the United Statesis involved. I suggestthat, when it comes to crises, the job of this City Council is to focus on what directly impacts the City of SantaAna.
