DearMayorAmezcua, City Council & SantaAnaStaff,
I am in supportof approvingthe FeasibilityStudy for the WashingtonSquareNeighborhoodPark. The Parksand Recdepartmentsupportsit, the Parks & RecCommissionsupportsit, 653 of our residents signeda petition to support it. Thetime to move forward is now. Theparcelin questionis the only vacantland in WashingtonSquareand the ownerwants to sell it either for a park or to a developer.
An appraisalof the vacantland hasalreadybeencompleted, and is nowherenear the original askingprice of the seller. If price wasever lookedat as a barrier to proceed, know that there is plenty of room for negotiation. Additionally, the selleris opento breakingup the individualparcels, to makefor a more favorabletransaction. Thisto say, pleaseproceedwith a FeasibilityStudy. re: staff recommendations:
1. 10th & FlowerPark: The10th & Flowerpark under developmentis adjacentto the extremelower end of WashingtonSquare, will primarily servethe WillardNeighborhoodand is acrossa busy thoroughfare, FlowerSt and is not easily walkable.
2. Thelocationwasn't identified in the ParkMasterPlan: TheMasterPlanwaspublishedin May2022 and compiledlong beforethat by the Parksand Recformer ExecutiveDirector. Thatis prior to the parcelin questionwasidentified as a possiblepark site. WashingtonSquareis in GapArea15 of the MasterPlan, calledout as park deficientand is alsoin an environmentaljustice area. The MasterPlancallsfor increasingthe amountof park acreageto 1.5 acres/1000 residentsby 2032 and addingthis 1/3 acresite to the mix is a step in the right direction. MasterPlanActionPlan #8 states "EvaluateParkAcquisitionOpportunities - Convenea work groupthat bringstogetherCity interagencystaff, communityleaders, and private enterpriseto identify and evaluateacquisition opportunities, creatinga status report and metrics to measureprogress." That's whatthe WashingtonSquareParkAd-HocCommitteehas beendoing!
3. Zonedfor R1: An easyfix by a vote of City Council
4. Increasedoperations & maintenancecosts: Thisproposedpocketpark will be relatively low maintenance. We're recommendinga passivepark with lots of greenspacefor play and social interaction. It' s proximity to the 10th and Flowerproject meansthat the maintenanceand security crewscan serviceit as a part of their routine. Thereprobablywouldn't be restroomsor structures that require continuedcleaningor repair.
TheMeasure-X Committeehas indicatedsupport of the study and may providepartial funding.
Thisis a one-time opportunity to acquireundevelopedland for a pocketpark to servea park-deficient neighborhood. Pleasemoveforwardwith the FeasibilityStudy in the mid-year budget.
Thankyou for your consideration
