SantaClaraAvenue, directlyoppositemyhome.

Theproposedsiteislocatedonasmall, three-lanestreet, withthecenterlaneservingasasharedturninglane for bothdirections. Thisconfigurationalreadypresentschallengesfor residents, andtheintroductionof ahigh- trafficbusinesssuchasMcDonald'swill undoubtedlyexacerbatetheseconditions. Theinevitableincreasein vehiculartraffic, coupledwithfrequentstopsandturnsassociatedwithfast-fooddrive-throughservices, posesa significantriskto thesafetyandflowof trafficonourstreet.

Moreover, theproximityof thisproposedMcDonald'sto apreschoolisdeeplytroubling. Theintroductionof a fast-foodrestaurantsocloseto afacilitycaringfor ourcommunity'syoungestmembersraisesconcernsnotonly aboutincreasedtraffichazardsbutalsoaboutthepotentialinfluenceontheirdietaryhabitsandhealth.

Giventheseconsiderations, I respectfullyurgetheSantaAnaCityCouncilto rejecttheproposalfor the McDonald'sdevelopmentat \[ExactLocationorAddress\]. I believeit isimperativeto prioritizethesafetyand well-beingof ourresidents, especiallyourchildren, overtheshort-termeconomicgainsof newdevelopments. I amconfidentthattherearealternativelocationswithinourcitythatcouldaccommodatesuchabusinesswithout compromisingpublicsafetyor thequalityof lifein residentialneighborhoods.

SantaClaraAve. ThesecondconcernisourCommunity'sSafetywith theincreaseof theHomelessloiteringattheMcDonald's, astherearemanythatusethegrasslawnof theDel Tacolot, andthe "greenway" encampmentsnextto theMontessoriSchool.

Thevastmajorityof Homeownersin ourcommunityarenot in favorof theMcDonald'sbeingbuiltatthis location.

Severalyearsago, ourcommunityworkedwiththeCityof SantaAnato construct2 streetsideparkingspacesat thefrontof ourcomplex, aftermultipleTrafficstudieswerecompleted, theCitydeemedthetrafficcongestion creationof the2 parkingspaceswouldbetoosignificantanddidnotallowfor thebuildof additionalparking.

I requestthattheCityCouncilreviewthepaststudiesdonefor theWoodlynNorthcommunityto assistin expeditingthedenialof constructionfor thenewMcDonald's.

It isalreadychallengingattimestonavigatethroughtheareawiththecars dodgingaroundoneanotherastheycomeandgofromtheshoppingcenterand/orattempttogetintotheleftturnlanefor TustinAvenue. Trafficalreadybacksupattimesin thecenterlane.

Furthermore, thereisalreadyalargenumberof carsthatuseSantaClaraasanalternative “quick” waytotravelbetween TustinandGrandAvenue. TheonesignalthathasbeeninstalledatWrightStreethelpssome, butnotenough. Toinvite yetmoretrafficontothisstreetthathasthemajoringressandegresspointsintotheSantaAnaandFairhavenCemeteries seemsludicrous. It’salreadyverydangerousfor peoplecomingoutof thecemeteryandtryingtoturnontoSanta Clara. Wehaveseenanumberof trafficaccidentsonSantaClaranearRidgewoodbecausesomeonewasgoingtoofastor justdidn’t seeacarcomingout. Thishasbeenbroughttothecity’sattentiononseveraloccasions, butto-datethereisno action.

Andfinally, theamountof trashthatwill begeneratedbyyetanotherfastfoodrestaurantshouldbementioned. Thoseof uswholivealongSantaClaraarealreadysubjecttofolkssimplydumpingtheirusedcups, wrappers, bags, anduneaten foodontoourpropertyjustbecausetheyfindit easierthanholdingontoit untiltheygethomeorfindatrashcan. We alreadyhaveaproblemwiththisfromtheotherfastfoodrestaurantssurroundingourneighborhood. I cannotevenbegin toimaginewhatthisnewbusinesswill generate. Andit won’t havetobepickedupbythebusiness, it will fall onus, as residents. Whenweboughtourpropertyin 1985, wechosethislocationbecauseit wasaniceneighborhoodfilledwith homesandsomeapartments. The increased traffic and traffic jams that would be caused by building a McDonald's by Tustin Ave. and Fairhaven would make a dangerous situation. Traffic is already bad in that area. Entry and exit to and from Stater Bros. would be made more dangerous than it already is. Tustin is already too crowded and is often risky to drive on. PLEASEdo not allow McDonalds to build another fast-food restaurant in this location. In-And-Out, farther south on Tustin, has already made this street more dangerous. I hope that you will use good judgment and will not endorse McDonald's plans.

In realityl amaretiredSCEseniorelectrical distributionplannerandhaveattendedmanyquarterlyjointutilitymeetingsherein thepastandhavedesignedandmanagedthe electricaldistributionformanycommercialprojectsin SantaAnaandthroughoutNorthOrangeCounty.

Listedbelowarethereasons, explanationsandjustificationsagainstthisproject:
1) Thereisnowaytomitigatethetrafficcongestionandpublicsafetyproblemscreatedbythisproject. Comparethisproposalwith theprojectontheN/E cornerofTustinand17th (ln andOutandChickfilA). l didtheinitialelectricaldesignforthatprojectandit wasproperlydesignedtomitigateall thetrafficandsafetyproblemsit created. It isacornerlotandwaszonedforcommercial use. Propertywastakenasaconditionofdevelopment (I assume) andusedforabusstopandturnlaneintothepropertytomitigate thecongestionandpublicsafetyissuescreatedbytheproject. It hasworkedasdesignedandif anything, northboundtrafficflowon Tustinhasimproved. Alsothisprojectwasinitiallydesignedforthreebusinesses. hencethevacantlandontheNorthendofthe development. Whynotdevelopthatspacewithnozoningchange, safetyandtrafficcongestionissuesalreadyaddressed, andno impacttothelocalresidentsin completecontrastwiththeproposedMcDonaldsproject. 2) RecentlycompletedstreetimprovementstoSantaClarahavesignificantlyimprovedthesafetyoftheTustin/SantaClara intersection. Overtheyearsmywifeandl haveseennumerousaccidentsandnearmissesattheTustin/SantaClaraintersection. My wifeandI wereT-bonedtherein 2017andourcarwastotaled. TheproposedMcDonald’sProjectdoesnotallowfornecessarystreet improvementstomitigatetheincreasedtrafficandcongestionproblemsandwill morethanundotheimprovementsrecently completed. It WILLcausemorecongestion, frustration, accidentsandseriousinjuries.

In conclusion: PaddingthemonetarybottomlineoftheTexasrealestatecompanypushingthisprojectandincreasingcitysalestax revenuearenotvalidreasonstochangezoningrestrictionsandpermitaprojectthatwill negativelyimpactlocalresidents, businesses, includingPlumfieldPreschool, directlyacrossthestreet, andwill causecongestion, traffic, bike, andpedestrianaccidents, injuries, andpossiblydeaths.

Subject: Agenda Item 23 – Zone Changefor a McDonalds at Santa Clara and Tustin Avenue There is a McDonald’s located 1.3 from this proposed site and I am against the desire by some to add yet another fast-food facility. Somebelieve that with the addition of McDonald’s the homeless issuewill magically be reduced in this area. It won’t.

This site has two viable residential homes that if occupied, will deter the homeless population as much as a McDonald’s. The property in question was purchased by the grandfather of Robert Henry Newcomb in 1883. Robert owned a shoe store for 60 years in downtown SantaAna and was among Orange County’s earliest settlers. The ranch house that McDonald’s wants to level is all that remains of his grandfather’s property. I acknowledge the Newcomb family fifth- generation Southern Californians grandchildren sold the property. However, progress is not progress if it removes some of the history that helps define what made SantaAna. Not only would McDonald’s remove some of the history of SantaAna, but it would also add an establishment that 1) is available nearby at 17thand Lincoln and 2) will create a traffic nightmare at the corner of SantaClaraand Tustin Avenue.

Furthermore, at the Planning Commissionmeeting, the applicant withdrew the application for the 24-hour operation of the drive-thru. They agreed to operate only between the hours of 5:00 am and 12 am. Thus, the staffing requirements will be lessthan projected.

The question you should be asking: Is another fast-food establishment more important than the housing that could be provided by existing homes? I say no.

Furthermore, unlesstheareawasheavily policed, IfearthatdriverswouldoftenattempttomakelefthandturnsontoSantaClarafromMcDonald’s, regardlessofwhatthepostedregulationsmightallow. SantaClaraisabusystreetandmultipletimesaday thereistrafficcongestionduetodriverstryingtomakelefthandturnsfromthecurrentdrivewaybehindthe DelTaco - thesamedrivewaythatwouldalsoservetheproposedMcDonald’s. Thatpropertywouldbebetter usedforasit-downestablishmentorstoreratherthanforahighvolumedependentfast-fooddrivethrough businessoranybusinessthatwouldattractanunusuallyhighvolumeofcarsandcustomers.

Thereisnoneedforanotherfast-foodestablishmentinthisareaastherearewelloveradozenfastfood optionsamileortwofromthisproposedlocation. Morehealthyfoodoptionsinthispartoftownwouldbe appreciated.

It’sreasonabletoexpectthatadrivethroughMcDonaldswouldputanundueburdenonthetwonearby residentialstreetsofRidgewoodandMantleLanefromdriverswhowouldmakearightturnontoSantaClara andthenmakealeftturnontoRidgewoodorMantleLane , justtothenmakeaU-turntoturnbackrightonto SantaClaraorworsetocutthroughtheneighborhoodtogetbacktoTustinAve. It willhappen! CurrentlythereareseveralunhousedindividualswhowalkonSantaClaraAve. fromTustinAve. toPortola Parkorthetraintracksorotherpointsbeyond. TheadditionofaMcDonald’swouldcreateamagnetfor transientswhoneedbasicserviceswhichMcDonald’sisillequippedtoprovide. Thiswillhavethepotentialto createtensionbetweenothercustomers, residents, andfellowtransients, whichcouldalsobeproblematicfor theschoolchildrenwhowalkthisrouteeverydayorwaitatthenearbyschoolbusstopeverymorning.

I am writing to sharemy concerns about the proposed McDonald' s on Santa Clara Avenue. As a resident of a Meredith Terrace home for 12 years, I am opposedto this fast food use in this location.

SantaClara already has a high traffic problem during the early morning and early evening commute to schools/work on the weekdays. The lanes back up both ways during these hours, and this use would exacerbate this issue.

I am concerned about the traffic exiting this proposed site turning Right only. Although this would be safer, it will then causepeople to make unsafe U turns or left turns into the streets just West of the exit for those wanting to head back to Tustin Avenue or head East on SantaClara. Additionally, our residential egresswas already reduced to 1 lane on Ridgewood due to bike lanes last year, causing more of a back up waiting for cars to turn left onto Santa Clara, which is very busy. Those turning right now have to wait for 1 car at a time to turn. Heavier traffic for thoseleaving McDonald' s will causemore concern increasing the cars turning into our streets and causing more of a back up on this egress.

The noise pollution of this fast-food restaurant at late hours and the increased foot traffic are additional concerns. We frequent Stater Brothers and getting in & out of this parking area from SantaClara is already congested. Plus the accidents on Tustin Avenue & Santa Clara intersection are already a constant concern, and increasing the traffic will only contribute to this misfortune. Myself and other neighbors have had accidents to no fault of ours in this very busy intersection, sadly. The added light to turn left in either direction on Santa Clara has been a benefit, thank you.

This is not a good use and for thesereasonsI am opposed to this McDonald' s location. Pleasedeny this proposal.

In reviewing thegeotechnicalreport, it referencesthepercolationdatacanbefoundinAppendixC of thereport, butit was notinclude, andneitherwasAppendixB. Thisisa concernintheAM andPMtimeframeswhenvehiclesareeitheraccessthefreewayin theAM a=or returnhome inthePM. Vehiclewhoareforcesto turnrightoutof theprojectsiteontoSantaClara, whoactuallywantedto turnleft, will beforcesto makeU-turnsatexistingresidentialstreets, causingpotentialconflictswithresidents existingtheirtracts.

TheQueueingSummary (Table3-2), in myopinionisflawed. In theEB, WBandNB direction, thereare2- wayleftturnlanesproceedingthedefinedturnpocketlengthsandfrompersonalexperiencethequeof vehicles, vehiclesbackupintothose2-wayleftsonaregularbasis. Especiallyin theNB directionin thePM, theEB directionin theAM andPM. Also, theSBisbeingshownat150feet, butsincetherethisis a duelleft, with eachlanebeing150feet, thequecanbedoubled.

In Section4, howwastheTripDirectionSplitdetermined? Also, isthissplitrepresentativeof theAM or PM? I wouldthinkintheAM, morevehicleswouldbeheadingto thefreewayandlessbackontoSantaClara, whichismostlycomprisedof residentialareaswithnoimmediateaccessto afreeway. ThePM wouldlogically havemorevehiclescomingfromTustinAvenue, sincetheywouldbecomingfromfreeways. Makingasingle assumptionof thesplitfor bothconditionscausesfalseconclusionsor resultsof theanalysis.

Theanalysisindicatesthatthedrivethroughcanaccommodate16vehicles, however, basedonthe configuration, shouldtherebeapeakof over16vehicles, themaindrivewayaislefromSantaClarato therest 1 of theshoppingcenterwouldbeblockedandthereforcauseabackupof vehicles, potentialbackinguponto SantaClara. WhileIappreciatethepotentialeconomicbenefitsandconveniencesanewfast-foodoutletcouldbring, Iamcompelled toexpressmyconcernsoverthedetrimentalimpactsthisprojectmayhaveonourneighborhood, particularlyregarding increasedtrafficcongestionandtheredundancyoffast-foodoptionsinourarea.

TrafficConcerns:

TheintersectionofTustinandSantaClaraisalreadyknownforitsbusytrafficflow, especiallyduringpeakhours.

Introducingahigh-volumebusinesslikeMcDonald's, renownedforitsdrive-thruservice, couldsignificantlyexacerbate thissituation. Increasedtrafficcongestionnotonlyposesarisktopedestriansafetybutalsoaffectsthequalityoflifefor residentsduetoincreasednoiseandairpollution. Ifearthatwithoutsubstantialinfrastructureimprovements, this projectcouldleadtoprolongedtrafficissuesandpotentiallyhazardousconditionsforourcommunitymembers.

ZoningandPreservationofResidentialCharacter:

Thecurrentresidentialzoningoftheareainquestionreflectsacommunityvalueinpreservingthecharacterand tranquilityofourneighborhoods. Allowingcommercialdevelopmentwithinthisspacewouldnotonlysetaconcerning precedentforfuturezoningchangesbutalsodisrupttheaestheticandculturalfabricofourcommunity. Theproposed demolitionofolderhomes, possiblywithhistoricalvalue, forthesakeofanewfast-foodrestaurantfurthercompounds thisloss, diminishingourcommunity'sheritageandcharm.

SaturationofFast-FoodOutlets:

Ourcommunityisalreadywell-servedbyavarietyoffast-foodrestaurants, withmultipleoptionsavailablewithinashort distanceoftheproposedsite. TheadditionofanotherMcDonald'sseemsunnecessaryandcontributestothesaturation 1 ofsimilarestablishments, limitingthediversityofdiningandshoppingoptionsavailabletoresidents. Encouraginga broaderrangeofbusinesseswouldnotonlycatertothevariedtastesandpreferencesofourcommunitymembersbut alsopromotehealthierlifestylechoices.

Inlightoftheseconcerns, IstronglyurgetheCityCounciltoreconsidertheapprovalofthezoningchangerequiredfor thisMcDonald'sproject. Ibelievethatourcommunity'slong-terminterestswouldbebetterservedbymaintainingthe currentzoningdesignation, preservingthecharacterofourneighborhoods, andencouragingdevelopmentsthatalign morecloselywiththeexistingandfutureneedsofourresidents.
