Esteemed members of the Santa Ana City Council,
I am writing to express my concern about the challenges parents and childcare business owners are currently facing in our city.
The City's decision not to fund economic development programs for the childcare sector is disappointing and leaves many providers struggling to meet the needs of our community.
We need funding and resources to improve access to quality childcare for families in Santa Ana.
I implore the City Council to enact measures that bolster childcare providers and guarantee that every child receives access to secure and nurturing care.
Thank you for your time and attention.
Sincerely,
Patti J.

Dear Santa Ana City Council,
As a daycare owner who has served various families in our community, I need you to know how frustrated myself and others are becoming by the lack of support for childcare providers. It is disheartening to see the City miss an opportunity to provide economic development support to our sector. We need funding and resources to improve access to quality childcare for families in Santa Ana. Without adequate support, childcare businesses like mine struggle to meet the needs of our community.
I urge the City Council to reconsider its decision and prioritize funding for childcare initiatives to address this issue.

To the members of the Santa Ana City Council,
I work in early education in Santa Ana.
I have noticed how worried those in my field are becoming about the state of childcare in our city. There is a clear lack of attention and funding for childcare businesses, making it difficult to ensure that all children in our City have access to the quality care they deserve. It is disappointing to see the City pass up an opportunity to provide financial support to the childcare sector. We need urgent action to address this issue. The well-being of our community's children depend on your decisions. Please, prioritize funding for childcare providers to help us meet the needs of families in Santa Ana.
Respectfully,

Dear Santa Ana City Council,
I am disappointed by the City's decision not to provide support to the childcare sector. The lack of resources for childcare providers and families is concerning and puts a strain on working parents like myself. We need accessible and affordable childcare options for ALL families. Without support from our own elected officials, how can we ensure the futures of our children and stability of our families? This is a community-wide issue that concerns all. Do something.
Best regards,
Jim

I am writing to you as a parent in our community, to express my concern regarding the lack of resources available for childcare providers and families in Santa Ana. It is distressing to see so many families struggling to access quality childcare due to the limited options and support available.
The City had an opportunity to provide support to the childcare sector, yet it chose not to fund these programs. This decision has left many families feeling disappointed and frustrated. Public comment from the Delhi Center addressing the CDBG grant and its merits. "On behalf of the Delhi Center, I would like to give a sincere thank you to all the council members for another year of funding to our T.E.L.L. program by CDBG. With the CDBG funds, we continuously work very hard towards empowering our youth through career education and critical skills development. Overall, we have impacted the lives of hundreds of youths and strive towards creating the next and enhanced generation of leaders and career-driven youth."
Delhi Center representatives and youth program members will be present at the beginning of the council meeting but will be unable to remain there in its entirety due to our youths having school the very next morning. Should we be unable to present our public comment due to being the last item on the agenda, I would like to submit it here.
Thank you.

Mayor Amezcua, Mayor Pro Tem Phan, my Ward 3 Councilmember Lopez and all of our City Council...As you consider Item 29 on Tuesday evening, please know this CDBG funding makes a big difference in allowing organizations to provide service to residents in need. I am excited to see WISEPlace's name on the Public Service Organizations list and urge you to continue to support WISEPlace.
As many of you know, WISEPlace is providing extremely needed services right here in Santa Ana. I am pleased to see WISEPlace joined by other organizations on the Public Service list but specifically I am excited about the fact that WISEPlace has been able to work along side our city resources in providing needed housing and services to unaccompanied homeless women. I am excited about the fact that those right nearby the Broadway location, including those in my Ward 3 neighborhood, support WISEPlace. I am excited about the opportunities that grants/funding like the ones you are considering with Item 29 help allow WISEPlace to be able to help some of the most vulnerable in our community.
I know that the City has supported WISEPlace before with unanimous support of those on this council as well as past ones. I want you to know that we do not take your support for granted and we are so very thankful for past support and looking forward to continuing to work with the city in providing for those in our community. The staff and volunteers work each day to be good stewards of the funds that our city, and hence the residents, trusts us with. This funding allows us to make a big difference in each of the lives of the ladies that we are striving to help towards independence by providing safe shelter, rehousing, and the necessary services that increase likelihood of success including financial literacy, job searches, job training, deposit assistance, and needed addiction/mental health services.
I urge you to support WISEPlace's spot in the funding on Tuesday evening.

RE: Comment on behalf of renewed CDBG funding for Community Legal Aid SoCal Domestic Violence Prevention Project
Dear Mayor Amezcua and Members of the Santa Ana City Council:
On behalf of the board, staff, and clients of Community Legal Aid SoCal, thank you and the City of Santa Ana for your past support, and for your consideration of continued CDBG funding for our Domestic Violence Prevention Program.
As you know, domestic violence affects not only the target of the abuse, but everyone in a household.
Many of the survivors we see in this program are young women with small children. Escaping domestic violence will likely be one of the hardest - but most critical - steps that they will take in their life and the lives of their children.
For seven years, CDBG funding from the City of Santa Ana has allowed us to focus on providing wraparound legal services to dozens of Santa Ana residents in an effort to help them obtain long-term safety and well-being. Here is one example of how this grant has impacted the lives of your constituents: earlier this year, CLA SoCal was called by a Santa Ana resident who was in an abusive relationship, and who was trying to get a restraining order on her own. Unfortunately, her abuser and his attorney had successfully stalled the process for months. We were able to help our client file the paperwork that led to a hearing, where we fiercely represented her. Because of the support our CDBG- funded staff were able to provide, our client was able to resolve a stressful and dangerous six-month process and obtain a permanent restraining order.
Thank you again for your support of this project. Together we are making a difference in the lives of Santa Ana families. I hope that you will vote to continue this meaningful partnership in 2024-202. If you have any questions about this work, please do not hesitate to contact me at (714) 571-5200.
Sincerely,
Kaol

Subject: Item #29 - City Council Meeting 5-7-24
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Good morning Friends at the City of Santa Ana,
Late last year, MOMS Orange County had the opportunity to submit a Community Development Block Grant application for consideration to the City of Santa Ana. We were recently invited to speak on behalf of our application during the public comment portion of today's city council meeting. If, given the many high priority items that the council must attend to, there is not time for us to speak this evening, we respectfully request that the following comments be forwarded to the council in support of MOMS' application under item #29:
Good evening Mayor and Council Members,
First and foremost, we, the staff, Board, and leadership of MOMS extend our thanks for your consideration of the application before you and for the many years of partnership we've had working together to give Santa Ana moms and babies the healthiest starts possible. Since 1992, it has been our pleasure to work with thousands of local moms, dads, and their little ones, giving them the knowledge, skills, screenings, and support they need to thrive. We have submitted an application to continue this storied partnership into the next Fiscal Year, so that our Maternal Child Health Coordination program can continue to support moms with flexible in-home and virtual visits to ensure that each participant is equipped with the resources and information they need beginning in pregnancy and lasting through their baby's first year of life.
Each year, MOMS serves approximately 750 Santa Ana mothers and infants across roughly 2,500 in- home visits. Although our clients face many barriers to care and even more to establishing proof of income and legal residency, we are able to obtain qualifying documentation from roughly 150 low- income participants each year which, for intents of measuring CDBG progress, is our proposed service goal.
Our services begin in pregnancy when a participant reaches out to us either by phone, online, or by way of referral from their doctor or community health clinic. She is then paired with a Maternal Child Health Worker (MCHW) operating under RN supervision from MOMS who meets with her on a monthly basis, developing a birth plan, conducting mental health screenings, and providing bilingual resource navigation (available in Spanish and Vietnamese) to ensure that expecting moms receive proper early prenatal care. Where our nurses identify potential areas of concern, they work with the family and MCHW to identify resources to resolve or mitigate risks, including, where need be, referrals to on-site licensed mental health counseling courtesy of MOMS.
After the baby arrives, we collect data on birth outcomes and continue working with mom and baby alike to promote healthy development, support maternal health, and measure progress toward critical milestones including physical and psychosocial development as well as healthcare access such as completion of immunizations and well-baby visits. In 2023, we were proud to find that of the babies served through our program, 92% were developmentally on-track at closure, 93% had completed doctor-recommended vaccination schedules, and 100% had a medical home with a pediatrician upon graduating.
As of early 2024, the Maternal Child Health Coordination program has rendered its services in partnership with CalOptima through its Community Health Worker and Enhanced Care Management initiatives under CalAIM. Given that 90% of our participants are either enrolled in or eligible for CalOptima plans, these initiatives have significantly expanded our capacity to provide care coordination among healthcare providers and other community-based organizations to ensure that clients' immediate health needs are met and that social determinants of health such as housing needs are addressed.
Thank you again for your consideration of our proposal, and we look forward to continuing our work to advance the wellness of our community's youngest families.
Many thanks,
JOHN PAUL BRYAN

Hi,
Below are my public comments in regards to Item #29 CDBG Funding:
Hello,
My name is Mariana Diaz and I am the Clinical Senior Program Manager for the Victim Intervention Program at Lutheran Social Services (LSS). We provide trauma-informed care to women survivors of domestic violence who reside in Orange County. We have been blessed to have received CDBG Santa Ana funding to assist with our program in the past and would be honored to continue receiving support from the City of Santa in order to continue to embrace, equip, and empower our clients. Our program offers accessible and low-barrier social services to this vulnerable population, utilizing trauma-informed supportive services while our community members access advocacy services, self-sufficiency planning, life skills training, case management, and housing navigation services to expedite housing placement and address the comprehensive health outcome of the community members. If awarded, funding will go to services such as:
rental assistance when a client is past due or facing eviction, transportation service to ensure client can get to their appointments within LSSSC and in the community, and motel vouchers for clients experiencing homelessness. Our goal is to assist clients in a comprehensive care plan that transitions the individual from survival to stabilization and safety.
Thank you for your consideration.
