AGENDA TITLE
Conflict of Interest Code Biennial Review
RECOMMENDED ACTION
Direct the City Manager and City Clerk to have the City's Conflict of Interest Code reviewed, file a statement of review with the City Council no later than October 1, 2024, and revise the Conflict of Interest Code based upon such review, if necessary.

DISCUSSION
The Political Reform Act, specifically Government Code §§87300-87314, requires all local agencies to review their Conflict of Interest Code (Code) every two years and make a determination as to the Code’s accuracy or whether it needs to be amended. A written biennial notice of that determination must be submitted to the code-reviewing body no later than October 1 of even-numbered years.
The City Council is the code-reviewing body for the City of Santa Ana’s Conflict of Interest Code. The process is initiated by direction of the code-reviewing body to the agency, no later than July 1, 2024, to review its code. Subsequently, staff will begin the process of reviewing the Code, submit the biennial notice no later than October 1, 2024, and present amendments to the Code, if needed, to the City Council for review and approval within 90 days thereafter, prior to December 31, 2024.
