DISCUSSION
Addressing the safety of our transportation system is a continued priority and immediate necessity for the City. On November 16, 2016, the City Council adopted the Safe Mobility Santa Ana (SMSA) plan. This was the City’s first citywide traffic safety plan to address roadway and street safety. Since the adoption of the SMSA plan, the Public Works Agency (PWA)’s Traffic Engineering staff has been successful at receiving various state and federal grants for design and construction of various traffic safety improvement projects throughout the city. To continue to qualify for grant funding opportunities, such as the Highway Safety Improvement Program (HSIP) and the Safe Streets and Roads for All Program (SS4A), the SMSA plan requires updating.

In 2021, the City received a planning grant from Caltrans’s Local Road Safety Plan (LRSP) to help develop a new and updated safety plan, now called Santa Ana Vision Zero Plan (SAVZ) (Exhibit 1). The SAVZ plan not only provides an update to SMSA, but also re-evaluates citywide traffic safety, identifies new areas of concern, analyzes contributing factors and patterns, recommends and prioritizes improvements, and analyzes traffic collisions of pedestrians and bicyclists, that in turn have the goal of reducing the number of persons killed or injured in collisions.

The SAVZ Plan analyzed five years of traffic collision data between 2017 and 2021 to identify collision patterns throughout the city. From the analyzed collision data, corridors and intersections were ranked based on the density and severity of the collisions, proximity to schools, number of street lanes, and equity. The SAVZ Plan identified the top 10 corridors and top 10 intersections in the ranking.

The plan then assessed the factors associated with each collision along the identified corridor and provided specific safety improvement recommendations to address the types of collisions that occurred within those corridors. Additionally, cost estimates for the recommended improvements of each project corridor were developed. These plans and cost estimates will aid the City in pursuing future grant funding opportunities and to facilitate implementation of safety features. Staff recommends the approval of this resolution (Exhibit 2) in order to continue to pursue grant funding followed by the implementation of the safety improvements presented in the SAVZ Plan.
