RECOMMENDED ACTION

Section 409 of the City Charter states that the City Council shall provide for the time, place, and manner of holding its meetings. On July 18, 2023, City Council approved Resolution No. 2023-047 amending the Council rules and procedures to update the time of regular meetings and effect other changes. Section 2(a) of Resolution No. 2023-047 states “Regular meetings of the City Council shall be held on the first and third Tuesdays of each month beginning on January 1, 2014.”

Subsequently, on November 21, 2023, City Council approved the calendar of regularly scheduled City Council meetings in 2024, as amended. This approved calendar, in accordance with Resolution No. 2023-047, included a regularly scheduled meeting on June 18, 2024, the third Tuesday of the month.
Staff has recently become aware that there is likely to be a lack of quorum on June 18, 2024, which would necessitate the meeting to be canceled, rescheduled, or adjourned to a later date. Section 2(b) of Resolution No. 2023-047 states that “any regular meeting of the Council may be set, canceled, or rescheduled to a different date, time, or location by resolution duly adopted by the affirmative votes of a majority of the City Council or by any other manner as provided by law.”
Accordingly, Staff recommends Council adopt a resolution either canceling the June 18, 2024 regular meeting or rescheduling the June 18, 2024 regular meeting to a different date to be determined by the Council. A meeting rescheduled in this manner would be considered a regular meeting. The primary item of business that would be on the agenda for June 18, 2024 is the second reading of an ordinance adopting the FY 2024/25 budget, which has been determined could be heard at the next regular City Council meeting scheduled for July 16, 2024. An ordinance cannot be adopted at a special meeting.
Staff will make appropriate notifications of the action(s) taken by the City Council.

There is no fiscal impact associated with this action.
