DISCUSSION
The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, 2014. WIOA was designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA supersedes the Workforce Investment Act of 1998 and is the first legislative reform of the public workforce system in 15 years.
California is a direct recipient of WIOA funding and contracts with the City of Santa Ana as a designated Local Workforce Development Area (LWDA) to address workforce needs of employers and the community. On July 20, 2021, the City Council adopted a resolution (Exhibit 1) authorizing the City Manager to execute a new sub-grant agreement with the State of California Employment Development Department (EDD) to receive WIOA funds through program year 2024.
The Community Development Agency prepared the FY 23-24 budget for the WIOA program based on estimates received earlier during the year. The final allocations are not provided until May or later during the year. The final allocation for the program totaled over $2.65 million to be used over a two-year period and $1.36 million has been spent, leaving an available balance of nearly $1.29 million to be spent. On September 19, 2023, City Council approved carryover amounts of $905,500, which is less than the program allocation available.
Therefore, the appropriation adjustment of $381,718.99 will match the current year
