DISCUSSION
At the May 6, 2024 meeting, members of the Joint School Collaboration City Council Subcommittee requested that City staff provide education and training to Santa Ana Unified School District (SAUSD) staff regarding renter protections and programs and services offered by the City’s Rent Stabilization Division. Below is a summary of the action taken to date.

The Rent Stabilization Division is doing community outreach by providing education on tenant rights. Most recently, Rent Stabilization Division has held outreach in the following schools Washington Elementary, Willard Elementary and Pio Pico Middle School. The education component that staff is sharing with the community is briefly outlined below.

• Rent Stabilization Provisions
- Limits on rent increases for certain residential rental units and mobilehome spaces in the City
- Only one rent increase is allowed in a 12- month period, and it can not exceed the allowable rent increase in effect for that period.

• Costa Hawkins Rental Housing Act
- Protects a landlord's right to raise the rent to market rate on a unit once a tenant moves out
- Prevents cities from establishing rent restrictions on unit constructed after 1995

• Just Cause Evictions
- Two Causes
a) At Cause (failure to pay rent, causing nuisance, committing criminal activity
