2 ighting for a future of abundant housing in Orange County. peopleforhousing. org
Honorable Valerie Amezcua
Mayor, City of Santa Ana
20 Civic Center Plaza
Santa Ana, CA 92701
September 16, 2024
Dear Mayor Amezcua and Members of the City Council,
I am writing in support of the project before you— Related Bristol— which seeks to add 3750 much -needed new housing units to Orange County, creating a new neighborhood and new destination on an otherwise crumbling, auto -oriented shopping center. Given the scarcity of empty, developable land in Orange County, this project is a rare and unique opportunity to provide new housing in a high quality, infill environment. We know that projects like Related Bristol are the future of sustainability— both economic and environmental — in today' s increasingly urban Orange County.

After two years of extensive community outreach, public presentations, environmental reviews and millions of dollars spent on design working with the city, I hope this project is approved under its current design and unprecedented benefits package, which includes new community open space and funding for affordable housing. It would be a mistake to discard these efforts, and given the requirements of the Housing Accountability Act, whatever development would replace it would have much -needed housing, but would not generate the same level of synergy or sales tax from the mixed use and experiential retail contained in the current proposal.

The need for housing is real and pressing, and every unit we can add to the regional housing supply will help address the shortage that is felt by everyone. The quality of the design and planning with which Related Bristol will set a precedent for future infill development in Orange County. I urge you to vote yes and move this project forward.

Sincerely,
Elizabeth Hansburg

Re: 9/ 17/ 24 AGENDA ITEM 22, Action 4
Related Bristol Specific Plan – IN NEED OF A BUILDING TRADES PLA Council:

At its September 17th meeting, Santa Ana City Council intends to present during public hearing various items concerning the Related Bristol Specific Plan, a proposed mixed-use development in the City of Santa Ana. Regarding Action 4 (Item 22), IBEW Local 441 stands conditionally opposed to the adoption of a development agreement absent a Project Labor Agreement with the LA/ OC Building Trades.

PLAs offer security and benefits and should always be included on projects with the scope and magnitude of Related Bristol. Additionally, IBEW 441’ s own apprenticeship training center, OC ETI, is located in Santa Ana. Without a Project Labor Agreement, our apprentices, local resident journeymen, and veterans will not be given the opportunity to work in the city in which they live and train.

IBEW 441 hopes to endorse this mixed- use project in the future as the development agreement is reimagined with the inclusion of an LA/ OC Building Trades PLA.

RE: Related Bristol Community Workforce Agreement and Community Benefits Dear Councilmember Hernandez:

The City of Santa Ana has been a stalwart champion of working men and women. The City' s Community Workforce Agreement is one of the strongest and most supportive of union labor and the protection of labor standards. You have set an example for all cities and developers in California to follow. This is why you strongly recommend developers partner with the Los Angeles and Orange County Building and Construction Trades to ensure that work that happens in the city maximizes Local hire, veterans' priority, and the support of workforce development programs such as our apprenticeship opportunities.

In that spirit, we have been attempting to work with the developers of the Bristol Related project to ensure that the city' s workforce development priorities are met during the construction of this project. Unfortunately, the developers and their consultants have been less than enthusiastic to negotiate an agreement that ensures these community benefits. This past October, we sent the developers a first draft agreement and letter of intent that went without reply. It took them months to provide a scope of work so that we could adequately draw up a second draft agreement and letter of intent which they have had ample time to consider. Now, weeks later, and after many attempts to discuss and negotiate, the developers and their consultants continue to drag theirfeet.

Although the developers have selected a union signatory general contractor for the project, this alone does not provide for the community benefits that the city has asked the developers to provide. This alone does not set targeted goals for local hire of Santa Ana residents and apprentices. This alone does not ensure that our nation' s veterans have priority on the out -of -work list. This alone does not provide for a no- strike/ no- lockout clause to ensure this project is completed efficiently, reducingthe construction impacts on local residents, and maximizing revenue generation for Santa Ana. The city has made it very clear what priorities it has when it comes to development in Santa Ana, but the developers of Bristol Related have not made good -faith efforts to meet them. hope that as the deadline to approve this project nears Related and their consultants gain a sense of urgency when it comes to negotiating an agreement that provides for robust community benefits.

I will continue to update you as negotiations progress and I am available to answer anyquestions you may have.
