AsIwrote, “I’d callitthe ‘ForcedGentrificationPlan’ or ‘SendGood-PayingIndustrialJobstoRialtoPlan,’ orasoneperson saidsardonically, ‘RemovethePoorMexicansfromDowntownSantaAnaPlan.’” Iencouraged thepublicto expressoutrage. JerryBrownsignedSenateBill1000, whichpromotes “environmental justice” by, astheattorneygeneral’sofficeexplains, “requiringlocalgovernments toidentifyenvironmental justice communities … intheirjurisdictions andaddressenvironmental justiceintheirgeneralplans.” Basically, citiesmustmitigatepollutioninpoorerneighborhoods.
