DISCUSSION
The Santa Ana Police Department (SAPD) and the Santa Ana Unified School District Police Department (SAUSD PD) enjoy a long-lasting relationship based on coordination and cooperation when responding to incidents within the School District’s properties.
The SAPD and SAUSD PD have collaborated on the following response protocols:
•SAPD has trained numerous SAUSD PD personnel in Active Shooter Response; •SAPD and SAUSD PD collaborated on an active shooter drill at Saddleback High School in conjunction with the Los Angeles County Sheriff’s Department and Orange County Fire Authority;
•SAUSD PD developed an internal response protocol for their agency outlining response expectations and SAPD interaction;
•Both agencies collaboratively reviewed the response protocol and it was disseminated to SAPD personnel, including dispatch;
•In response to the incident at McFadden Institute of Technology, SAPD, SAUSD PD, and school staff conducted a debrief on October 8, 2024, to review and evaluate the response. Improvements in the response to future incidents were identified and discussed;
- Following the debrief, SAPD and SAUSD PD personnel met to discuss further methods for improving response efficiency and effectiveness.

Joint School Collaboration City Council Subcommittee Staff Report December 2, 2024
TOPIC: McKinney-Vento Homeless Assistance Act: Services to Homeless Students TITLE:
McKinney-Vento Homeless Assistance Act: Services to Homeless Students
RECOMMENDED ACTION
Receive and file.
DISCUSSION
The McKinney-Vento Act (Act) offers homeless students a variety of rights, including the right to:
•Receive transportation to and from school and extracurricular activities at no cost, •Remain enrolled at their school of origin and
•Enroll in school, even if students cannot present proof of residence or immunization.
The Act ensures that homeless students have the same educational opportunities as other students. Homeless is defined as children and youth living in the following circumstances:
•Shared housing due to economic hardship,
•Motels or hotels,
•Public or private places not designed for sleeping,
•Trailer parks or campgrounds,
•Cars, parks, and abandoned buildings,
•Shelters, or
•Emergency or transitional shelters.
A homeless student has the right to remain in their school of origin for the duration of their homelessness, if it is in the best interest of the student, and it is parent requested. School of origin is defined as:
• The school that a child or youth attended when permanently housed, • The school in which the child or youth was last enrolled, or • A school that the child or youth has had some sort of connection to within the last 15 months.

5 The City’s shelter operator Illumination Foundation was assisting with providing transportation of homeless students to and from school when homeless parents were unable to arrange for transportation with their own vehicle. On August 8, 2024 City Homeless services staff met with Michele DeJournett Executive Director, Support Services at the City Shelter. Since that time Ms. DeJournett and her staff have met with homeless parents and students to determine the need for transportation for the SAUSD students living at the City Shelter. At that time there were 18 children attending the following schools:
•Pio Pico Elementary
•Riverdale Elementary
•Fremont Elementary
•Santiago Elementary
•Romero-Cruz - TK to 8th Grade
•Mendez Intermediate
City staff is requesting SAUSD transportation services for homeless SAUSD students living at the City Shelter to and from the City Shelter pursuant to 42 USC 11432(g)(1)(J)(iii)(I), which states:
“If the homeless child or youth continues to live in the area served by the local educational agency in which the school of origin is located, the child’s or youth’s transportation to and from the school of origin shall be provided or arranged by the local educational agency in which the school of origin is located.”
While public transportation is a cost-effective way to get students experiencing homelessness to and from school, these commutes are often hours-long, taxing and inconsistent. The City is glad that transportation to the schools has been occurring in the morning from the City Shelter through the use of HopSkipDirve services. The HopSkipDrive Platform users a network of CareDrivers who are substantially vetted.
Pickup notes and multi-factor authentication ensure students and CareDrivers safely find each other and alerts are provided for each stage of the ride in real time. Parents or caregivers on the child’s account also get alerts for added visibility and safety. The use of HopSkipDrive has been occurring for the past three (3) months; however, transportation for homeless students from the SAUSD schools back to the City Shelter after school is not occurring. The City is requesting that SAUSD provide transportation for the homeless students both to and from their schools.

DISCUSSION
The Community Development Agency of the City of Santa Ana (City) focuses on enhancing the well-being of the City, offering services for affordable housing, arts & culture, rent stabilization, support for people experiencing homelessness, economic development, and employment services (the WORK Center). The WORK Center is a one-stop American Job Center that connects job seekers to employment and training opportunities and businesses to a strong workforce. WORK Center staff collaborate with the Employment Development Department and the Orange County Social Service Agency to provide comprehensive workforce services to help train employees or fill current vacancies.
The WORK Center has been vital for helping to prepare SAUSD students for future employment. The following outlines the WORK Center's collaboration efforts with the SAUSD:
SAUSD Wellness Centers
WORK Center staff have been in discussion with key Wellness Center staff, including Elisa Briseno Sandoval (MPA FACE Coordinator), Dr. Cecilia Chavez (McKinney-Vento Homeless Liaison), and Lisa Solomon. The outcomes have been highly productive, and staff have identified several opportunities for collaboration with SAUSD's 54 Wellness Centers including:
•Information Sharing: Regular updates on WORK Center recruitment events and workforce-related activities will be shared with the Wellness Centers. •Outreach: WORK Center Program-specific flyers will be distributed to all 54 Wellness Centers in English and Spanish.

5 •Follow-up Meeting: Will reconvene in January 2025 to assess progress and deepen this partnership.
Career and Technical Education (CTE)
WORK Center staff are collaborating with the CTE Division, specifically with Director Celeste Migliaccio, Steven Long, and Vidalia Resendes. SAUSD and WORK Center teams are working on an MOU that would establish a referral system to connect both current students and soon-to-be CTE graduates with workforce programs. Opportunities being explored include On-the-Job Training (OJT), and other Work-Based Learning programs, such as the Santa Ana Youth Employment Program.
Annual Youth Job Fair
The WORK Center has participated in an annual job fair that focuses on the employment needs of youth. The job fair is a partnership between the City of Santa Ana, the Chamber of Commerce, SAUSD and Saddleback Church. In February 2024, over 70 employers offered more than 5,000 job opportunities to SAUSD students.
Santa Ana Youth Employment Program (SAY)
Over the past year, the SAY Program has successfully employed over 150 SAUSD students. The WORK Center is still accepting applications for the next round, offering flexible, paid work experience to youth aged 16-30. The program is designed to accommodate school schedules. The selection process is first-come, first-served, and spaces are limited. Youth must meet the following criteria:
•Live in Santa Ana,
•Youth must be 16 to 30 years of age,
•Be a citizen of the United States or have legal permission to work in the United States,
•Must complete an application and provide required documents, •Youth under 18 years old must submit a Request for Work Permit on the Santa Ana Unified School District's website, and
•Selected participants must work 15 to 20 hours per week.
These initiatives reflect the WORK Center’s commitment to fostering strong community partnerships and expanding workforce opportunities for SAUSD students and families.
Let me know if you have any questions or require further details.
