Subject: Proposed Encampment Ordinance
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Dear J Lo:)
We understandthat you have someconcernsregarding the proposedEncampment Ordinancewhich would affect our ward here at 2222 E. 1st Street. We understandthat overreachby SAPD is one concern. Many of us here at Metro East Senior Apartments think the languageof this proposed Ordinance should be changedto allow Police discretion to senda cited offender to jail only after the 3rd incident. On the 1stand 2nd citation the individual should be remanded to Social Service Facilities. After all Santa Ana has some 600+ beds to those in need and we believe that homelessness is not a crime! However, we are avulnerable population unduly burdenedby the homelessinvading our Metro East Senior campus, bus stops and surrounding businesses. We live with the daily impact of drugs, prostitution, filth and encampmenton our doorstep and in our hallways. We like that the proposed Ordinance offers Social Services to those persons who could so obviously benefit from shelter and a hot meal and lead to safer life surroundings for we elderly as well as the children of First Point going to/ from school.
We would appreciateyour best advice and effort in balancing the interestsof all parties so that we will not becomeadditionally affected by other cities' restrictions on encampments. Everyone deservesa place to live off the streets. If SantaAna hasno fair Encampment Ordinance, then our already dire situation will only get worse here at Metro East and throughout the city.
Pleasehelp us to createa fair Encampment Ordinance for EVERYONE in our community.

Dear Mayor Amezcua and Honorable City Council,
I am writing to express the support of the Santa Ana Police Officers Association referencing item 29 on the agenda, the ordinance to prohibit conduct that interferes with public rights of access to public property, also known as the anti-camping ordinance.
The drug addiction crisis is what is fueling many of these homeless encampments. We need to take decisive action to take back our public spaces for law abiding residents. Our children have been exposed to people openly engaging in drug use, openly using public spaces as a restroom and other obscene activities no youth should ever witness. These actions are unacceptable, but unfortunately our officers have been held back from enforcing the law. This ordinance, combined with Proposition 36, will finally give our officers the tools to clean up the streets, give an opportunity to those suffering from addiction to get the help they desperately need and allowresidents to usepublicspaceswithout fear.
In closing, several cities in Orange County have already taken action to enforce their anti- campinglaws. Santa Ana shouldjoin the other cities and prioritize the safety of our residents first. Our Quality-of-Life team is already showing how this can be done with compassion and empathyfor those who may havehit a hard time in their life. This ordinance will giveus more tools to helpthose in the most needandprotect our community.
Respectfully,
JOHN KACHIRISKY
