AGENDA TITLE
Agreement with Allied Network Solutions, Inc. for Adobe Software and Subscriptions (Specification No. 24-103) (General and Non-General Fund)
RECOMMENDED ACTION
Authorize the City Manager to execute an agreement with Allied Network Solutions, Inc. to provide Adobe Acrobat Software and Subscriptions, in an annual amount not to exceed $150,000, for a term of 20-months expiring September 15, 2026, with provisions for two, one-year extensions (Agreement No. A-2025-XXX).

DISCUSSION
Adobe Acrobat is the premier software for creating, managing, and securing Portable Document Format (PDF) files and is extensively utilized by all City of Santa Ana agencies. Renowned for its consistent presentation of documents across various devices and platforms, the PDF format ensures accessibility and preserves intended formatting, making it indispensable for reliable document exchange.
The software’s advanced features significantly improve operational efficiency and productivity. Adobe Acrobat streamlines the process of sending, tracking, and receiving electronic and digital signatures, expediting workflows, and reducing reliance on paper documents. This aligns with the City’s sustainability goals while lowering administrative costs.
Moreover, Adobe Acrobat’s powerful tools for editing and creating forms simplify workflows, enabling staff to design, distribute, and collect data through interactive forms.
These capabilities enhance internal processes and foster seamless communication between departments.

Cloud, InDesign, and Photoshop. These tools support the creation of high-quality web and print graphics, ensuring professional standards across all visual and written materials. By integrating these industry-leading solutions, the City maintains consistency and professional standards across all visual and written materials.
Santa Ana City Ordinance No. NS-3041 authorizes the City to purchase against contracts from any public agency utilizing a competitive bid process. The National Association of State Procurement Officials (NASPO) awarded contract #AR2472, with Carahsoft Technology Corporation, an authorized reseller of Adobe Acrobat software and subscriptions, as a result of an open and competitive bidding process that meets the City’s requirements. Allied Network Solutions, Inc. is an authorized indirect reseller of Carahsoft Technology Corporation. Funding for Adobe Acrobat Software and Subscriptions will be issued to Allied Network Solutions, Inc.
ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.
FISCAL IMPACT
Funding is available in the current FY 2024-25 budget and funding for subsequent years will be included in various department Computer Software Subscriptions Expense accounts (no. 66511) proposed budgets for City Council consideration.
