RECOMMENDED ACTION
Conduct a second reading and adopt an ordinance adding and amending various articles and sections of the Santa Ana Municipal Code to prohibit conduct that interferes with public rights of access to public property to address changes in the law brought by the City of Grants Pass, Oregon V. Johnson, et. al., 144 S. Ct. 2202 (2024):

At the December 17, 2024 meeting, the City Council conducted a first reading of an ordinance amending and adding provisions to Chapters 10, 31, 33, and 36 of the

Municipal Code to prohibit conduct that interferes with the public’s right to access public spaces.
The ordinance provides additional enforcement mechanisms to complement and enhance existing efforts to the on-going quality of life challenges experienced by our residents, visitors and businesses as a result of the United States Supreme Court ruling in City of Grants Pass, Oregon v. Johnson, et al., 144 S. Ct.2202 (2024) (“Grants Pass”). No changes to the ordinance were made by the City Council; a clean copy of the ordinance for second reading is attached as Exhibit 1.
