Hello Pleaseforwardthis to the properdepartment- thankyou:
To Whomit MayConcern: I supportAAOC's positionthatthis wouldbe a disastrousregulationand amaskingfor yourhelpto defeatthis bill. As a propertymanagerfor manysmallmom & poprental ownersthis woulddevastatethe smallrentalinvestorsandforcethemto sell theirproperty.
Thankyou
https://www.aaoc.com/news/aqmd-moves-to-force-replacement-of-gas-furnaces-and-water- heaters
Proposed rules 1111and 1121will be presented for formal consideration and action at the SCAQMDBoard Meeting on May 2, 2025.
The proposed regulations are extremely problematic. Not only would they impact housing affordability due to the prohibitively high cost of compliance, but there is also insufficient infrastructure to support the increased electrical loads and demand that would be created.
Additionally, the regulations would result in countless families being displaced as their rental units would be uninhabitable due to the extensive work and disruption that would result as multifamily properties seek to comply.
Compliance will likely cost tens of thousands of dollars - or more - for each rental property in Southern California.
Respectfully
SusanMiller

DearMayorAmezcuaandCityCouncil,
IamfollowinguponmypreviousemailregardingtheSahuayoMuralProjectandtheongoingconcerns surroundingtransparency, fairness, andpublicaccessibilityintheselectionprocess. Todate, Ihavenot receivedaresponseaddressingtheinconsistenciesinmyscoringorajustificationforwhymyqualifications weredeemedinsufficientdespitemyextensiveexperienceinpublicart.
1. LackofJustificationforMyLowScore
ThescoringbreakdownIreceivedprovidesnoclearrationaleforwhymyscoresweresignificantlylowerthan inpreviousevaluations. Forinstance, howisit possiblethatIscoreda50inacategorywhereIpreviously scoreda90—especiallywhenmyexpertiseandcontributionstopublicartinSantaAnaarewell-documented? Thetwobriefcommentsprovideddonotjustifysuchadrasticdrop, andthelackofdetailedfeedbackraises seriousconcernsaboutthefairnessandobjectivityoftheevaluationprocess.
Iamonceagainrequesting:
Adetailedexplanationofwhymyscoresweresolowineachcategory.
Reviewercommentsornotesthatjustifytheserankings.
Clarificationonthescoringcriteriausedandhowthefinalscoresweredetermined.
2. AbsenceofLegalOversight & Conflict-of-InterestConcerns DuringtheFebruary20thmeeting, wherethefinalrankingswerepresented, Ididnotseeanylegalcounsel presenttooverseethefairnessandintegrityoftheprocess. Giventheseriousconcernsraisedaboutconflicts ofinterestandinconsistentapplicationofRFQcriteria, thepresenceoflegaloversightwouldhavehelped ensurethatethicalstandardswereupheld.
Iamalsorequestingclarificationonthefollowing:
WhoisresponsibleforverifyingConflict-of-Interestformssubmittedbycommissioners? Whoauditstheseformstoensurecomplianceandpreventethicalviolations? Whatisthecity’sprocessforreviewingpotentialconflictsofinterestonceaconcernhasbeenraised? 1 Ifthereisnodesignatedoversightorauditingprocess, thisraisesseriousconcernsaboutaccountabilityinhow publicartsprojectsarebeingawarded.
3. RecognitionofMyExpertiseYetanUnexplainedLowScore
MycontributionstoSantaAna’spublicartscenehavebeenrecognizedinmultipleways, including:
Myadvocacydirectlyinfluencedcitypolicychanges, suchasincreasingtheSahuayoMuralProject budgetfrom $20,000to $49,000toalignwiththescalechangefromthePerlawallprojecttothe Garagewall.
MyrecommendationsarebeingimplementedinthefinalversionoftheMuralRestorationRFP.
Ifmyexpertiseisvaluedenoughtoguidebudgetallocationsandpolicyimprovements, thenwhyamIscoring solowacrossmultiplecategorieswithoutmeaningfuljustification?
4. LackofTransparencyintheArts & CultureCommissionMeetingProcess IwouldalsoliketoaddressthesuddencancellationoftheArts & CultureCommissionmeetingscheduledfor Thursday, March20, 2025, whichhasnowbeenpushedtonextmonth.
Thisisamajorconcernbecause:
Thepublichasalreadybeenunabletofullyaccessmeetings, sincethevideofeedhasbeenblackedout, leavingonlyaudioavailable.
Now, withthismeetingbeingcanceled, thepublichasnoopportunitytoseeorhearanythingatall.
Thislackofaccessibilityandtransparencycreatesahorriblelookforthecity, furtherlimiting communityengagementandtrustinthedecision-makingprocess.
5. NeedforaMoreTransparent & EquitableReviewProcess
Toillustratehowamoreexperiencedandtransparentartsdepartmentoperates, Ihaveattachedascoring rubricfromtheCityofCostaMesa. UnlikeSantaAna’sprocess, theirevaluation:
Includesaclearrubricwithstructuredcriteria.
Providesdetailedreviewerfeedbackthatpreventsinconsistencies.
Offersatransparentmethodforartiststoappealorunderstandtheirranking.
SantaAna’scurrentapproachlacksthenecessarydocumentationtojustifyscoringdiscrepanciesanddoesnot provideartistswithaclearwaytochallengeorreviewtheirevaluation.
6. FormalRequestsforTransparency & Accountability
Giventheseconcerns, Iamformallyrequesting:
1. AdetailedjustificationofmyscoringintheSahuayoMuralProject, includinganyreviewernotesor evaluationcriteria.
2 2. Clarificationonwhooverseesconflict-of-interestformsforcommissionersandwhatprocessisinplace toensurecompliance.
3. AclearexplanationforwhytheMarch20thArts & CultureCommissionmeetingwascanceledand whetherpublicconcernsregardingtransparencyarebeingtakenintoaccount.
4. Acommitmenttomakingcitymeetingsfullyaccessibletothepublic, ensuringbothvideoandaudio areproperlystreamed.
5. AreevaluationoftheSahuayoMuralProjectselectionprocess, haltingitsprogressuntilthepublichas hadanopportunitytoweighinontheselectionoffinalists. Thisshouldincludediversevoices, gender equality, particularlythelatinovoice, toensureafairandinclusivedecision-makingprocess.
IfthegoaloftheSahuayoMuralProjectistocelebrateourculturaltiesbetweenSantaAnaandSahuayo, Mexico, thentheselectionprocessmustreflectintegrity, fairness, andtransparency. Thelackofclear documentation, unexplainedscoringdiscrepancies, andnowfurtherpublicexclusionthroughmeeting cancellationsonlyunderminetrustintheArts & CultureCommission’sabilitytomanagepublicartprojects equitably.
Iappreciateyourpromptresponseandlookforwardtoyourclarificationonthesepoints.

Lastly, I wouldliketoagaincallattentiontotheagendaof thelastArts & CultureMeetingdatedFebruary20, 2025. I amdisturbedbythefactthatCityManagerNunezwhowas present, allowedforthisprocesstoprevailknowingthatPetersonandLujan haveaprovenhistoryof dominatingcommunitydevelopmentprojects.
