Santa Ana City Council and City Manager Alvaro Nunez,
As a concerned resident of Santa Ana, I am calling on you to take immediate action to restore the integrity of our Police Oversight Commission by hiring an Independent Director without further delay.

The commission was created to ensure transparency, accountability, and justice in policing but for nearly years, it has been paralyzed due to the City' s failure to fill the Director role. In the meantime, Santa Ana police officers have shot and killed multiple residents. Without a Director, the commission cannot investigate these incidents or respond to community complaints. The Director is essential for initiating investigations, issuing subpoenas, and producing public reports— core functions that empower the Commission to hold the police department accountable. The one- year legal deadline for launching investigations is quickly approaching, risking the loss of any path toward accountability.

These delays are not just bureaucratic oversights— they have real and devastating consequences. Families are grieving, communities are demanding justice, and trust in local government continues to erode.

I urge you to act now: immediately appoint an Independent Director and ensure that funding for the position is preserved in the upcoming budget. Santa Ana' s residents have waited long enough — the time to fulfill the purpose of the Police Oversight Ordinance is now.

SANTA ANA, Calif ( KABC) -- Business owners throughout Santa Ana said the presence of Immigration and Customs Enforcement ( ICE) officers, ongoing raids and the presence of the National Guard have hurt sales as a large part of the community stays home in fear.

The presence of the National Guard outside the Ronald Reagan Federal Building and U.S.

Courthouse downtown has brought demonstrators to the area and kept customers away.

The loss has been very noticeable for Laura Diaz, the owner of the restaurant Perla. Diaz said she has seen about a 90% drop in business because of fear in her community caused by ongoing immigration raids throughout Orange County and the military presence directly in front of her restaurant since Monday night.

Tuesday morning, the calls started coming in. An event on the second floor and a large reservation, a table for a party of 25, were canceled.

Diaz said Santa Ana is a city with a large immigrant population, and all of the disturbances created by the presence of ICE and the raids have left the entire community shaken." Current military policies offer no reassignmentpath, even for those still capableof serving in support or administrative roles.

The# ReasonableRanks campaign seeks to reform this system by aligning military discharge practices with ADA protections and Equal Protection Clausestandards, ensuring that injured but capable troops are not unfairly removed from service.

The City of Corona recently issued a formal Letter of Support for the campaign ( attached), recognizing that this issueaffects military families acrossSouthern California. We arenow requesting the samefrom the City of SantaAna, a city known for its strong commitment to equity, inclusion, and veteran support.

Whileyouhavefinallyspokenpubliclyinsupportof theresidentsmostimpacted, yourwordsfelthollow. They lackedtheempathy, urgency, andemotionalweightthatthemomentdemands. Supportwithoutcompassionis performative. Thiscommunitydeservedto seeamayorwhonotonlyacknowledgestheirsufferingbutwho visiblystandsin solidaritywiththem—notonewhodeliversdetachedstatementsasif checkingapoliticalbox.

I join the many residents and community members calling for the removal of Immigration and Customs Enforcement ICE), U.S. Border Patrol, the Department of Homeland Security, the National Guard, and any of there federal agencies assisting in the kidnapping of our community members and militarizing the city we love and call home. These agencies are imposing unnecessary psychological ( mental health decline, stress, fear, etc) and even physical harm ( shooting rubber bullets, throwing tear gas at people practicing their first amendment right) and financial insecurity( not going to work in fear of facing ICE/BP/ DHS) in our community. Anyone from and who lives in Santa Ana has sense the instantaneous shift in our community since these agencies entered our community— empty streets, fear of going to get ones' going to work and/ or getting essentials, wanting to leave the state, etc. I join and reaffirm the demands to Mayor Amezcua and the rest of the city council to remove these harmful federal agencies that do nothing but invoke violence from our community. I also want to express my extreme disappointment and frustration with the lack of care and solidarity from Mayor Valerie Amezcua. It is embarrassing to call her our mayor, especially as she uses her family members' migration stories only when it' s convenient for her, but stays silent when the community needed her support, and when she did finally speak it was heartless and too late. Mayor Valerie Amezcua needs to be held accountable for her lack of leadership for those most vulnerable in our community. Mayor Amezcua, your lack of action to protect our community is shameful and at the very least to even save any ounce of integrity you may have left, you must resign to hold yourself accountable for not being capable of leading this city with love, grace, strength, and bravery in tumultuous times. Instead you are complicit with the harm those most vulnerable have been facing everyday. All of the city council members must act to not only ensure that these agencies leave our cities but to leave knowing that they are not welcome here. The council must also act to provide support and care to those directly impacted by recent these inhumane raids we have all witnessed throughout our city. Do better.

Furthermore, I request that the City of Santa Ana defend the first amendmentrights of its constituents and demilitarize the Santa Ana PoliceDepartment. I witnessednumerous instancesin which law enforcementfired rubber bullets, usedflash grenades, and deployedtear gas against peacefulSanta Ana protesters. Locallaw enforcementused excessiveforce, hurt and endangeredSanta Ana residents, and causeddamagesto local businesses. The Santa Ana PoliceDepartment should protect its residents, not endanger them.

Lastly, I write to demandthat Valerie Amezcuaresign her position as mayor of the City of Santa Ana. Her dangerouswords and inaction endangeredthousandsof Santa Ana residents. Amezcuaissueda statement that criminalized local protesters, cowardlyhid for three days, and only retracted when public opinion resoundinglyopposedher actions.

Wedo not want a mayor that is absent during times of crisis and only showsup for photo oppsto save face. We need a mayor that actually caresfor their constituents.

Amezcuais not fit to be Santa Ana's mayor and should resign.
