Within a month, Santa Ana Police Department ( SAPD) officer Luis Casillas killed two people, one unarmed. In a recent third incident, Casillas is alleged to have taken part in the beating of a 15-year- old during an arrest, according to the child and his mother. The California Department of Justice ( CA DOJ) is investigating the first incident, where officers Casillas and Isaac Ibarra killed Noe Rodriguez with a barrage of gunfire on December 1st, 2024. Rodriguez was unarmed.

On January 1st, 2025, Casillas killed again, shooting Henry Gonzalez Jr. who was holding his mother at knifepoint.

In the January shooting, Casillas and an unidentified SAPD officer approached the driveway where Gonzalez held his mother. According to edited body- worn camera footage published on SAPD's youtube channel, Gonzalez' s mother repeatedly told officers that Gonzalez wanted to kill himself. As Casillas approached them at gunpoint, he repeatedly told Gonzalez to " let go of her" and that he was going to " get shot." According to SAPD, Casillas shot Gonzalez once in the head. He died on January 4th.

Police spokesperson Natalie Garcia stated in the video that officers also shot Gonzalez with a 40mm projectile after the headshot because Gonzalez was alive and still had the knife in his hand. The 40mm weapon is the same weapon used against protestors.

Garcia stated via email that both shooting incidents are under " active investigation" and that they are " limited in what [ they] can share at this time to preserve the integrity of the review process."
Garcia did not respond to a follow up question about whether it is typical for officers who are being investigated to remain on patrol. She also did not respond to a follow up question about a now- deleted video of a recent incident that involved the alleged beatdown of a 15year- old that Casillas and an unidentified officer arrested.
2 Santa Ana city spokesperson Paul Eakins did not respond to repeated requests for comment.

Calls For Transparency And
Accountability Grow
Casillas and Ibarra have become the focus of a community effort to hold the department accountable for its violent incidents. In recent months, statements calling for Casillas and Ibarra to be put on leave without pay have been circulated online, in- person and during council meeting public comments.

The Community Service Organization Orange County ( CSO OC) has been on the forefront of this effort. They have organized protests calling for the jailing of Casillas and Ibarra. They have also utilized SAPD officer headshot photographs, released by SAPD through a public records request, to make sure community members know exactly who killed Rodriguez.

David Pulido, an organizer with CSO OC, stated via phone interview, " All of our demands and the direction that our struggle, our campaign takes is based on what the family wants."
Pulido said via text later that their most recent demands are that Casillas and Ibarra be "fired from SAPD, and that the officers be jailed." Their efforts have not gone unnoticed by the city' s largest political player: the Santa Ana Police Officers Association ( SAPOA) and its controversial president, John Kachirisky.

On May 27th, 2025, the SAPOA sent a letter to the mayor, city council and posted it on social media. The letter referred to a "so- called ' community organization"' transparency and accountability efforts as "manufactured outrage", despite people protesting in solidarity with the calls to hold Casillas and Ibarra accountable.
3 The letter goes on to refer to the use of public records — names, photos and badge numbers of the cops — as "troubling" and implies that all of that is "personal information."
The letter also took issue with Council member Johnathan Hernandez referring to killer cops as "judge, jury and executioner" at a recent council meeting in May, calling the language "inflammatory."
The SAPOA' s letter made no mention of the various gang- like paraphernalia distributed by members of the SAPID that contain skulls, grim reapers, swords and scythes. The gang- like paraphernalia is also distributed to people who show loyalty to the SAPID or SAPOA'. The now- disbanded Major Enforcement Team ( MET) that operated like a gang within the department had members sharing skull tattoos with the group' s initials. MET members, including now- Commander Oscar Lizardi, sexually assaulted a child at a local restaurant in 2020. The incident, known as The Culichi Town Incident, was allegedly covered up by SAPD' s current chief, Robert Rodriguez, who was then head of the internal affairs division.

These issues have consistently appeared in court documents filed by attorneys representing current and former SAPDofficers who have allegedly faced retaliation within the department.

The SAPOA did not respond to repeated requests for comment.

Via phone interview, Hernandez stated, " For a city like Santa Ana to allow for accountability to take place, I think step one is making sure that those who are being investigated are not working in the public." All other council members and the mayor did not respond to various emails requesting comment.

Despite numerous completed investigations about the shooting of unarmed individuals, the CA DOJ has declined to hold any police officers criminally culpable since the start of its AB 1506 efforts. Despite the CA DOJ' s active investigation — that could open the door to criminal prosecution of Casillas and Ibarra — SAPD has kept them working in the public.

It is unclear what Casillas' role was in the hospitalization of the 15-year- old child during the arrest. After Inadvertentbegan asking for body- worn camera footage of the early- June incident, which SAPDhad already posted publicly on their instagram account, the post was deleted and the city has refused to answer questions about it.
5 I
Andres Aguilar, known locally as "Chonchis", admitted he provides support" after being asked about what he did to earn three challenge coins from the SAPOA during his time working at a nightclub. An instagram story he shared publicly displayed the coins with the caption GETTING THINGS DONE."

Dear Mayor Amezcua, this Kathleen Fowler. I have been living in Santa Ana on the corner of 21st and Forest Ave. For 38 years. The past 4 years we have been enduring the loud explosions that are extremely loud and have even ruined our family holiday. They already have started and we have had to already tranquilize our dog. I have read that Riverside county has been using drones to catch these people breaking the law. Is there anything that you could do to help us enjoy our 4th if July again? Thank you. Kathy Fowler

Attention: This emailoriginatedfrom outsideof City of SantaAna. Usecautionwhenopeningattachmentsor links.

SANTA ANA, Calif. - The family of a 14-year-old boy stabbed to death at Santa Ana High School last month are filing a legal claim against the school district, alleging it created a dangerous environment that led to the student' s "preventable death."
What we know:

The recently filed claim alleges that the Santa Ana Unified School District " failed to provide adequate campus security and supervision, creating a dangerous environment that led to the tragic and preventable death of Armando Morales and the stabbing injuries sustained by another student. The incident, which took place during school hours, has raised urgent questions regarding the district' s responsibility to protect its students," a statement from the family' s lawyers said.

Dig deeper:

According to the family' s lawyers, the Santa Ana Police Officers Union sent a letter to the Santa Ana Unified School District Board demanding they address certain safety needs on campus. The letter identified three major incidents involving after- school threats and assaults.

This school district has been put on notice about these red flags, these safety concerns since August of 2023, and they did nothing. They didn't have enough staff supervising the kids as they' re getting out for the day," Carrillo said. " They didn' t have enough time and attention to pay to these cases, resulting in the horrendous murder."

Attention: This emailoriginatedfrom outsideof City of SantaAna. Usecautionwhenopeningattachmentsor links.

We were against racist experimental " gang injunctions" from the very beginning. We fought said " gang injunctions" and the blanket criminalization of our People every step of the way. 20 years later, We Never Forget how detrimental this resulting police state is to our Children. How we were affected by their " gang injunctions". They separated us from our own Families, right here in the good of U.S.A.

Ya Basta!
Orange County District Attorney' s Office Proactively Files Motion to Dissolve 13 Active Civil Gang Injunctions
Legacy# Criminalization Valerie Amezcua
Santa Ana — The Orange County District Attorney' s Office has proactively filed a motion to dissolve 13 active gang injunctions against 317 individuals across Orange County from being restricted by the injunctions' requirements, including associating with known gang members and wearing known gang clothing, in a specific area claimed by a criminal street gang. The injunctions were implemented between 2006 and January 2015.

Assembly Bill 333, enacted on January 1, 2022, significantly narrows what can be legally considered a " pattern of criminal gang activity' under Penal Code § 186. 22 and changes the procedure for trial on gang enhancements, now requiring prosecutors to provide evidence of a pattern of criminal gang activity involving more than one gang member."

Attachments: IMG_5789jpeg; IMG_5788jpeg; IMG_5939jpeg Attention: This email originated from outside of City of SantaAna. Use caution when opening attachmentsor links.

Hello dear Hon. Mayor Amezcua, Hon. Councilmember Phil Becerra, and all honorable city council members, I' m following up from my prior email sent last week with GREAT news— the City of Irvine just issued us an " International Yoga Day Proclamation" ( retroactively dated to Yoga Day which is June 21) at their Tues 6/ 24 city council meeting! This win was spearheaded by Hon. Councilmember William Go, and unanimously voted yes on by Mayor Larry Agran and all the remaining city councilmembers, for which our Indian community and Irvine residents are so deeply grateful.

In these difficult times, culture is and needs to be our ultimate unifying strength, and the Indian community humbly requests our elected city, county, and state officials to recognize yoga as the gift to all who are suffering and need respite with immediate, mindful solutions rooted in our ancient wisdom" technologies". This would be achieved through Santa Ana city council issuing an international yoga day proclamation following Irvine' s footsteps; I'll be happy to provide the specific wording shortly in a subsequent follow- up email.

With hundreds of millions of worldwide yoga practitioners and followers, traditional Indian yoga, meditation, and pranayama breathing techniques are proven to be the best well- being tools with a plethora of scientific evidence proving innumerable physical and mental health benefits. These mindful practices can be done anywhere and can never be taken away from anyone, even in the most challenging and distressing of circumstances.

For tens of thousands of Santa Ana residents who derive benefits of practicing yoga in all your community centers, gyms, and more, we request Santa Ana City Council to recognize and honor this fact by placing this proclamation as an additional agenda item at this coming Tuesday, July 1 city council' s meeting. Even though I' m an Irvine resident, I will be attending the meeting to give public comment on this item if it' s added to the agenda or ends up being a non- agenda item. I would love to be able to bring others with me also for more public comments if you can confirm agendizing this proclamation, for which our Indian diaspora community would be so grateful! I' ll follow up shortly with the wording for this Yoga Day proclamation for your ease, please don' t hesitate to reach me for any questions about wording and to confirm that we can place it on the Tuesday July 1 meeting agenda.

Many thanks in advance and warm regards,
Aarti Chopra

1 Subject: IMP: Int' I Yoga Day Proclamation Request for Tues. 7/ 1, 5: 30 p.m. Santa Ana city council meeting! To: < aulmer@santa- ana. org>, < pbacerra@santa- ana. org> Hello Hon. Councilmember Phil Bacerra, Exec. Asst. Anna Ulmer, and all honorable Santa Ana city councilmembers and Mayor Valerie Amezcua,
Hope you' re all doing well. Councilmember Phil Bacerra, it was my absolute pleasure to meet and speak with you once again this past Saturday at the Filipino Independence Day celebration at IVC; our pictures are attached below for your reference.

This is my personal, cordial invitation to you, honorable mayor, and all council members from me, Aarti Kaushal Chopra, and my organization " Be Sanskriti Legacy'. You may know that June 21st has been designated by India and the UN as International Day of Yoga for the past 11 years, which also falls on the first day of summer and the equinox. Hundreds of millions of people practice ancient Indian yoga around the world and also thousands right here in the beautiful city of Santa Ana, especially at the Delhi Center( which has regularly held weekly Indian Bollywood classes since 2020!) and other community centers; these yoga offerings have yielded countless, invaluable physical and mental health benefits for all those practicing traditional Indian yoga.

I' m a long time Indian American community leader who proudly speaks fluent Spanish, Hindi, and Punjabi, spent 10 years as a special ed teacher in wonderful Santa Ana Unified School District( 1998- 2007), a well- known mental health advocate, a proud new member of the OCHCC (my podcast interview comes up on Wed. 7/ 9/ 25 from 12- 1 PM), and a practitioner and promoter of all things traditional Indian and multi- cultural. With this vast experience, I' m happy to request Santa Ana city council to agendize an item on the Tues July 1st city council meeting at 5:30 p.m. for presenting the Santa Ana community with an International Day of Yoga proclamation; this can even be preemptively issued this month itself dated on June 21, 2025.

My organization Be Sanskriti Legacy and many traditional yoga organizations would humbly receive this proclamation on behalf of this beautiful city' s Indian diaspora residents, Santa Ana' s residents, and many spiritual and international humanitarian leaders. The other global organizations represented that I have close connections with and who would also be represented at this proclamation presentation would be Isha Foundation founded by Sadhguru, and Art of Living founded by Guru Sri Sri Ravi Shankar. Both are extremely popular global spiritual visionaries, international humanitarian and peace leaders. I frequently visit and volunteer regularly at both of their LA Centers ( in Canoga Park and Downtown LA/ USC, respectively), and have attended many of both of their yoga, meditation, and conscious breathing programs. In fact, I just saw and met Sadhguru at his new" Death" book release event with over 3000+ people in attendance at the Dolby Theater, Hollywood this past Tuesday( photo below).

I' m pleased to share that my city of Irvine ( with one of the largest Indian diasporas in the entire nation!), under the initiative and vision of yoga- practicing Councilmember William Go, has already issued this same Int' I Day Of Yoga proclamation dated June 21, 2025, which will be presented this coming Tuesday June 24th at the Irvine City Council meeting. I' m also thrilled to share that the city of Redlands has already issued this proclamation; I am attaching the wording below approved by yoga advocacy organizations for your reference. I' ll be happy to work on finalizing the appropriate city of Santa Ana yoga proclamation wording with you as well.

Finally, my organization is planning a yoga event in Santa Ana on the beautiful patio of Royal Khyber restaurant, owned by my long- time uncle and aunt Arun and Urmil Puri, right across from South Coast Plaza next to Antonello' s. The current dates and times available would be from 5: 30- 8: 30 PM on either:

Sunday, July 13
or
Thursday, July 17th ( preferred date to allow enough time for event promotion, as it' s 4 weeks from today) 2 Proposed agenda would be:
5-30- 6. 00 p. m. Light bites, networking, and all Yoga attendees get settled 6- 7 p. m. Yoga/ meditation/ breathing instruction by a seasoned, traditional Indian yoga instructor
7-8. 30 p.m. Light, delicious Indian refreshments ( especially for vegetarians and vegans); networking
If City of Santa Ana could actually consider sponsoring this event in partnership with my organization, that would make the city look so incredible! Please let me know which of the above 2 days work for all or most of the city officials' attendance either at the beginning, middle, or end, where this proclamation can also be presented. Additionally, I' m hoping that Royal Khyber' s owners will become a new member of the Santa Ana Chamber of Commerce, then we could even potentially do their ribbon- cutting at this yoga event itself with even greater city and more elected officals' presence, presenting such an incredible photo opp!
Millions of people around the world will gratefully value this coveted proclamation coming from this beautiful, global, multicultural city of Santa Ana, also the downtown center of our beautiful Orange County! Please don' t hesitate to call me as soon as possible with any questions; I eagerly await an update on the City Of Santa Ana issuing this international Yoga day proclamation for the first time ever, and the yoga + networking event at Royal Khyber restaurant on the above proposed July dates.

Sincere warm regards,

Mayor Valerie Amezcua, I am not sure if you received my first email, but as a resident of Santa Ana I am so frightened of these illegal fireworks!!!! Something has to be done. Every single night they are coming from Pacific Ave and 21st and also Tamy Lane and 21st street. Can the police or Fire Dept make their presence known?? Thank you.

Man repeatedly hit with baton by masked federal agent in Santa Ana Witnesses used a cellphone to capture another violent confrontation with what appears to be masked federal agents in Santa Ana a little more than a week after the father of three U. S. Marines was seen beaten into submission.

This incident, less than two and a half miles from where Narciso Barranco, a landscaper, was repeatedly struck and arrested after federal authorities claim he assaulted them with a weed trimmer, reportedly unfolded at around 2:30 p.m. Sunday at the intersection of Warner Avenue and Main Street. https:// ktla. com/ news/ local- news/ man- repeatedly- hit- with- baton- by- masked- federal- agent- in- santa- ana/ Santa Ana to Support Immigrants; Responds to ICE Raids After Demands for Mayor to Resign https:// voiceofoc. org/ 2025/ 06/ santa- ana- to- support- imm igrants- responds- to- ice- raids- after- demands- for- mayor- to- resign/
