Assembly Bill 1303, authored by Assemblymember Avelino Valencia, reinforces privacy protections by prohibiting the California Public Utilities Commission, service providers, and third-party administrators from sharing subscriber data with government agencies, including immigration authorities, unless compelled by a court-issued California warrant or subpoena. AB 1303 affirms California’s values of inclusion and digital equity while addressing concerns that prevent eligible individuals from applying to the program. The bill is supported by The Utility Reform Network (TURN) and aligns with the City’s efforts to protect the rights and privacy of its most vulnerable populations.
