Subject: CalTrans Funded Program for fencing and other improvements Attention: This email originated from outside of City of SantaAna. Use caution when opening attachmentsor links.
I read about the recent program that will enable the City to construct fencing, along freeways and riverbeds, as a means to address some of the issues brought forth by encampments.
Can a new fence be constructed for the Metro East Residents under this program, funded with CalTrans' money?
At Metro East Senior Apartments, the senior citizens are very vulnerable. The 5 South runs along the east side of the development.
There have been encampments reported under the underpass.
The fencing that is in place belongs to Caltrans, but that was used for construction as a means to physically define the CalTrans easement line.
I have made several efforts to have this address and each time CalTrans has refused to respond.
First they said they were not responsible, then they made a repair, then they said they are not responsible.
The last response I received via AM Valencia is that CalTrans does not have the budget.
Our elected AM has issues helping seniors as it means he will have to " pick winners and losers" his words in writing).
Thanks,
VICTOR D MENDEZ

Santa Ana parents protest as city considers granting exclusive field access to a private youth soccer club
But residents expressed concerns the negotiations have taken place in private and are driven by a personal relationship between La Academia leadership and City Councilmember David Penaloza. In a city where green space is in short supply, they worry restricting field access to a private group would come at the expense of opportunities for the rest of the city' s youth.
City Manager Alvaro Nunez did not respond to requests for comment but said during Tuesday night' s Council meeting that no deal is set in stone.
Advocates are concerned that the deal may never reach a public meeting since the city manager is authorized to sign contracts of up to $ 50, 000 without the need for Council approval."

Subject: Formal Complaint Regarding Harassment, Retaliation, and Request for Official Record Dear City Clerk Hall,
I am submitting this formal complaint to bring to your attention ongoing harassment, retaliation, and unsafe living conditions at Fairhaven Apartments, managed by Essex Property Trust. Despite repeated attempts to resolve these issues with property management and city staff, the problems continue.
The issues include:
Persistent noise harassment and intimidation from neighboring units.
Unauthorized entries and inconsistent communication from management.
Longstanding structural damage and electrical hazards that have not been properly addressed.
City responses that appear dismissive or incomplete, leaving me without meaningful protection.
I have already reached out to the Mayor, City Council, City Manager Alvaro Nunez, Santa Ana City Hall, Code Enforcement, and the City Attorney' s Office. I am now submitting this message to the City Clerk' s Office so it may be formally logged into the City of Santa Ana' s official records.
I respectfully request that this complaint be documented and acknowledged in the public record. Please also confirm receipt so I know it has been officially recorded.
Thank you for your attention to this matter.
Sincerely,
Donna Kenefick

Grand Ave, Apt 229) Attention: This email originated from outside of City of SantaAna. Use caution when opening attachmentsor links.
Dear City Leadership,
I am submitting the following request for administrative review regarding Case CP25-02191 and Citation AC 252521a for 2601 N. Grand Ave, Apt 229 ( Fairhaven Apartments). The letter below explains multiple inconsistencies and concerns about the integrity of the record.
Please confirm receipt and advise on next steps for review.
I am requesting an administrative review of Code Enforcement Case CP25-02191 and Citation AC 252521a for Fairhaven Apartments ( 1300 Fairhaven Ave/ 2601 N. Grand Ave, Apt 229).
Specific problems:
Two pages of the citation are hand- marked " 6/ 21/ 25 VOID," yet the City database logs multiple violations and inspections.
The Addendum lists only SAMC 41- 1304( c) ( lighting shields), while the City' s own case description also lists " ceiling separation and structural damage." Those items are omitted from the citation packet.
The case shows " Date Closed: 06/ 02/ 2025," which is before the listed compliance date of 06/ 16/ 2025.
On 05/ 29/ 2025 the officer states an administrative citation for exterior lighting was issued; on 05/ 30/ 2025 ( night) another note states there is " no indication of excessive/ hazardous lighting." There is no written reconciliation explaining the change.
The packet contains duplicate forms, blank signature lines, and standard " pay/ appeal" language even though no fine was assessed— suggesting the packet was never properly completed.
Condition of the record: The 11- page packet I received is physically torn and folded in several corners and appears incomplete, with duplicate boilerplate pages. The handwritten " VOID" markings raise further concern that the record was not preserved or maintained with the integrity required for an official enforcement action.
Requested actions:
1. A written explanation of why the citation was marked " VOID," who approved that action, and why the case was closed before the compliance deadline.
2. Confirmation whether the lighting violation remains a violation, whether shielding was required/ installed, and the results of any follow- up night inspections.
t
3. Clarification of the handling of the " ceiling separation/ structural damage" allegations— why they appear in the case description but not in the citation packet.
4. A corrected and complete record, or a formal statement acknowledging the deficiencies and steps the City will take to remedy them.
5. Preservation of all related records ( litigation hold).
I am prepared to provide the 11- page packet and database screenshots I received, which reflect the issues above.
Sincerely,
Donna Kenefick

Subject: SantaAna officials returned a $7M state grant for youth programs without telling the City Council
Attention: This emailoriginatedfrom outsideof City of SantaAna. Usecautionwhenopeningattachmentsor links.
The city of Santa Ana gave up a $ 7 million grant from the state of California that would have created after- school programming and child care facilities — all outside the public eye and without consulting or informing the City Council. The move now is raising questions on why the city gave up on the much- needed funding for its youth.
Furthermore, with the potential for a reduction in the city' s sales tax revenue, the financial outlook does not indicate sufficient capacity to make the necessary physical improvements and sustain the program if restricted funding is reduced or eliminated," Nunez wrote to the council.
City Councilmember David Penaloza said he supports the city' s decision to give up on the money. https:// Iaist. com/ news/ politics/ santa- ana- officials- returned- state- grant- youth- programs- city- council i

Subject: ICEkidnap 2 resident workers Bristol Car Wash Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
My name is Jackie Cordova. I am a resident of Santa Ana I am calling to register an employee complaint.
Yesterday morning ICEonce again raided Bristol Car Wash and kidnapped 2 workers there. Santa Ana PD never showed up. But the residents did. All they could do is watch armed terrorists kidnap family members.
A 13-year- old boy was killed and several other teens were hospitalzed after a mass shooting in a Santa Ana neighborhood.
The young boy killed in a shooting in Orange County earlier this week has been identified by family members as a " loving, protective and bright" teen.
The youngest of the group, a 13-year- old, was shot in the upper torso and pronounced dead at the scene by first responders,
While officials did not provide the decedent' s name, he was identified in a GoFundMe as Adrian Torres.
On September 2nd I did file an employee complaint with Daniel Durham City of Santa Ana human resources department. I never heard back from him.
Dear City of Santa Ana,
This is an employee complaint lodged against Alvaro Nunez, city manager and politician David Penaloza.
For the loss of a $ 7 million youth grant
For not informing the city about the loss of a $ 7 million youth grant For withholding cannabis funds
For taking politicians whose political PAC money is from Santa Ana Police and Orange County Sheriff For behind the back dealings
For bearing false witness
For siccing your police on us in riot gear and tanks and bombs and guns multiple times do you harm us Alvaro Nunez
For not protecting us against masked ICEkidnappers
We are not safe with Lou Correa and Alvaro Nunez. David Penaloza cannot get the job done.
Santa Ana California
They arrived and surrounded us all, and they took away two boys from here," said car wash manager Jose Morales. " One is from Puebla and one is from Nicaragua, and we feel very sorry for them because they are our workers."

Subject: General Public Comment for City Council: OC Animal Care abandonment of cats.
Attention: This email originated from outside of City of SantaAna. Use caution when opening attachmentsor links.
Voice of OC, September 16, 2025
What' s Going On With the Cat Colonies at Cypress College? https:// voiceofoc. orq/ 2025/ 09/ whats- going- on- with- the- cat- colonies- at- cypress- college/ Excerpts ( from the last section of the article):
Still No Catch & Release Program for Orange County' s Cats These programs— known as trap, neuter and return ( TNR) — release unowned cats back where they were found after a spay or neuter to prevent the community cats from having more litters.
While it' s commonly offered across the state and nation, Orange County' s animal shelter continues to refuse to offer this kind of service.
Activists have spent years calling for the shelter to reinstate TNR in order to help reduce the increasing number of kittens and feral cats on the streets.
A recent San Diego Superior Court ruling found the San Diego Humane Society' s catch and release program is legal as long as it remains only for community cats with no signs of ownership— since releasing lost or abandoned pets is still considered animal abandonment.
OC Animal Care also does not accept healthy stray cats into the shelter and directs people who have trapped a healthy stray cat to return it where it was found.
To the Voice of OCarticle, I personally want to add this:
This shows exactly what happens without TNR: You get conflict. In one corner, the people who are troubled by cat colonies and want them to " go away'. In the other corner, people who don' t want cats to suffer and want to continue to give them food and water. TNR is the solution compatible with both concerns and the humane treatment of the cats. TNR stops the proliferation of cats in a humane way. No cat is killed, but the population goes down overtime.
OC has the audacity to use" abandonment" as the excuse, when what it' s doing is abandonment by proxy: By telling people to put cats back where they found them, OCAC is contributing exactly to the problem we see in Cypress College.
Are you going to continue tolerating the inhumane conditions of cats in your city? Or are you going to ask OCAC to do its job?
Why should you renew the contract( which runs out next year), if OCAC is failing? 1 Flores, Dora

Subject: SOCCER FIELD ACCESS ISSUES- LA ACADEMIA
Attention: This email originated from outside of City of SantaAna. Use caution when opening attachmentsor links.
Dear Mayor and Council members,
My name is Eder Arreola. I am originally from Chino Hills, and I was fortunate to play soccer at UCLA, in Major League Soccer, Liga MX, and with the U.S. National Team. Soccer has given me opportunities that changed the course of my life, and I know firsthand how powerful the game can be when youth are given the right environment and support.
I am writing in support of La Academia, a nonprofit organization that is doing incredible work for the young people of Santa Ana. I have seen up close the challenges this community faces — many of the city' s most talented players have historically been forced to leave Santa Ana in search of better opportunities elsewhere. La Academia is addressing that gap directly, building a pathway right here at home so kids can stay in their community and still dream big.
What concerns me is that their work is being jeopardized by limited access to fields. This is not just a La Academia issue it' s a challenge that impacts all user groups. But La Academia' s approach, their mission, and their results show that they are truly trying to uplift the entire community, not just their own program.
I believe this is a pivotal moment for Santa Ana. By ensuring that organizations like La Academia have fair and consistent access to fields, the City will be investing in something far greater than soccer. You will be investing in keeping kids engaged, motivated, and on a pathway that can lead to college, professional opportunities, and most importantly, positive growth as individuals.
La Academia is not asking for exclusivity or to shut others out. They are asking for a fair chance to continue their mission.
I urge you to support them and to work toward a system that allows all organizations to thrive while putting the needs of Santa Ana' s youth first.
Thank you for your time and for your dedication to the community.
Sincerely,
Eder Arreola

Subject: SOCCER FIELD ACCESS ISSUES - LA ACADEMIA
Attention: This email originated from outside of City of Santa Ana. Use caution when opening attachments or links.
Dear Mayor and Council members,
My name is Victor Munoz. I grew up in the Real Madrid academy system, represented Spain at the youth national team level, played collegiately at UCLA, and went on to a professional career in Major League Soccer. Today, I work as a FIFA agent representing players around the world.
I am writing to you in strong support of La Academia, a nonprofit soccer program in Santa Ana that is creating life- changing opportunities for local youth. Their work is deeply important because, for too long, talented players from Santa Ana have had to leave their community in search of opportunities elsewhere. La Academia is changing that by building a pathway right at home.
I can personally attest to the caliber and seriousness of their program. This November, I will be hosting La Academia' s U19 team in Spain for an exclusive soccer and cultural experience. Their players will compete against top youth academies in Madrid and Valencia, while also learning from tours of stadiums ( Real Madrid and Valencia), cities, and cultural landmarks. This type of experience is rare, and it demonstrates La Academia' s commitment to developing not only elite soccer players but also well- rounded young men and women.
However, I am aware that La Academia' s efforts are being challenged by limited field access in Santa Ana. This is not a problem unique to them, but their mission and the doors they are opening for local youth make them an organization worth supporting. With fair and consistent access to fields, La Academia can continue providing life- changing opportunities for kids who otherwise might not have access to this level of development.
Santa Ana has the talent. What is needed is the support and infrastructure to keep that talent here and to help it flourish. By working with La Academia and ensuring they can continue their work, the City will be investing in its youth and setting an example for what is possible when sport is used as a bridge for education, culture, and growth.
Thank you for your time and for your commitment to the young people of Santa Ana.
Sincerely,
Victor Munoz Martianez

DearSantaAnaCouncilMembers,
I hopethismessagefindsyouwell. I am writingto expressmy deepappreciationfor therolethatyouthsports— particularlytheAlbion SantaAna Soccer Program— playin ourcommunity, andto sharehowprofoundlythegamehas impactedmy son, William’s, development.
Soccerhasbecomemorethanjusta sportfor my son; it is a cornerstoneof hisgrowth. Throughpractices, games, and teaminteractions, hehaslearneddiscipline, resilience, andthevalueof hardwork. He hasdevelopedfriendshipsthat havetaughthimempathyandteamwork, andhe hasgainedconfidencethatextendsfar beyondthefield.
In a worldwherescreensanddistractionsareeverywhere, soccerhasgivenhima healthyoutletfor energyandemotion.
It hashelpedhimstayactive, focused, andengaged. I haveseenfirsthandhowthestructureandcamaraderieof thesport haveshapedhis characterin waysthatschoolalonecannot.
HisCoach, Evi Serrano, hasbeenmorethana teacherof thegame. Hehasbeena mentor, a motivator, anda steady presencein my son’s life. Througheverypracticeandmatch, hehasinstilledvalueslikediscipline, teamwork, and perseverance. Hehashelpedmy sonnavigatechallengesbothonandoff thefield, encouraginghimto believein himself andto pushthroughsetbackswithresilience.
It is rareto findsomeonewhocanconnectwithkidsin sucha meaningfulway. Thecoach’s guidancehashelpedmy son growmoreconfident, morerespectful, andmoredetermined—notjustasanathlete, butasa youngpersonfindinghis placein theworld.
We arefortunateto havepassionateindividualslikeCoachEvi, andall thecoachesat Albion, in ourcommunity, butthey needthecity’s support. I hopeyouwill continueto investin youthsportsinfrastructure—especiallysoccer—so thatmore childrencanbenefitfromthekindof mentorshipandstructuremy sonhasreceived.
I urgeyouto continuesupportingandinvestingin youthsoccerprograms, fields, andfacilitiesfor ourkids. These resourcesarenotjustrecreational—theyaredevelopmental. Theyprovidea safespacefor childrento grow, learn, and thrive. Formy sonandmanyothers, socceris a lifelineto a brighter, morebalancedfuture.

To the Honorable City of Santa Ana Council Members,
As active members of the Centennial Neighborhood Association in conjunction with Valley Adams NA, Laurel Hurst and Shadow Run NA, we are in agreement with the recommended action by the city of Santa Ana Planning Commission to deny the appeal of applicant No. 2025- 01, thereby revocation of the Land Use Certificate No. 2003- 03 for Money for Cans at 2610 W. Edinger Avenue. We speak for our community members to advocate for student' s safety, wellbeing and quality of life preservation. The city of Santa Ana could serve all of us tremendously by denying the appeal of business Money for Cans" which was not supposed to have been granted approval for such practice in the first place. Our community has endured enough for years!!! This business has countless violations. In addition, it attracts homelessness, filth, multitudes of waste, crime, noise pollution, obnoxious odors, dangerous pedestrian blockages, and it poses dangerous electrical hazards in addition to all the violations listed below. WE SAY NO MORE!! The basis for revocation stems from the facility' s documented violations of municipal codes and operational standards, including non- compliance with size limitations, setback requirements, and proximity to residential areas.
Additionally, observed violations related to waste storage, property maintenance, and electrical hazards pose significant risks to public health and safety. The evidence clearly demonstrates that the business operation violates the terms outlined for small collection facilities, justifying revocation. These violations show a persistent failure to adhere to regulations essential for maintaining community well- being and orderly development. The facility' s continued operation in its current state poses ongoing risks to public health, welfare, and safety, and necessitates immediate action to protect the community' s well- being.
For your review. The city' s Revocation Analysis proves the consistent failures by" Money for Cans: As the planning commission stave report stated, the facility consistently failed to adhere to the standards for small collection facilities outlined in SAMC Section 41- 1253. The violations contradict the terms under which the LUC was originally granted, demonstrating a disregard for applicable regulations. Following the December 12, 2024, hearing regarding the Notice of Revocation, the PBA Director made the following findings upon reviewing Code Enforcement Division' s Compliance Inspection reports:
1. SAMC Section 41- 1253 ( 1)— Commercial Compliance: The facility was not " established in conjunction with an existing commercial use which is in compliance with all applicable zoning, building and fire code requirements."
2. SAMC Section 41- 1253 ( 2) - Size Limitation: The facility exceeds the allowable 500 square feet by using the east side yard for trash bin storage and relying on an electrical wire crossing from a neighboring residence.
3. SAMC Section 41- 1253 ( 3) - Setback: The facility is located within 50 feet of the terminus of Stanford and King Streets, violating setback standards.
4. SAMC Section 41- 1253 ( 6) - Container Standards: Trash bins on the east side of the property are not covered when the attendant is absent, failing to meet container standards. i
5. SAMC Section 41- 1253 ( 7) - Storage of Recyclable Material: Trash bins used for recyclable material storage are left uncovered when unattended, violating storage standards.
6. SAMC Section 41- 1253 ( 8)— Maintenance Standards: The exterior property, parking areas, and premises are not maintained in a clean, safe, and sanitary condition, requiring pressure washing and cleaning.
7. SAMC Section 41- 1253 ( 11)— Proximity to Residential: The facility abuts residential property within five feet and is also located within 100 feet of residentially zoned or occupied property. The PBA Director dismissed the citation for operating beyond allowed hours, as the Business Owner provided evidence of updated, compliant business hours.
8. SAMC Section 41- 1253 ( 12) - Signage: Signs are located inside container doors and are not visible when closed. The facility lacks signage stating that materials cannot be left outside the recycling enclosure or containers.
In conclusion, we demand the complete revocation of this business once and for all and reparation of the area!!! We have suffered enough and need justice in our community NOW! Respectfully,
Centennial Neighborhood Association
Laurelhurst Neighborhood Association
Shadow Run Neighborhood Association
