Santa Ana City Council,
Mayor Amezcua and Santa Ana City Council,
I am writing to urge the City Council to continue and expand the Ayuda Sin Fronteras Program by allocating an additional $ 500, 000 to $ 900, 000, with at least $ 500, 000 being allocated for the 2024- 2025 fiscal year.
It is imperative that the City of Santa Ana expand financial relief for residents impacted by recent U. S. Customs and Border Protection ( CBP), U. S. Immigration and Customs Enforcement ( ICE), and U. S. Department of Homeland Security ( DHS) actions. The show of force by these agencies most recently on October 19— which resulted in the detention of Santa Ana residents on our own streets— makes this support both urgent and essential.
Since its launch in July 2025, the program has proven to be a lifeline for families struggling to pay rent, utilities, and groceries. With 101 households and 198 individuals already assisted and funds exhausted after just three months, the need for expanded emergency aid remains urgent and growing. Additional funding would ensure continued support through the remainder of the fiscal year and reaffirm the City' s commitment to immigrant families during this difficult time.
We urge the Council to revisit the original $ 1 million proposal, using funds from the $ 74 million reserve fund, as previously recommended on the dais by members of the Council. We also recommend prioritizing households with lower income— especially those earning under 60, 000 annually— to ensure equitable distribution of funds.
Strengthening the Ayuda Sin Fronteras Program is a tangible step toward building a compassionate, responsive city that puts people first. I strongly urge you to vote in favor of expanding and funding this critical program.

Strengthening the Ayuda Sin Fronteras Program is a tangible step toward building a compassionate, responsive city that puts people first. I strongly urge you to vote in favor of expanding and funding this critical program.

RE: Item 17— Ayuda Sin Fronteras Program— Tenant Assistance Update Mayor Amezcua and Members of the Santa Ana City Council, On behalf of Chispa,we urge the City Council( Council) to continue the Ayuda sin Fronteras Program Program) with an additional allocation of$ 500, 000 to $ 900, 000— with at least$ 500, 000— being allocated for the 2024-2025 fiscal year. It is imperative that the City of SantaAna( City) expand financial support and relief for residents impacted by recent U. S. Customs and Border Protection( CBP), U.S.
Immigrations and Customs Enforcement( ICE), and U.S. Department of Homeland Security (DHS) immigration raids and actions. The show of force by these agencies on Sunday, October 19 as they kidnapped Santa Ana residents of our City streets is only the beginning, the need for your support to expand the Program is urgent and dire as we expect the attack on Santa Ana' s immigrant community to increasein the coming days and months.
Since its launch in July 2025, the Program hasproven to be a lifeline for City families impacted by the immigration raids who are struggling to pay for housing, utilities, or afford basic necessitiessuch as groceries. With 101households and 198individuals already assisted, the need for expandedemergency aid remains urgent and growing. At the time of its approval the Council expresseduncertainty over the level of community need or willingness to apply, there should be no uncertainty now. The Program' s funds were exhausted in about 3 months, with many households being unable to apply because there were no additional Program resources and others still awaiting a status update on their applications. Program awarenesshas increasedsince July and the needhas only grown, we can saywith certainty that any additional funding will be quickly spentdown by the Program and any uncertainty this Council had on this Program has been addressed.
We urge the Council to increasefunding for the Program by at least$ 500,000 to ensurecontinued support through the rest of the fiscal year. We encouragethe Council to return to their original$ 1 million proposal by identifying funds from the City' s $74 million reserve fund, as previously recommended on the dais by members of the Council. Expanding the fund would reflect the true scale of community need and reaffirm the City' s commitment to standing by immigrant families during this difficult time.
This Program builds upon existing infrastructure that delivers aid quickly and effectively to those most in need. Additional funding would enable the Program to reach more households at a time when 10E' s $75 billion budget and intensified enforcement activity are expected to create unprecedented demand for local assistance.
We also recommend that the Council update the Program criteria to prioritize householdswith the greatest financial need, ensuring greater equity in the distribution of funds. This includes clarifying eligibility thresholds so that the Program primarily supportshouseholdswith lower incomes such asthose that would be considered acutely low- income, extremely low- income, or very low- income— those earning less than $ 60, 000 annually— who are highest at risk of housing instability and economic insecurity following immigration enforcement actions that disrupt households. Strengthening the Program is a tangible step toward building a more compassionate and responsive city— one that puts the needs of its residents first.
For these reasons, we strongly urge the Council to direct staff to expand and fund the critical Ayuda Sin Fronteras Program, ensuring our communities continue to receive the emergency support they urgently need.
Sincerely,
Bulmaro Vicente
Policy and Political Director

I work in Santa Ana and I have seen the community members I work with face so much adversity this year. This program is the least the city can do to protect its most vulnerable community members!
