RESOLUTION NO. 2026-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA TO EFFECT CERTAIN CHANGES TO THE CITY’S
CLASSIFICATION AND COMPENSATION PLAN AND
RECOGNITION OF SALARY FOR THE PREVIOUS ACTING
CITY CLERK
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS:
Section 1.
determines, and declares as follows:
The City Council of the City of Santa Ana (“City”)hereby finds, A. Section 1004 of the City Charter of the City requires the City Manager to prepare, install,and maintain a positionclassificationand pay plan subjectto civilservice rules and regulations and the approval of the City Council.
B. It is the City’s practice to assign job titlesthat reflect the duties and responsibilitiesof the classificationand are consistentwith other classifications withinthe City’sorganizationalstructure,as well as comparable job titlesinthe labor market, while maintaining internalpay equity relationshipsand attracting and retainingqualifiedcandidates.
C. The City Council regularlyamends the City’sclassificationand compensation plan for allfull-timeand part-time classificationsof officersand employees of the City of Santa Ana.
D. On April21, 2026, the City Council approved a salary adjustment forthe City Clerk to $215,004 annuallyeffectiveApril21, 2026.
E. Pursuant to approval by the CityCouncil on December 20, 2022, Senior Deputy City Clerk, Norma Orozco, temporarily served the City in the roleof Acting City Clerk, retroactiveto September 1, 2022 through February 26, 2023.
F. During thistemporary service to the City,Ms. Orozco received a monthly salary of $13,250.00.
G. CaliforniaCode of Regulations (CCR) Section 570.5 requires an acting city clerk for the City Council to take formal action to ensure that the compensation for an employee acting a temporary or interim position is recognized by CalPERS forretirementpurposes. CCR Section 570.5 requiresthatallpublicly available pay schedules, includingthose fortemporary or interim appointments, be approved by the governing body, listedwith a specificpay rate,and posted publicly.

H. Itisnow desired to amend the City’sclassificationand compensation plan to reflectthe previouslyapproved changes to the City Clerk’ssalary and provide the publiclyavailablepay schedule forthe priorActing City Clerk.
The Santa Ana City Council hereby approves an updated Salary Schedule forthe Council Appointee unit,attached to thisresolutionas ExhibitA, reflecting classificationand compensation amendments per previously approved City Council agreements and amendments to agreements, and does hereby amend the Salary Schedule to include "Acting City Clerk" ,grouped by employee unitas recommended by the CaliforniaPublic Employees' Retirement System (“CalPERS”), and incompliance with CalPERS and Title2 of the CaliforniaCode of Regulations section 570.5.
Section 2.
This Resolution shalltake effectimmediately upon itsadoption by the City Council, and the City Clerk shall attest and certifythe vote adopting this Resolution.
