3. 2025 URBAN WATER MANAGEMENT PLAN AND WATER
SHORTAGE CONTINGENCY PLAN
Recommended Action: Informational Item
MINUTES: Heidi Chou, Principal Civil Engineer, presented the item. Engineer Chou reviewed the key points of the presentation, with particular focus on the impending submission to the State of the City of Santa Ana's 2025 Urban Water Management Plan and Water Shortage Contingency Plan. A public hearing will be held on May 19, 2026, and the City is on track to submit the report on July 1, 2026. Engineer Chou mentioned that the Water Shortage Contingency Plan now needs to be a separate, stand-alone document, although Santa Ana does not expect shortages in the near future. Included in the presentation were water use and supply projections through 2050; water conservation target compliance; a water supply reliability assessment through 2050; and an update on the City's water use efficiency programs.
