DISCUSSION
The City of Santa Ana's water treatment and distribution system is critical infrastructure that relies on a Supervisory Control and Data Acquisition (SCADA) network to provide real-time monitoring and control of water system operations. The SCADA system includes programmable logic controllers (PLCs) and related control system components across the City’s water facilities. Public Works Agency (PWA) continues to strengthen the security of these systems through ongoing cybersecurity assessments, network segmentation between business and control system networks, continuous security monitoring, and hardening of control system devices, consistent with federal cybersecurity guidance for the water and wastewater sector.
The California Governor's Office of Emergency Services (Cal OES) administers federal

homeland security and preparedness grant funding in California and serves as the State Administrative Agency for grant programs funded by the U.S. Department of Homeland Security. In January 2026, Cal OES issued a Notice of Funding Opportunity for the Federal Fiscal Year 2024 State and Local Cybersecurity Grant Program (SLCGP). The SLCGP provides up to $250,000 to state and local governments to address cybersecurity risks and strengthen the security and resilience of information systems and critical infrastructure.
In March 2026, PWA submitted a Notice of Interest to Cal OES requesting $250,000 in SLCGP to support cybersecurity upgrades to the City’s water system network. The grant requires the City to provide a minimum of 30% in matching funds. Based on the total project cost of $357,143, the City’s required match is $107,143 which will be provided from the City’s Water Enterprise Fund.
In August 2026, the City received notification of the successful grant subaward. As a condition of the award, the City must adopt a resolution formally accepting the Cal OES grant award and designate an Authorized Agent to execute the Grant Subaward agreement. Staff recommends that the City Council adopt the resolution accepting the $250,000 SLCGP grant award for Water Systems Cybersecurity Upgrades and authorize the City Manager to serve as the City’s Authorized Agent for purposes of executing the grant agreement and related documents necessary to receive and administer the grant funds.
