DISCUSSION
The Public Works Agency oversees the maintenance and improvements of the City's park facilities to ensure they remain safe, functional, and accessible for the public.

Cabrillo Park is a neighborhood park in Santa Ana that provides recreational opportunities for residents through amenities including sports fields, playgrounds, picnic areas, walking paths, and a concession and restroom building that supports daily park activities and community use.

The existing restroom and concession building at Cabrillo Park has reached the end of its useful life and requires significant improvements to meet current Americans with Disabilities Act (ADA) accessibility standards and current building codes. City Council approved a capital improvement project to upgrade the Cabrillo Park restroom and concession building as part of the fiscal year 2026/27 Budget and Capital Improvement Program. The project includes renovation of the existing 490 square foot restroom and

625 square foot concession facilities; utility investigations and upgrades; selective demolition, structural, civil, architectural, plumbing, electrical, and mechanical improvements; replacement of approximately 3,800 square feet of adjacent sidewalk; and associated site restoration. The project will also include evaluation of restroom configurations during the design phase to determine the most appropriate layout for accessibility, functionality, maintenance, and long-term community use. Construction activities will be coordinated to minimize disruptions to park patrons and will include temporary public restroom facilities, accessible pedestrian access, and site security throughout construction. Upon completion, the improvements will provide a modern, code-compliant, and accessible facility that enhances the overall functionality and user experience at Cabrillo Park.

Staff recommends awarding an agreement to the highest-ranked firm, A’s Construction (Exhibit 1). A’s Construction has completed similar public works projects for other agencies, including restroom and ADA renovations for the City of Long Beach and City of Santa Monica, and a community center renovation for the City of Placentia that included new restrooms and a kitchen/concession area, demonstrating relevant experience with restroom, ADA, concession, and other public facility improvements. A’s Construction has previously performed work as a prime contractor for the City of Santa Ana within the past two years, including the Civic Center Wayfinding and Bristol-Edinger Parking Lot Resurfacing and Restriping projects, which were satisfactorily completed, and has also served as an on-call PCC and asphalt contractor.
