NOTICE OF PUBLIC HEARING

BEFORE THE CITY COUNCIL OF THE CITY OF SANTA ANA, CA
The City of Santa Ana encourages the public to participate in the decision-making process. The following notice is being provided so that you can ask questions, make comments, and stay informed about projects that might be important to you. We encourage you to contact us prior to the Public Hearing if you have any questions.

NOTICE IS HEREBY GIVEN - The City Council of the City of Santa Ana will hold a public hearing to receive public testimony and will take action on the items described below.

Project Location: 4320 West First Street and 201 South Mountain View Street, located within the General Commercial (C2) and within the Light Industrial (M1) zoning districts.

Project Applicant: Storm Bird of Storm Properties, Inc. (Applicant), on behalf of Santa Ana MV LLC (Property Owner)
Proposed Project: The Applicant is requesting approval of: (1) General Plan Amendment (GPA) No. 2026-01 to redesignate the land use of the subject property from General Commercial (GC) and LowMedium Density Residential (LMR-11) to Urban Neighborhood-Low (UN-20); (2) Amendment Application (AA) No. 2026-03 to change the zoning designation from General Commercial (C2) and Light Industrial (M1) to Specific Development No. 98 (SD-98) and adopt the SD-98 zoning district; (3) Vesting Tentative Tract Map (VTTM) No. 2025-04 (County Map No. 19391) to create condominium lots; and (4) Density Bonus Agreement (DBA) No. 2025-04 to memorialize the Project’s density bonus and concession pursuant to State Density Bonus Law. The proposed Project would redevelop the property with a 61-unit, for-sale townhome community. As a housing development project, the application is also being processed pursuant to California Senate Bill 330 (Housing Crisis Act of 2019), as amended.

Environmental Impact: Pursuant to the requirements of the California Environmental Quality Act (CEQA) and the CEQA Guidelines, an Initial Study and Mitigated Negative Declaration (IS/MND) has been prepared for the project. The IS/MND’s Notice of Intent (NOI) was posted to the County Clerk on May 5, 2026, for the required 30-day public comment period, between May 5, 2026 through June 4, 2026. The City of Santa Ana has determined, based on the IS/MND, that the project will not have a significant effect on the environment with implementation of the recommended mitigation measures.

The IS/MND is available to the public for review at City Hall at 20 Civic Center Plaza, Santa Ana, California, 92701 and on the City’s website at https://santa-ana.gov/1st-and-mountain-view-townhomedevelopment/ Action Taken by the Planning Commission on September 14, 2026: Adopted a resolution approving a concession or reduction of development standards pursuant to state density bonus law to be memorialized in Density Bonus Agreement (DBA) No. 2025-04, as conditioned, and recommended City Council approval of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program (SCH No. 2026050141), General Plan Amendment (GPA) No. 2026-01, Amendment Application (AA) No. 2026-03, and Vesting Tentative Tract Map (VTTM) No. 2026-04, as conditioned.
