IMPLEMENTATION PHASING AND MONITORING
Implementation is anticipated to occur through a phased and data-driven approach rather than through a single citywide transition. Phasing will allow the City to establish the necessary policy, technology, administrative, and enforcement framework before fully implementing program changes, while providing opportunities to evaluate actual permit demand, parking conditions, compliance, and program costs. This approach will allow enforcement and other resources to be scaled over time based on demonstrated need and available program revenues, while maintaining continued public outreach and stakeholder engagement.
