DISCUSSION
The Public Works Agency, Parks, Fleet, and Facilities Division (PWA) oversees the maintenance and improvements of all City parks. El Salvador Park operates as a multifunctional open space for local sports and citywide events. The eight-acre park includes various amenities, such as picnic areas, basketball courts, and multipurpose fields and playground for youth.
Agreement for the El Salvador Park Sports Lighting Project October 6, 2026
In collaboration with Parks, Recreation, and Community Services Agency (PRCSA) staff, PWA staff evaluated the park’s lighting needs and identified a need to retrofit the lights and add new area and playground lighting. New lighting will extend playtime into the evening hours for community programs and children enjoying the playground, while providing after-hours area lighting that deters illegal activities. Staff proposes installing state-of-the-art, energy-efficient LED light fixtures and poles designed and manufactured by Musco Sports Lighting, LLC, consistent with LED sports lighting equipment recently installed throughout the City’s park system. The proposed lighting system includes a 25-year warranty, thereby reducing long-term maintenance cost.
Musco Sports Lighting, LLC has successfully completed multiple sports lighting projects throughout the City, including Memorial Park, Thornton Park, Dan Young Soccer Complex, George Upton All Access Playground and Basketball Courts, Santa Ana Stadium, Santiago Park, and Centennial Park. For each of these projects, Musco has delivered on schedule, adapted to changing conditions, and provided energy-efficient systems that reduce maintenance needs while minimizing light spill into adjacent neighborhoods. Their responsiveness and collaboration with City staff has resulted in quality improvements that continue to serve the community.
Santa Ana Ordinance No. NS-3041 authorizes the City to utilize contracts from any public agency employing a competitive bid process. Sourcewell Contract No. 041123- MSL with Musco Sports Lighting, LLC was awarded as a result of open, competitive bidding and meets the City’s requirements. Staff recommends awarding an agreement to Musco Sports Lighting, LLC to provide LED sports lighting at El Salvador Park (Exhibit 1).
Project Schedule and Contract Time
The project completion date is June 2027, barring unforeseeable conditions such as rain, natural disasters, or other delays beyond the control of the City and of the Contractor. The contract time for this project, from design to construction completion, is approximately one-year, as specified in the proposal documents. The actual completion date will depend on material procurement timelines and any unforeseen delays. The proposed agreement includes a one-year extension option to provide flexibility should additional time be needed to complete the project due to unforeseen conditions. Based on a typical project timeline, the estimated project completion is provided below.

FISCAL IMPACT
With the approval of the requested appropriation adjustment, a portion of the accumulated fund balance will be appropriated for spending in the Residential Development District 1, Improvements Other Than Building expenditure account (31113260-66220). The spendable portion of the fund balance is estimated at $1,379,688 as of June 30, 2026, which is sufficient to allow for the recommended appropriation of $295,238. Any remaining balances not expended at the end of the fiscal year will be presented to City Council for approval of carryovers into Fiscal Year 2027-28.
Additionally, as part of the City’s Fiscal Year 2025-26 year-end carryforward process, $458,881 from the Cannabis Public Benefit Fund will be brought forward for City Council consideration and approval for carryover into Fiscal Year 2026-27. The spendable portion of the fund balance is estimated at $15,193,275, which is sufficient to support the proposed carryover.
