TOPIC: Purchase Order Contract for Fire Hydrants and Parts

AGENDA TITLE
Purchase Order Contract with Ferguson Enterprise, LLC for Fire Hydrants and Parts (Project No. 26-6428) (Specification No. 27-017) (Non-General Fund)

RECOMMENDED ACTION
Authorize a Purchase Order to Ferguson Enterprises LLC for Fire Hydrants and Parts, in an amount not to exceed $508,821.

GOVERNMENT CODE §84308 APPLIES: No

DISCUSSION
The Public Works Agency (PWA) maintains over 4,900 fire hydrants. Staff conducts routine fire hydrant inspections to identify units requiring repair or replacement. Based on inspection results, infrastructure age, operational considerations, and planned capital improvements, staff prioritizes hydrants for replacement on an ongoing basis. All fire hydrants are inspected on an annual basis. On average, 104 fire hydrants are repaired and 25 fire hydrants are replaced annually.

On June 4, 2024, City Council approved issuance of $40 million in Water Revenue Bonds, Series 2024, to finance the design, acquisition, and construction of improvements to the City’s water system. A budget of $600,000 was allocated for Project No. 26-6428, Fire Hydrant Improvements to support the replacement and upgrade of aging fire hydrants. This funding allows staff to procure additional fire hydrant assemblies and accelerate the replacement of aging and leaking fire hydrants.

Invitation for Bids (IFB) No. 27-017 was advertised on August 12, 2026 on the City’s online bid management and publication system, Planetbids. A summary of vendor participation and results is as follows:

2 Bids Received from Santa Ana Vendors
Bids were opened on September 3, 2026 and evaluated (Exhibit 1). Five bids were submitted by the IFB deadline and all were determined to be responsive to the specifications and met the City’s requirements.

Staff recommends awarding a purchase order contract to the lowest responsive bidder, Ferguson Enterprises, LLC. Ferguson Enterprises, LLC has been a longtime supplier of plumbing parts, waterworks materials, and fire hydrants to the City. Approval of the purchase order contract will allow the City to purchase fire hydrants and related accessories, which will be installed by PWA staff. The replacement of these fire hydrants support the continued reliability and functionality of the City’s water distribution system.

ENVIRONMENTAL IMPACT
There is no environmental impact associated with this action.

FISCAL IMPACT
Funds were budgeted and available in the following account for use in Fiscal Year 2026-2027 and will be carried forward for use in Fiscal Year 2027-2028, subject to City Council approval of the carryover.
