DISCUSSION
City Council previously awarded separate Purchase Order Contracts to five (5) of the vendors listed above for maintenance, repair, and operational supplies. These contracts are available for use by City departments; however, they were established at different times and have different scopes of goods that may be purchased.

Staff recommends terminating the five (5) existing contracts and replacing them with new citywide contracts that establish a consistent scope of goods across all vendors. This would simplify contract administration and expenditure tracking and provide departments with consistent purchasing options across the approved vendors.

The proposed action would also add three (3) new vendors: Ganahl Lumber Company, Global Equipment Company Inc., and Lowe’s Home Centers LLC, providing City departments with a total of eight (8) approved suppliers. Having multiple vendors with a consistent scope of goods would provide departments with greater flexibility to purchase needed supplies based on pricing, product availability, and operational needs.

The five (5) existing Purchase Order Contracts that would be terminated and replaced are listed below:

VENDOR COUNCIL APPROVAL DATE
Grainger Inc. June 2, 2026, Item 9
HD Supply Facilities March 7, 2023, Item 9
Home Depot February 7, 2023, Item 13
Wesco Distribution Inc. March 7, 2023, Item 9
White Cap LP March 7, 2023, Item 9
The proposed vendors provide a variety of materials, supplies, equipment, and personal protective equipment used for general maintenance, repairs, facility operations, and special projects throughout the City. The proposed Purchase Order Contracts would establish a consistent scope of goods across the vendors, making it easier for departments to identify and use an appropriate vendor for commonly needed supplies.

A summary of approximate FY 2025-26 expenditures and estimated FY 2026-27 expenditures by City department is provided below. The total estimated annual expenditure was rounded up in order to account for increase in costs over the lifetime of the contract.

On April 1, 2025, City Council approved thirteen (13) full-time positions to establish a Construction Services Section within the Public Works Agency and bring certain services that were historically contracted out in-house. As more work is performed by City staff, some costs that were previously included in contracted services will shift to the direct purchase of materials, supplies, and equipment needed to perform the work in-house. In anticipation of the re-opening of the Main Library at the end of October 2026, the increase in spend is to ensure staff can meet the operational needs of the facility going forward.

The Police Department is expecting a potential increase in usage going forward as the building continues to age and the need to perform minor building repairs increases. This shift is reflected in the FY 2026-27 estimated expenditures shown above.

Santa Ana Municipal Code, Section 2-807(d), authorizes the City to purchase against contracts from any public agency utilizing a competitive bid process. The contracts listed below were awarded as a result of open, competitive bidding, and meet the City’s requirement. By leveraging the procurement power through cooperative purchasing, the City of Santa Ana is able to obtain nationally vetted, high quality products at competitive volume pricing, and is in accordance with the City’s existing Purchasing Guidelines.
