Discuss and Consider Providing Direction to the City Manager to Prepare a Resolution for City Council Consideration Supporting Mobilehome Owners’ Rights and Requesting that the California Department of Housing and Community Development (HCD) Investigate Allegations of Landlord Harassment, Intimidation, Retaliation, and Attempts to Unlawfully Acquire Residents’ Homes
DISCUSSION
Mobilehome communities provide an important source of affordable housing for Santa Ana’s working families and seniors. Residents who own their homes deserve protection from alleged landlord harassment, intimidation, retaliation, and efforts to force them out or take ownership of their property.
The City Council should adopt a resolution supporting mobilehome owners and requesting that HCD investigate allegations of unlawful landlord practices and potential violations of California’s Mobilehome Residency Law. The resolution should also call for stronger enforcement of existing housing protections, protection against retailiation, and access to legal assistance for affected homeowners.
