Planning Commission Staff Report
September 14, 2026
Topic: General Plan Amendment No. 2024-01 – 10th and Flower Street Park (915, 921, and 925 N. Flower Street, 841, 842, 843, 848, and 852 N. Garnsey Street, and portions of W. Tenth Street and N. Garnsey Street)

RECOMMENDED ACTION
Recommend that the City Council adopt a resolution approving General Plan Amendment No. 2024-01 to re-designate the project to Open Space (OS) and update associated figures and table data of the City’s General Plan.

EXECUTIVE SUMMARY
The City of Santa Ana is requesting Planning Commission recommend that the City Council adopt a resolution (Exhibit 1) adopting General Plan Amendment (GPA) No. 2024-01 for the approximately 1.2-acre property located 915, 921, and 925 N. Flower Street and 841, 842, 843, 848, and 852 N. Garnsey Street and including portions of W.

Tenth Street and N. Garnsey Street. The proposed project would re-designate the General Plan land use designation of 915, 921, and 925 N. Flower Street and 841, 842, 843, 848, and 852 N. Garnsey Street from Professional and Administrative Office (PAO) to Open Space (OS) and the portions of W. Tenth Street and N. Garnsey Street from undesignated right-of-way to OS to reflect the intended use of the property as a new public park (“10th and Flower Street Park”), and update associated figures and tables of the City’s General Plan.

Project Background
On May 17, 2022, the Santa Ana City Council adopted a citywide Parks Master Plan (PMP) with goals established to develop parkland within a 10-minute walk for all residents and provide three acres of parkland per 1,000 residents citywide. Within the PMP, the City identified the project site (labeled as the “10th and Flower Street Park”) as the future location for a new park intended to create a recreational amenity in a “park gap” area. As part of implementation of the PMP, the City acquired the respective parcels along with the existing single-family residences at 841 and 843 N. Garnsey Street; these homes were demolished in 2025. Project funding, an Initial Study/Mitigated Negative Declaration, Mitigation Monitoring and Reporting Program, and a construction contract were approved and awarded by City Council on October 15, 2024. Construction of the 10th and Flower Street Park commenced in June 2026 and is anticipated to be completed by March 2027.

GPA No. 2024-01 – 10th and Flower Street Park Project (915, 921, and 925 N. Flower Street; 841, 842, 843, 848, and 852 N. Garnsey Street; and portions of W. Tenth Street and N. Garnsey Street)

Analysis
The OS designation provides for recreational and green spaces, including parks, commercial open space, and public facilities, and would align the General Plan land use designation with the site’s future use as a neighborhood park. The re-designation to OS will support several goals and policies of the General Plan. The OS designation ensures that residents have access to a diversity of land uses, including sufficient open space in the form of a neighborhood park in an area that is currently underserved, thereby promoting equitable creation and distribution of open space (Goal OS-1: Policies OS-1.4 and OS-1.5; Goal PS-1: Policy PS-1.2; Goal LU-1: Policy LU-1.3; and Goal LU-2: Policies LU-2.3 and LU-2.9). Furthermore, the designation encourages positive community interactions and neighborhood pride (Goal CM-3: Policy CM-3.5) and promotes a clean, safe, and creative environment for Santa Ana’s residents (Goal LU-3: Policy LU-3.7).

In accordance with Section 27-12 of the Santa Ana Municipal Code (SAMC), staff recommends that the Planning Commission recommend that the City Council adopt a resolution approving General Plan Amendment (GPA) No. 2024-01 to re-designate the land use of the project site from Professional and Administrative Office (PAO) to Open Space (OS).

Public Notification and Community Outreach
Project notifications were posted, published, and mailed in accordance with City and State requirements. Copies of the public notice, including the 2,000-foot notification radius map and site posting, are provided in Exhibit 4 and consistent with all requirements. At the time this report was printed, no issues of concern had been raised by the public regarding the requested action.

A Notice of Intent (NOI) to adopt a Mitigated Negative Declaration was published in the Orange County Register and mailed to property owners and occupants within a 2,000- foot notification radius. The NOI welcomed public commenting from Wednesday, September 4, 2024, and concluded on Friday, October 4, 2024. Additionally, Tribal consultation was conducted pursuant to Assembly Bill (AB) 52 and Senate Bill (SB) 18 with Tribes identified by the Native American Heritage Commission. The NOI was also filed with the California State Clearinghouse and the Orange County Clerk-Recorder’s Office.

The NOI identified the availability of the Draft Initial Study/Mitigated Negative Declaration and provided details on where electronic copies could be accessed on the City’s website, as well as the locations where hard copies were available for public review, including the Public Works Agency counter.

ENVIRONMENTAL IMPACT
In accordance with the California Environmental Quality Act (CEQA), the City of Santa Ana, acting as the Lead Agency, previously prepared and adopted an Initial Study and Mitigated Negative Declaration (IS/MND) on October 15, 2024 for the 10th and Flower Street Park Project (SCH No. 2024090074), and a Notice of Determination (NOD) was filed on October 16, 2024. The City has reviewed and considered the environmental effects of the project as shown in the previously adopted IS/MND, including the proposed General Plan Amendment. The proposed General Plan Amendment is within the scope of the previously adopted IS/MND, and none of the conditions set forth in CEQA Guidelines Section 15162 requiring a subsequent of supplemental environmental document exist. There are no substantial changes to the project or circumstances, and no new information of substantial importance that would require subsequent environmental review. Furthermore, the proposed project would not have a significant effect on the environment with implementation of the previously adopted mitigation measures identified in the IS/MND and Mitigation Monitoring and Reporting Program (MMRP).

FISCAL IMPACT
There is no fiscal impact associated with these actions.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS:

Section 1. The City Council of the City of Santa Ana hereby finds, determines and declares as follows:

A. The Planning and Building Agency (PBA) has requested approval of General Plan Amendment No. 2024-01 to change the General Plan land use designation of 915, 921, and 925 North Flower Street and 841, 842, 843, 848, and 852 North Garnsey Street (APNs 005-142-02, 005-142-03, 005-142-34, 005-142-35, 005-142-47, 005-142-48, 005-142-49, and 005- 142-58) (“Property”) from Professional and Administrative Office (PAO) to Open Space (OS) and update associated figures and table data of the City’s General Plan to reflect this change in relationship to construction of a new neighborhood park (“Project”).

B. On May 17, 2022, the City adopted the Parks Master Plan, which identified the Property for future development of a public park.

C. On September 14, 2026, the Planning Commission of the City of Santa Ana held a duly noticed public hearing and voted to recommend that the City Council adopt a resolution approving GPA No. 2024-01.

D. On October 6, 2026, the City Council of the City of Santa Ana held a duly noticed public hearing to consider all testimony, written and oral, related to GPA No. 2024-01, at which time all persons wishing to testify were heard, the Project was fully considered, and all other legal prerequisites to the adoption of this resolution occurred.

Section 2. The General Plan Amendment consists of amendments to the Community Element, Mobility Element, Open Space Element, Public Services Element, Land Use Element, and Urban Design Element, as shown in Exhibit A, attached hereto and incorporated herein by reference.

Section 3. The City Council hereby finds that the proposed General Plan Resolution No. 2026-XXX

Page 2 of 5 ends

Amendment is compatible with the objectives, policies, and general plan land use programs specified in the General Plan for the City of Santa Ana in that:

A. The City of Santa Ana has officially adopted a General Plan.

B. The land use authorized by the General Plan Amendment, and the General Plan Amendment itself, are compatible with the objectives, policies, general land uses, and programs specified in the General Plan, for the following reasons:
i. The proposed General Plan land use designation for the project site is Open Space (OS), which is intended to accommodate recreational and green spaces, including parks, commercial open space, and public facilities.
ii. The Project aligns the land use designation with the planned construction of a new neighborhood park and is well suited for and complementary to the established residential uses in the surrounding area.
iii. The Project will support several goals and policies of the General Plan by ensuring that residents have access to a neighborhood scale public park in an underserved area (Goal OS-1: Policies OS-1.4 and OS-1.5 and Goal PS-1: Policy PS-1.2), encouraging positive community interactions and neighborhood pride (Goal CM-3: Policy CM-3.5), promoting the equitable creation and distribution of open space (Goal LU-1: Policy LU-1.3), providing a diversity of land uses, including sufficient open space, for residents, visitors, and businesses (Goal LU-2: Policies LU-2.3 and LU-2.9), and promoting a clean, safe, and creative environment for Santa Ana’s residents (Goal LU-3: Policy LU-3.7).

Section 4. The GPA will not adversely affect the public health, safety, and welfare in that the GPA will not result in incompatible land uses on adjacent properties, inconsistencies with any General Plan goals or policies, or adverse impacts to the environment.

Section 5. In accordance with the California Environmental Quality Act (CEQA), the City of Santa Ana, acting as the Lead Agency, previously prepared and adopted an Initial Study and Mitigated Negative Declaration (IS/MND) for the 10th and Flower Street Park Project (SCH No. 2024090074), and a Notice of Determination (NOD) was filed on October 15, 2025. The City of Santa Ana has reviewed and considered the environmental effects of the Project as shown in the previously adopted IS/MND, including the proposed General Plan Amendment. The City has determined that the proposed General Plan Amendment is within the scope of the previously adopted IS/MND, and none of the conditions set forth in CEQA Guidelines Section 15162 requiring a subsequent of supplemental environmental document exist.

Based on the whole of the administrative record, including the previously adopted Initial Study, Mitigated Negative Declaration, and Mitigation Monitoring and Reporting Program, the City Council finds that there are no substantial changes to the Project or Resolution No. 2026-XXX

Page 3 of 5 ends

circumstances, and no new information of substantial importance that would require subsequent environmental review pursuant to CEQA Guidelines Section 15162, and that the proposed Project would not have a significant effect on the environment with implementation of the adopted mitigation measures, and hereby reaffirms reliance upon the previously adopted IS/MND and MMRP in conjunction with approval of this resolution.

Section 6. The City Council of the City of Santa Ana, after conducting the public hearing, hereby approves General Plan Amendment No. 2024-01, attached hereto as Exhibit A and incorporated herein by this reference, subject to compliance with the Mitigation Monitoring and Reporting Program. This decision is based upon the evidence submitted at the above said hearing, which includes, but is not limited to: the Request for Planning Commission Action dated September 14, 2026; the Request for Council Action dated October 6, 2026, and exhibits attached hereto; and the public testimony, written and oral, all of which are incorporated herein by this reference.
