NOTICE OF PUBLIC HEARING
BEFORE THE CITY COUNCIL OF THE CITY OF SANTA ANA, CA
The City of Santa Ana encourages the public to participate in the decision-making process. The following notice is being provided so that you can ask questions, make comments, and stay informed about projects that might be important to you. We encourage you to contact us prior to the Public Hearing if you have any questions.
NOTICE IS HEREBY GIVEN - The City Council of the City of Santa Ana will hold a public hearing to receive public testimony and take action on the items described below.
Project Location: 915, 921, and 925 N. Flower Street and 841, 842, 843, 848, & 852 N. Garnsey Street (APNs 005-142-02, 005-142-03, 005-142-34, 005-142-35, 005-142-47, 005-142-48, 005-142-49, and 005-142-58), located within the Professional (P) zoning district, and portions of W. Tenth Street and N. Garnsey Street.
Project Applicant: City of Santa Ana
Proposed Project: The City of Santa Ana is requesting approval of General Plan Amendment (GPA) No. 2024-01 to amend the existing General Plan land use designation from Professional and Administrative Office (PAO) to Open Space (OS) for the properties addressed as 915, 921, and 925 N. Flower Street and 841, 842, 843, 848, and 852 N. Garnsey Street, and designate portions of W. Tenth Street and N. Garnsey Street OS to facilitate the construction of a new public park (“10th and Flower Street Park Project”).
Environmental Impact: In accordance with the California Environmental Quality Act (CEQA) and the CEQA Guidelines, the City of Santa Ana, acting as the Lead Agency, previously prepared and adopted an Initial Study/Mitigated Negative Declaration (IS/MND) for the 10th and Flower Street Park Project (State Clearinghouse No. 2024090074), and a Notice of Determination (NOD) was filed on October 16, 2024. The City of Santa Ana has reviewed and considered the environmental effects of the project as shown in the previously adopted IS/MND, including the proposed GPA. The City has determined that the proposed GPA is within the scope of the previously adopted IS/MND, and none of the conditions set forth in CEQA Guidelines Section 15162 requiring a subsequent or supplemental environmental document exist. The IS/MND is available on the City’s webpage at https://santa-ana.gov/documents/new-park-at-10th-st-and-flower-st-pdf/. A Notice of Determination, Environmental Review No. 2025-14, will be filed for the project.
Planning Commission Recommendation: On September 14, 2026, the Planning Commission recommended that the City Council adopt a resolution approving General Plan Amendment (GPA) No. 2024-01 to redesignate the project site to Open Space (OS) and update associated figures and table data of the City’s General Plan.
Meeting Details: This public hearing will be held on Tuesday, October 20, 2026, at 5:30 p.m., or as soon thereafter as the matter may be heard, in the City Council Chamber, 22 Civic Center Plaza, Santa Ana, CA 92701. Members of the public may attend this meeting in-person or join via Zoom.
