CALRECYCLE GRANTS FOR WHICH THE CITY OF SANTA ANA IS ELIGIBLE GOVERNMENT CODE §84308 APPLIES: No
DISCUSSION
The Public Works Agency (PWA) continues to focus on environmental stewardship through programs that support solid waste reduction, recycling, and other sustainability efforts. The California Department of Resources Recycling and Recovery (CalRecycle) offers various grant programs that assist local jurisdictions in implementing regulatory requirements and advancing environmental stewardship initiatives. The City has applied for and received several CalRecycle grants over the past five years, including the Senate Bill 1383 Local Assistance Grant Program. These grants provide funding to support solid waste and recycling efforts that benefit Santa Ana residents and businesses.
CalRecycle requires jurisdictions to adopt governing body resolutions establishing certain administrative authorizations as part of the application and allows jurisdictions to adopt one blanket resolution that applies to all current and future grant applications. A blanket resolution allows agencies to apply for and administer all CalRecycle grants under a single approval, removing the need to return for a new resolution every time a specific grant opens.
Resolution Authorizing Submittal of CalRecycle Grants
October 20, 2026
The City’s past authorizing resolution, Resolution No. 2021-012, has expired. To improve administrative efficiency and streamline the process, staff recommends adopting a new single resolution authorizing the City of Santa Ana to apply for and participate in CalRecycle grant programs (Exhibit 1). The resolution would replace existing resolutions related to CalRecycle grants and would be readopted every five years, as required by CalRecycle.
