DISCUSSION
The City Council regularly amends the City’s classification and compensation plan for all full-time and part-time classifications of officers and employees of the City.
The City has a need to create a Legal Records Specialist (Excepted) (UC) classification. This classification will report to the City Attorney’s Office and be represented by the Confidential Association of Santa Ana (CASA). This position will assist in responding to public records requests under the California Public Records Act (Government Code § 7920.000 et seq.). The City has received 2,877 public records requests to date in the current calendar year. This large number is part of a trend of public record requests increasing exponentially each year. The City Attorney’s Office provides legal support to all City departments. In order to support departments with legal services in responding to these requests, the City Attorney’s Office has identified the need for this classification.
