ADJOURNMENT

CITY OF SANTA BARBARA

COUNCIL AGENDA REPORT
AGENDA DATE: March 10, 2022
TO: Mayor and Councilmembers
FROM: Finance Department
SUBJECT: Budget Work Session For Fiscal Year 2023
RECOMMENDATION:

That Council hear a presentation from staff related to the development of the Fiscal Year 2023 budget and provide direction to staff.

DISCUSSION:

Last year, the staff prepared and the City Council adopted a two-year financial plan for Fiscal Years (FY) 2022 and FY2023, which includes the budget for the first year and a plan for the second year. This process has now begun for the update to FY2023, with staff from all departments diligently working on preparing their respective departmental proposed budgets for submittal to the City Administrator.

In late April, the City Administrator will present her recommended budget to City Council as required by City Charter. This will be followed by a number of public hearings during which each department will present their respective budget to the City Council and the public.

As we do each year, a budget work session will be held in advance of preparing and issuing the recommended budget to provide the City Council and the public an overview of the City’s finances, financial and budgeting challenges the City is facing, and department major work efforts. Staff will also present an overview of major economic indicators reviewed and considered, which are particularly informative for this budget cycle, as it relates to the continued economic impacts related to COVID-19. Specifically, staff will provide the City Council with a summary of the recent revenue trends, projected costs, and a long-term forecast of the City’s finances.
