Central Library Renovation Project: The project is comprised of three independently permitted Facilities Division projects: 1) the Library Plaza project will include new lighting, new planters, new drought tolerant landscaping, and a new accessible ramp connecting the upper plaza to the lower plaza with new hardscape throughout; 2) the new ADA compliant elevator project will create continuity for an accessible path of travel throughout the facility; and 3) the renovation of the lowerlevel staff area will include facility enhancements and improved circulation for business operations.
Downtown De La Vina Street Safe Crosswalks and Buffered Bike Lanes: The project will install a buffered bike lane, replacing one vehicular travel lane on De La Vina Street between Carrillo Street and Haley Street, to address collision patterns. In addition, curb extensions, high visibility signs, and pavement markings constructed along six intersections will improve sightlines and decrease pedestrian exposure to traffic by reducing crossing distance and vehicle turning speed. Desal Conveyance Main Project: The project, also known as the Desal Link Project, will install 2.25 miles of 24-inch pipe to connect the Charles E. Meyer Desalination Plant to the Cater Water Treatment Plan. When this project and other supporting projects are complete, the City will be able to distribute desalinated water to the City’s entire water service area.
Eastside Community Paseos Project: The Eastside Community Paseos Project will provide critical bike and pedestrian connections within and from the Eastside to the Downtown area. The bike-friendly route along Alisos Street will serve as a safe alternative route to the vehicular-dominated Milpas Street for families biking and walking. Green conflict striping will be added to intersections along existing bike routes on Cota Street and Haley Street. A new bike lane will be installed on Ortega Street from Chapala Street to Ortega Park and Santa Barbara Junior High.
Pedestrian improvements will include a new sidewalk along the west side of Alisos Street, in areas currently missing sidewalks, and rectangular rapid flashing beacons at the intersections of Cota Street with Quarantina and Nopal Streets, which are adjacent to Santa Barbara Junior High.
Thousand Steps Beach Public Access Stairs Improvement Project: Thousand Steps is a historic beach access stairway in the Mesa neighborhood that has received significant safety repairs and improvements. Some of those safety improvements include a new continuous handrail extending from the street level to the beach, a new concrete guardrail at the main landing mid-stairway, and the reconstruction of the lower 24 steps and installation of seven new additional steps to provide access during seasonal changes to sand level. The project is substantially complete, but a brief closure for additional work is expected in the fall of 2022 or the winter of 2023, when conditions allow access. Wastewater Main Rehabilitation 2022 Project: This project is part of the City’s annual program to maintain approximately 257 miles of sanitary sewer infrastructure by utilizing cured-in-place trenchless lining technologies. It will entail the cleaning, CCTV-ing, and trenchless rehabilitation of approximately 2.6 miles of 6-inch through 16-inch sewer pipes throughout the City, including La Marina Drive, Council Agenda Report

West Islay Street, Laguna Street, and West De La Guerra Street. It will be completed by early 2023.
Water Main Replacement FY 21A Project: The completed project will consist of replacing approximately 3.5 miles of aged and/or problematic water main pipes with PVC and ductile iron material, as well as reconnecting residential water services and fire hydrants in coordination with the installation of the new water main.
Design Projects In Progress
There are 32 CIP projects currently in the design phase. The total cost for these projects is approximately $124 million. Several projects are highlighted below:
Pedestrian and Bicycle Improvements on Cabrillo Boulevard and the Replacement of the Union Pacific Railroad Bridge Project: The Cabrillo and Los Patos Roundabout portion of the project will go out to bid in November. The improvements consist of installing a roundabout at the intersection of Cabrillo Boulevard and Los Patos Way, landscaping, and street light installation. The replacement of the UPRR bridges over Los Patos and Cabrillo are in negotiations with UPRR for review of the bridge type. The removal of the bridge over Los Patos requires an EIR. The scoping meeting for the EIR is expected to occur in late 2022. Carpinteria Street Bridge Replacement Project: The project will remove and replace the structurally deficient bridge on Carpinteria Street over Sycamore Creek with a new bridge meeting current seismic, safety, and design standards. The project will include widening the roadway width across the bridge to match approach widths; installing raised sidewalks; installing new crash-tested railings; relocating domestic wastewater, water, and gas facilities; constructing channel walls; planting landscape materials; treating stormwater; removing non-native vegetation; and revegetating adjacent creek banks. An integral part of bridge design includes performing a hydraulic analysis of the drainage area and current creek characteristics to help determine several design features of the replacement bridge.
Cater Reservoir Resiliency Project: The Cater Reservoir Resiliency Project will construct a new 2.5 million gallon finished water reservoir, or chlorine contact basin, and supporting facilities at the William B. Cater Water Treatment Plant. The project will address several operational concerns, including improving chlorine contact time for the disinfection process, providing the ability to bypass the existing Clear Well for maintenance purposes, and also enhancing the system’s resiliency by increasing storage capacity and supply balancing capabilities. The improvements will allow the existing Clear Well to be seismically retrofitted for continued reliability.
Braemar Pump Station Rehabilitation Project: The Braemar Project will replace and update the mechanical and electrical equipment at the largest and most critical lift station in the wastewater collection system. After 31 years of service, the aging mechanical and electrical equipment is nearing the end of its functional life. This Council Agenda Report

project will improve energy efficiency and provide continued environmental sustainability and reliability to the Arroyo Burro area. Desal Product Water Pump Station Upgrades Project: This project will upgrade the existing Desalination Plant’s finished water pumps to facilitate the pumping of water directly from the plant to the Cater Water Treatment Plant. The project will use the newly-installed Desal Link Pipeline, existing repurposed water transmission mains, and the forthcoming new Cater yard piping to discharge desal drinking water into the Cater Clear Well for blending and distribution. Desal Pump Platform Hardening Project: During the Desalination Plant Reactivation Project, scouring was discovered under one of the ocean raw water intake structures. There was an 18-inch gap between the bottom of the structure and the ocean floor, and only four piles were holding up the structure. A temporary support was installed during that project. This project will implement a permanent fix, including adding scour protection rocks to both intake structures. El Estero Wastewater Resource Center Chlorine Contact Chamber Rehabilitation Project: The project will rehabilitate the existing chlorine contact chamber at the El Estero Water Resource Center. Built in 1979, the contact chamber is showing signs of structural wear and requires a process shutdown to perform routine maintenance. The project will restore the process to its original design intent by allowing for temporary bypass of the chamber during maintenance and periods of low flow, without the need for shutdowns. Additionally, the project will also incorporate improvements to chemical mixing and dosing as well as operator safety when accessing the chamber.
El Estero Wastewater Resource Center Electrical Upgrades: The goal of this project is to eliminate the risk of failure at one of the City’s most critical pieces of infrastructure. Replacing the aging electrical distribution system, improving redundancy, and eliminating single points of failure will help ensure continued operation for years to come. The project potentially will increase gas production for cogenerated power, and will adress sea level rise needs. Santa Barbara Airport (SBA) Southfield Redevelopment Project: The project will reconfigure the rental car ready-return lot at the airline passenger terminal, adding roughly 60 rental car spaces and three overnight aircraft parking spaces. The project scope includes stormwater improvements and airport security improvements. Construction is anticipated to start in early 2023. SBA Terminal Expansion and Parking Structure Conceptual Design: The project is currently in the conceptual design phase. Concepts will include expanding the existing airline passenger terminal by roughly 16,000 square feet and adding a multilevel parking structure. The conceptual design phase is scheduled for completion in January 2023, with environmental review and design development to follow.
Water Main Replacement FY 2023A Project: The project will replace approximately four miles of water mains at various locations throughout the City, including Cliff Drive, State Street, and Alameda Padre Serra.
