prohibitions per SBUSD direction, and issuing citations as necessary. During the 2022 – 2023 academic school year, rangers conducted 1,612 patrols.

Junior High Afterschool Sports Program
Jointly funded since 1985 in collaboration with SBUSD, the Junior High Afterschool Sports Program is provided on all four junior high campuses. This free program is an important community service that improves overall health, promotes healthy competition, encourages teamwork, and provides essential support to families during the crucial after school hours. In Fiscal Year 2017, as a result of increased sport activities and significant participation increases, the City increased the annual contribution from $20,000 to $32,000. During the 2022 – 2023 academic school year, a total of 748 unduplicated junior high youth participated in at least one of the eight different afterschool sport opportunities.

On July 18, 2023, the Santa Barbara Unified School District Board approved the execution of these agreements with the City. These agreements are for one year ending June 30, 2024.

BUDGET/FINANCIAL INFORMATION:

Revenue and funding for these agreements is included within the adopted Fiscal Year 2024 Parks and Recreation General Fund Budget.

A copy of the agreements may be requested from the Parks and Recreation Department for public review by contacting Courtney Carlson at [email protected].

This contract will help support year-round administrative expenses for the organization. The term of the contract extends over the period of July 1, 2023 through June 30, 2024.

The organization plans the annual Summer Solstice parade along the Downtown Promenade with a creative display of floats, giant puppets, whimsical costumes and masks, involving over 1,000 parade participants. In addition to the parade, the festivities continue over the weekend in Alameda Park with live music, food, arts and crafts.

BUDGET/FINANCIAL IMPACT:

The City’s Fiscal Year 2023 budget includes $64,600 for this agreement. No additional expenditure appropriations are required.

The contract is available for review in the City Clerk’s Office at City Hall at 735 Anacapa Street or by contacting Nicole Grisanti at [email protected].

CITY OF SANTA BARBARA

COUNCIL AGENDA REPORT
AGENDA DATE: August 29, 2023
TO: Mayor and Councilmembers
FROM: Housing and Human Services Division, Community Development Department
SUBJECT: Agreement to Provide the City of Goleta with Rental Housing Mediation Services for Fiscal Year 2024 [Agreement]
RECOMMENDATION:

That Council authorize the Community Development Director to execute an agreement, subject to approval as to form by the City Attorney, to provide Rental Housing Mediation Program (RHMP) services to the City of Goleta for Fiscal Year 2024 in exchange for total compensation of $60,000.

DISCUSSION:

The City of Santa Barbara has provided the City of Goleta with contracted rental housing mediation services for 19 years. In accordance with this agreement, RHMP staff members provide consultation (specifically and expressly excluding legal advice and enforcement) regarding California tenant/landlord rights and responsibilities and fair housing. Their services include provision of general information, sample letters, printed materials on tenant/landlord rights and responsibilities, referrals to social service agencies as needed for rapid re-housing and prevention of homelessness, and staff-conducted mediations with consenting parties to resolve rental-housing disputes. RHMP staff members also conduct public speaking, outreach, and education, and carry out administrative tasks associated with the above.

This long-standing partnership has been mutually beneficial and has provided essential services to clients who face housing-related hardships. Especially important in the current rental housing market, RHMP services help prevent evictions, avoid costly litigation, and minimize homelessness.

The agreement with the City of Goleta is to provide services for Fiscal Year 2024, which began July 1, 2023, and ends on June 30, 2024.

BUDGET/FINANCIAL INFORMATION:

If approved, the City of Santa Barbara’s Rental Housing Mediation Program (RHMP) will receive $60,000 in Fiscal Year 2024 from the City of Goleta. This agreement was anticipated and is included in the adopted Fiscal Year 2024 budget.

In Fiscal Year 2022, the most recent full year of available data, Goleta residents represented 12 percent of the total clientele served. The agreement amount of $60,000 represents approximately 13 percent of the total RHMP budget. The proposed agreement provides compensation that is proportionate to the level of service provided. The agreement with the City of Goleta is essential to minimize the General Fund subsidy for RHMP and maintain longstanding partnerships with neighboring communities.

COUNCIL AGENDA REPORT
AGENDA DATE: August 29, 2023
TO: Mayor and Councilmembers
FROM: Land Development Division, Airport Department
SUBJECT: Increase in Professional Services Contract for Airport Poly- and PerFluoroalkyl Substance (PFAS) Investigation Efforts with GSI Environmental, Inc. [Agreement]
RECOMMENDATION:

That Council authorize the Airport Director to increase the existing Professional Services Agreement with GSI Environmental, Inc., in the amount of $253,000 for site investigation work necessary to implement a Poly- and Per-Fluororalkyl Substance Supplemental Work Plan approved by the Regional Water Quality Control Board.

DISCUSSION:

All commercial service airports in California, including Santa Barbara Airport, were issued an order by the State Water Resources Control Board (SWRCB) requiring development of a plan to investigate possible Poly- and Per-Fluoroalkyl Substance (PFAS) contamination. The potential contamination may have resulted from the federally mandated use of Aqueous Film Forming Foam (AFFF) containing PFAS, which is a fire retardant. AFFF is required to be used by the Airport Fire Department for testing of aircraft rescue and firefighting (ARFF) equipment, and while dispensing foam to prevent and/or suppress fire during aircraft incidents on California commercial service airports.

PFAS are fluorinated organic chemicals that have been used extensively, not only in fireretarding foam, but also in industrial processes and consumer products such as carpets, clothing, fabrics for furniture, paper packaging for food, and many other materials (e.g., cookware) that are designed to be waterproof, stain-resistant, or non-stick.

In 2021, the original contract No. 26,992 with GSI Envrionmental, Inc. (GSI) called for the performance of a site investigation and testing services in order to complete the supplemental work plan approved by the Regional Water Quality Control Board (RWQCB). The First Amendment, approved June 2022, included a performace extension to finialize work in October 2023 as well as an extended scope for additional site investigation work.

Current Status
The City, at the direction of the RWQCB, wishes to expand the scope of work under the Original Agreement to address necessary on-going testing and monitoring required as part of the Supplemental Work Plan and preparation of a final investigation report for the Regional Water Quality Control Board.

The City wishes to expand the scope of work under the original agreement to address items such as Native American archaeological monitoring services, additional groundwater samples from three off-site borings requested by the RWQCB, and monitoring well installation challenges due to geological conditions. Additional tasks associated with Task 3 of the original contract have also affected the scope of work and budget. These changes include unstable weather conditions causing delays in drilling, increasing the depth and development of monitoring wells, and lab turnaround time increasing. Additional modifications include surface soil sampling within the former firefighting training area and additional costs associated with the extra sampling such as disposal, remediation services, and filters.

GSI has extensive experience in testing and analyzing PFAS. GSI has performed previous PFAS testing at the Airport and is familiar with the property and the potential for contamination. Based on their experience and familiarity, Airport staff recommends that Council authorize the Airport Director to increase the existing professional service agreement 26,992 for $204,100 and amended $648,173 with GSI for an increased amount of $253,000 for a new total amount of $1,105,273 under the current contract. This amendment is necessary to perform site investigation work to meet the schedule from delays and also comply with RWQCB data requests.

A copy of the agreement with GSI may be requested from the Airport Department for public review; please contact [email protected] to request a copy.

COUNCIL AGENDA REPORT
AGENDA DATE: August 22, 2023
TO: Mayor and Councilmembers
FROM: Facilities Division, Airport Department
SUBJECT: Approval of Purchase Order to John Bean Technologies (JBT) Jetway Systems to Provide Passenger Boarding Bridge Parts and Equipment RECOMMENDATION:

That Council find it in the City's best interest to waive the formal bid process, as authorized by Municipal Code Section 4.52.060.H., and authorize the City General Services Manager to issue a Purchase Order to John Bean Technologies (JBT) Jetway Systems for providing parts and equipment for the maintenance of the passenger boarding bridges at Santa Barbara Airport in an amount of $359,117.

DISCUSSION:

The John (Jack) T. Ricard Airline Terminal was opened in June 2011 with three glass Passenger Boarding Bridges (PBBs). An identidal fourth bridge was installed at Gate 3 in 2019. These PBBs have an estimated 30-year life as long as they are maintained per the manufacturer’s recommendations.

Upon completion of the ten-year maintenance program for the PBBs in 2022, a list of recommended repairs and replacements was prepared and agreed upon between JBT Jetway Systems and the Airport Facilities Division at a cost of $309,117. An additional $50,000 is included in the proposed Purchase Order to support equipment and repair needs that may arise during Fiscal Year 2023-24.

JBT Jetway Systems is the sole manufacturer of the Airport’s PBBs. They are the only source of parts for these boarding bridges. Consistent with the recommendation in the manufacturer’s manual for the PBBs, replacement parts and service have been ordered exclusively from JBT Jetway Systems for the duration of their operation.

COUNCIL AGENDA REPORT
AGENDA DATE: August 22, 2023
TO: Mayor and Councilmembers
FROM: Risk Management Division, Finance Department
SUBJECT: Agreement with George Hills Company for Claim Management Information System Access [Agreement]
RECOMMENDATION:

That Council authorize the Finance Director to execute a five-year agreement with George Hills Company allowing the Risk Management Division to utilize a claims management software program, in an amount not to exceed $150,000.

DISCUSSION:

Council authorized the purchase of claims management software from Insurity in FY2018.

The authorized purchase allowed the City to self-host the software on its servers over a five year term. The five year contract with Insurity comes to an end in January 2024.

Risk Management uses the Insurity software to track and administer claims for damages.

The self-hosted version of the Insurity software installed on the City servers does not meet the needs nor expectations of the City. Staff chose to seek alternatives to replace the self-hosted version of the Insurity software product.

George Hills Company provides claim adjusting services to the City on a small number of claims. George Hills Company uses a more robust version of the Insurity software product for its claims adjusting practices. The Insurity software version in place at George Hills Company provides greater functionality and features compared to the self-hosted version used at the City.

The transition to a cloud based version of the software hosted by George Hills Company creates several improvements and efficiencies needed by City staff. A few of the key attributes of the version in use at George Hills Company include: improved reporting capabilities, direct interface with Medicare, and automated financial reports. Utilizing the Insurity software product eliminates any learning curve for the staff who use the software.

BUDGET/FINANCIAL INFORMATION:

The agreement allows the City to access to the claims software at George Hills Company over a five year period. The agreement describes three separate fees for the use of the software as follows (see Attachment for full details):
 Data conversion fee of $20,000
o $5,000 paid upon approval of the agreement; and
o $15,000 due and payable upon conclusion of the contract. This conversion balance is forgiven when the City renews the fifth and final year of this agreement.
 Custom reports
o Work billed at an hourly rate as described in the agreement  Monthly use fee
o Flat fee per user ($375)
The monthly fee component proposed by George Hills Company is less than the expiring agreement with Insurity.

The Self-Insurance Fund maintains adequate expenditure authority for the proposed purchase in FY2024. Future expenditure appropriations in FY2025 and beyond will be requested to fund the remaining term of the agreement.

A copy of the contract/agreement is available for public review in the Risk Management Office.
