Mayor Randy Rowse called the meeting to order at 2:00 p. m. (The Finance Committee and Ordinance Committee, which ordinarily meet at 12:00 p.m., did not meet this day)

Subject: Loan to Housing Authority for $6,000,000 for Acquisition of Property Located at 3055 De La Vina Street [Ordinance Adoption] (660. 01) Recommendation: That Council adopt, by reading of title only, an Ordinance of the Council of the City of Santa Barbara Approving a Loan Agreement with the Housing Authority of the City of Santa Barbara in the Amount of $6,000,000 for Acquisition of Real Property Located at 3055 De La Vina Street to Be Used for Permanent Affordable Housing, to Be Secured by a Deed of Trust and a 90-Year Affordability Control Covenant Imposed on Real Property and Authorizing the Community Development Director to Execute Such Agreements, Subject to Approval as to Form by the City Attorney, as Necessary.
Action: Approved the recommendation; Ordinance No. 6141 Subject: Municipal Code Clean-up Amendments Relating To Peddling, Soliciting, and Vending on Public and Private Property [Ordinance Introduction] (530. 04)
Recommendation: That Council introduce and subsequently adopt, by reading of title only, an Ordinance of the Council of the City of Santa Barbara Amending the Municipal Code by Amending Chapters 9.48 and 9. 49 and by Repealing Chapter
5.32 Relating to Peddling, Soliciting, and Vending on Public and Private Property.
Action: Approved the recommendation (January 30, 2024, report from the City Attorney; proposed Ordinance).
Subject: Contract Amendment for Santa Barbara Airport Master Drainage Plan Update [Resolution; Agreement] (560. 04)
Recommendation: That Council:
A. Authorize the Airport Director to execute the Second Contract Amendment to Contract No. 28,227 with Mead and Hunt, Inc. for planning services to update the 2001 Santa Barbara Airport Master Drainage Plan in the amount of $47,309, for a total expenditure authority of $390,906; and 01/30/2024 Santa Barbara City Council Minutes Page 2 of 5 B. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Amending Resolution No. 23-076, Adopting the Budget for Fiscal Year 2024, to Appropriate Funds for Professional Services Contract for the Airport Master Drainage Plan Update.
Action: Approved the recommendations; Resolution No. 24-010; Agreement No. 28,227.2 (January 30, 2024, report from the Airport Director; proposed Resolution).
5. Subject: December 31, 2023, Investment Report and December 31, 2023, Fiscal Agent Report (260.02)
Recommendation: That Council:
A. Accept the December 31 , 2023, Investment Report; and B. Accept the December 31 , 2023, Fiscal Agent Report.
Action: Approved the recommendation (January 30, 2024, report from the Finance Director).
