COUNCIL AGENDA REPORT
AGENDA DATE: March 5, 2024
TO: Mayor and Councilmembers
FROM: Finance Department
SUBJECT: Budget Work Session for Fiscal Year 2025
RECOMMENDATION:
That Council hear a presentation from Staff related to the development of the Mid-Cycle Fiscal Year (FY) 2025 Budget and provide direction to Staff.
DISCUSSION:
In late April, the Interim City Administrator will present her recommended budget for Fiscal Year 2025 to Council as required by City Charter. This will be followed by two public hearings to present the General Fund and all Other Funds to the Council and the public. The FY2025 budget is a mid-cycle update to the second year of the FY2024 & FY2025 financial plan that was adopted by the Council in June of 2023. The proposed budget hearing scheduled was reviewed with the Council during their retreat on November 30, 2023.
This budget work session is held in advance of finalizing and issuing the recommended budget to provide the Council and the public an overview of the City’s finances, financial and budgeting challenges the City is facing, and department major work efforts and priorities.
Staff will provide an overview of achievements, goals, and challenges. Staff will provide the Council with a summary of the recent revenue trends, projected costs, and a long-term forecast of the City’s finances. Staff will then present the budget instructions that were issued to departments to guide the development of department budget proposals.
