Mayor Pro Tern Eric Friedman called the meeting to order at 2:01 p. m. (The Finance Committee met at 12:00 p. m. The Ordinance Committee, which ordinarily meets at 12:00 p. m., did not meet on this day).

1. Subject: National Disaster Preparedness Month (120. 04) Mayor Pro Tern Friedman presented the proclamation to Emergency Services Manager Stacey Rosenberger and Fire Public Education Coordinator Lilliana Encinas.
CHANGES TO THE AGENDA
City Administrator McAdoo stated that Item 3 contained a clerical error on the Budget Adjustment attachment. Attachment 3 is correct but Item 1 in Resolution 1 is incorrect.

Recommendation: That Council adopt, by reading of title only, an Ordinance of the Council of the City of Santa Barbara Amending and Ratifying Agreement No. 26,724, by and Between the City of Santa Barbara and Rincon Consultants, Inc. for Environmental Mitigation and Restoration Specialist Services, and Related Support for the Las Positas and Modoc Roads Multiuse Path Project.
Action: Approved the recommendation; Ordinance No. 6189.
Subject: Library Director Employment Agreement [Agreement] (170. 01) Recommendation: That City Council receive and confirm the employment agreement for the Library&Qirector.
Action: Approved the recommendation; Agreement No. 28,780 (September 16, 2025, report from the Interim Human Resourced Director).
Subject: Public Works Director and Water Resources Director Employment Agreements [Agreement] (170.01)
Recommendation: That City Council receive and confirm the employment agreements for the Public Works Director and the Water Resources Director.
Action: Approved the recommendation; Agreement No. 28, 781, 28, 787 (September 16, 2025, report from the Interim Human Resourced Director).
REPORT FROM THE FINANCE COMMITTEE
Finance Committee Chair Friedn^an reported that the Finance Committee heard a report on the Fiscal Year 2025 Fourth-Quarter Review, and recommended the item be forwarded to City Council for consideration.

3. Subject: Fiscal Year 2025 Fourth-Quarter Review [Resolution] (250.02) Recommendation: That Council:
A. Receive a report from staff on the status of revenues and expenditures in relation to budget for the twelve months ended June 30, 2025; B. Accept the Fiscal Year (FY) 2025 Interim Financial Statements for the twelve months ended June 30, 2025;
C. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Amending Resolution No. 25-052 to Approve Proposed Fourth-Quarter (Q4) Adjustments to FY2025 Revenue and Expenditure Appropriations as Detailed in the Attached Schedule of Proposed Q4 Adjustments; and
D. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Amending Position Salary Control Resolution No. 25-053 for Authorized Positioos for Fiscal Year 2025. The Human Resources Department Requests Council Approval for the Following Adjustments, Including the Following Position Changes. Changes are Effective September 20, 2025.

6. Subject: Sublease Agreements with Subtenants for 621 Chapala Street and Funding Agreement for Fiscal Year 2026 Program Operations [Agreement] (660. 04)
Recommendation: That Council:
A. Authorize the City Administrator to execute a month-to-month Sublease Agreement with the Santa Barbara Alliance for Community Transformation for the first floor of 621 Chapala Street;
B. Authorize the City Administrator to execute a month-to-month funding agreement in the amount of $22, 581 per month with the Santa Barbara Alliance for Community Transformation for day-to-day management and operations of a Daytime Navigation and Workforce Development Center at 621 Chapala Street;
C. Authorize the City Administrator to execute a Sublease Agreement with Good Samaritan Shelter for Suites C and D at 621 Chapala Street, Subject to Approval as to Form by the City Attorney; and
D. Authorize the City Administrator to execute a Sublease Agreement with City Net for Suite A at 621 Chapala Street, Subject to Approval as to Form by the City Attorney.
